【摘要】：隨著綠色發(fā)展上升為事關(guān)國家發(fā)展理念的全局性政策需求,環(huán)境保護(hù)因素如何良好地體現(xiàn)在中國公共政策體系尤其是非環(huán)境保護(hù)類公共政策體系中已成為一個(gè)全局性、戰(zhàn)略性和跨部門的重大政策問題。然而,現(xiàn)有研究對中國科技政策體現(xiàn)和推動(dòng)環(huán)境保護(hù)的作用及其背后影響因素和規(guī)律的探索卻較少。從公共科技政策對環(huán)境保護(hù)具有系統(tǒng)重要性的視角切入,通過對1949-2015年全時(shí)段、全樣本量的中國體現(xiàn)環(huán)境保護(hù)因素的科技政策變遷進(jìn)行結(jié)構(gòu)化或半結(jié)構(gòu)化政策文本分析,回答"哪些因素影響著環(huán)境友好型公共科技政策的形成"這一研究問題。研究結(jié)論是中國科技政策體現(xiàn)環(huán)境保護(hù)的政策安排具有階段性特征,"多"并不必然等于"好"。進(jìn)一步指出,當(dāng)前環(huán)境友好型公共科技政策需要具備政策制定高度、清晰的高層次全局動(dòng)員治理手段、高效的多部門政策協(xié)同和充分的各級資源配置4個(gè)方面。力圖在理論層面拓展非環(huán)境保護(hù)類公共政策體現(xiàn)及推動(dòng)環(huán)境保護(hù)的政策體系框架,并首次在實(shí)踐層面就改進(jìn)中國科技政策對環(huán)境保護(hù)的體現(xiàn)給出了相應(yīng)定量值,以測度什么樣的"多"才會等同于"好",不僅將加強(qiáng)對環(huán)境保護(hù)與科技政策之間關(guān)系的認(rèn)知,還將為環(huán)境友好型公共科技政策的制定提供參考。
[Abstract]:With the rise of green development as the overall policy demand related to the concept of national development, how the environmental protection factors are well reflected in the Chinese public policy system, especially in the non-environmental protection public policy system, has become an overall situation. Strategic and cross-sectoral key policy issues... however, However, there are few researches on the role of Chinese science and technology policy in embodying and promoting environmental protection and the influencing factors and laws behind it. From the perspective of the systematic importance of public science and technology policy to environmental protection, this paper analyzes the whole period from 1949 to 2015. The changes of science and technology policies reflecting the factors of environmental protection in China are analyzed through structured or semi-structured policy texts. Answer the question of "what factors affect the formation of environmentally friendly public science and technology policy". The conclusion of the study is that the policy arrangement of Chinese science and technology policy embodies environmental protection has the characteristics of stages, "more" does not necessarily mean that "more" is not equal to the formation of environmental friendly public science and technology policy. "good"... Further pointed out, The current environment-friendly public science and technology policy needs to have a high level of policy formulation and a clear high-level overall mobilization and governance means. Four aspects of efficient multisectoral policy synergy and adequate allocation of resources at all levels. It tries to expand the framework of non-environmental protection public policies to reflect and promote environmental protection in the theoretical level. And for the first time in practice, it gives the corresponding quantitative value to improve the embodiment of Chinese science and technology policy on environmental protection, so as to measure what kind of "more" will be equated with "good", which will not only strengthen the cognition of the relationship between environmental protection and science and technology policy, It will also provide reference for the formulation of environmental friendly public science and technology policy.
