【摘要】：隨著全球化、區(qū)域經(jīng)濟(jì)一體化的推進(jìn)以及各國經(jīng)濟(jì)的逐步發(fā)展,越南與世界上各個(gè)國家之間的合作交往日益密切,合作形式多種多樣。作為一名越南留學(xué)生,為了了解我們一個(gè)發(fā)展中國家如何與世界超強(qiáng)經(jīng)濟(jì)體進(jìn)行合作的新模式,了解我國簽署越南-歐盟自由貿(mào)易協(xié)定后如何在列強(qiáng)中求生存、謀發(fā)展,并且越南怎么從越南-歐盟自由貿(mào)易協(xié)定協(xié)議簽署后,通過實(shí)際數(shù)據(jù)以及經(jīng)濟(jì)貿(mào)易發(fā)展?fàn)顩r指出本協(xié)議對(duì)越南經(jīng)濟(jì)貿(mào)易產(chǎn)生的正面及負(fù)面影響,本文主要基于國際貿(mào)易理論、制度合作理論、博弈論以及關(guān)稅同盟理論,從政治、經(jīng)濟(jì)以及國際環(huán)境等不同角度分析越南-歐盟自由貿(mào)易協(xié)定(VEFTA)談判成功的原因,闡述越南-歐盟自由貿(mào)易協(xié)定的談判歷程,主要內(nèi)容與特點(diǎn)。越南-歐盟自由貿(mào)易協(xié)定共經(jīng)歷了 14輪談判,歷時(shí)兩年半,從談判初期的矛盾重重到中期的合作方式的博弈,最后達(dá)成合作共贏的一致共識(shí)。在此基礎(chǔ)之上,本文重點(diǎn)從宏觀經(jīng)濟(jì)與微觀經(jīng)濟(jì)的角度分析越南-歐盟自貿(mào)協(xié)定對(duì)越南經(jīng)濟(jì)發(fā)展產(chǎn)生的積極與消極影響,針對(duì)消極影響從政府的宏觀層面與企業(yè)的微觀層面給出針對(duì)性的對(duì)策建議。筆者試圖通過本研究主要解決以下兩個(gè)問題:1、越南-歐盟自由貿(mào)易協(xié)定對(duì)越南經(jīng)濟(jì)的影響有利也有弊,如何規(guī)避不利影響,實(shí)現(xiàn)利益最大化,是本課題主要擬解決問題。2、制定應(yīng)對(duì)政策和應(yīng)對(duì)措施應(yīng)該注意事項(xiàng),政府制定的政策和企業(yè)應(yīng)對(duì)的措施是否符合實(shí)際運(yùn)作、具有可操作性。在經(jīng)濟(jì)全球化的背景下,特別是越南-歐盟已簽署自由貿(mào)易協(xié)議,即將對(duì)我國帶來很大的影響。研究這個(gè)課題本人想針對(duì)越南所面臨的國內(nèi)外發(fā)展環(huán)境以及支柱產(chǎn)業(yè)自身在此環(huán)境中所受到的影響,在實(shí)現(xiàn)越南-歐盟自由貿(mào)易協(xié)定的背景下,越南面對(duì)全球性國際性的競(jìng)爭(zhēng)趨勢(shì)如何保持自身國家產(chǎn)業(yè)的增強(qiáng)與發(fā)展。文中采用文獻(xiàn)分析法進(jìn)行分析解讀、歸納總結(jié),結(jié)合案例研究法及借鑒對(duì)比研究法對(duì)越南-歐盟自由貿(mào)易協(xié)定進(jìn)行的研究分析。筆者希望能夠通過課題的研究分析更進(jìn)一步明確越南-歐盟自由貿(mào)易協(xié)定給越南的機(jī)遇,要面對(duì)的挑戰(zhàn),最后提出一些建議來克服負(fù)面影響所帶來的困難。
[Abstract]:With globalization, the advancement of regional economic integration and the gradual development of the economies of various countries, Vietnam and various countries in the world have increasingly close cooperative exchanges and various forms of cooperation. In order to understand the new mode of cooperation between our developing country and the world's super-strong economy, and how our country can survive and develop among the great powers after signing the Viet Nam EU Free Trade Agreement, And how does Vietnam point out the positive and negative effects of this agreement on Vietnam's economy and trade through actual data and economic and trade development after the signing of the agreement. This paper is mainly based on the theory of international trade. System cooperation theory, game theory and customs union theory, from the political, economic and international environment to analyze the reasons for the success of the Vietnamese-European Free Trade Agreement (VEFTA) negotiations, expound the Vietnam-EU free trade agreement negotiation process. Vietnam-EU Free Trade Agreement has gone through 14 rounds of negotiations, lasting two and a half years. Finally, a consensus on win-win cooperation was reached. On this basis, this paper focuses on the analysis of the positive and negative effects of the Viet Nam EU Free Trade Agreement on Vietnam's economic development from the point of view of macroeconomic and microeconomic aspects. In the context of economic globalization, especially in the context of the signing of a free trade agreement between Vietnam and the European Union, Will soon have a great impact on our country. In the context of the implementation of the Viet Nam-EU Free Trade Agreement, I would like to focus on the domestic and foreign development environment faced by Vietnam and the impact on the pillar industries themselves in this environment. How to maintain the enhancement and development of Vietnam's national industry in the face of the global international competition trend. Based on the case study method and the comparative study method, the author hopes to further clarify the opportunity of Viet Nam EU Free Trade Agreement through the research and analysis of the subject. The challenges to be faced, and finally some suggestions to overcome the negative impact of the difficulties.
