【摘要】：隨著國家經(jīng)濟(jì)的穩(wěn)定發(fā)展和城鎮(zhèn)化水平的進(jìn)一步推進(jìn)，社區(qū)集體經(jīng)濟(jì)活動越來越活躍。社區(qū)集體經(jīng)濟(jì)作為城市經(jīng)濟(jì)的重要基礎(chǔ)和原村民收入的主要來源，其發(fā)展路徑和發(fā)展效益關(guān)乎群眾切身利益和整個城市和社會的穩(wěn)定，是全社會普遍關(guān)注的重大問題，對當(dāng)前社會主義現(xiàn)代化建設(shè)具有十分重要的意義。 但是要加快集體經(jīng)濟(jì)發(fā)展的步伐，需要因地制宜，制定與時代發(fā)展步伐相符的政策保障體系。論文以深圳市坪山新區(qū)為研究對象，主要對坪山新區(qū)的坑梓辦事處進(jìn)行了深入調(diào)研工作，對坪山新區(qū)近幾年來社區(qū)集體經(jīng)濟(jì)發(fā)展的狀況做了深度分析，重點(diǎn)對坪山新區(qū)近年來集體經(jīng)濟(jì)發(fā)展的資產(chǎn)與負(fù)債情況、收入與支出情況、居民分紅與滿意度調(diào)查情況、廠房面積與儲備情況、人才引進(jìn)與培養(yǎng)情況，并對這些經(jīng)濟(jì)現(xiàn)象做了分析，結(jié)合當(dāng)?shù)氐纳鐓^(qū)集體經(jīng)濟(jì)發(fā)展?fàn)顩r，在對坪山新區(qū)集體經(jīng)濟(jì)發(fā)展的成功經(jīng)驗(yàn)和經(jīng)濟(jì)發(fā)展中出現(xiàn)的問題及其原因進(jìn)行分析的基礎(chǔ)上，結(jié)合國家宏觀經(jīng)濟(jì)發(fā)展的新趨勢，提出了當(dāng)前加強(qiáng)社區(qū)集體經(jīng)濟(jì)發(fā)展政策保障意在達(dá)到的四大目標(biāo)，即在不斷完善政策的同時，全面加強(qiáng)政策保障措施、從而不斷發(fā)展集體經(jīng)濟(jì)，達(dá)到帶動社會的發(fā)展的總目標(biāo)。并且還提出了堅(jiān)持借“制”發(fā)展、依“質(zhì)”發(fā)展、融資發(fā)展、引智發(fā)展等原則，依靠積極的政策制度措施、注重發(fā)展質(zhì)量，融合資金，并積極開發(fā)科學(xué)技術(shù)，引導(dǎo)社區(qū)集體經(jīng)濟(jì)的發(fā)展。與此同時，筆者在綜合國內(nèi)集體經(jīng)濟(jì)發(fā)展情況、并在調(diào)研分析的基礎(chǔ)上，提出了強(qiáng)化社區(qū)集體經(jīng)濟(jì)發(fā)展政策保障的具體措施：深化體制政策，突破機(jī)制改革，加強(qiáng)集體資產(chǎn)管理，實(shí)施財務(wù)相互獨(dú)立核算制度，健全集體資產(chǎn)的管理機(jī)構(gòu)；強(qiáng)化技術(shù)政策，轉(zhuǎn)變經(jīng)濟(jì)增長方式，做大做強(qiáng)物業(yè)經(jīng)濟(jì)，注重促成現(xiàn)有物業(yè)的轉(zhuǎn)型升級，從單一的收租型向可以提供專業(yè)物業(yè)管理與服務(wù)的路徑轉(zhuǎn)變，介入發(fā)展投資風(fēng)險較低的實(shí)業(yè)經(jīng)濟(jì)，逐步實(shí)現(xiàn)從“物業(yè)經(jīng)濟(jì)”單腿走路向“物業(yè)經(jīng)濟(jì)與實(shí)業(yè)經(jīng)濟(jì)”雙腿走路的模式轉(zhuǎn)型；注重財政政策，加強(qiáng)資金流轉(zhuǎn)，建立政府財政補(bǔ)貼與社區(qū)集體經(jīng)濟(jì)共同負(fù)擔(dān)戶籍居民社保的保障機(jī)制，并減免土地稅、房屋出租費(fèi)等相關(guān)稅費(fèi)等；引入人才政策，注重人才效應(yīng)，，完善人才培養(yǎng)機(jī)制，健全人才引進(jìn)機(jī)制；因地制宜，不忽視其他政策，各個地區(qū)有自己的優(yōu)勢，充分利用自身資源建立符合當(dāng)?shù)丶w經(jīng)濟(jì)發(fā)展的政策。
[Abstract]:With the steady development of national economy and the further development of urbanization, community collective economic activities are becoming more and more active. Community collective economy is the important foundation of urban economy and the main source of income of former villagers. Its development path and development benefit are related to the vital interests of the masses and the stability of the whole city and society. It is a major issue of universal concern to the whole society and is of great significance to the current socialist modernization drive. However, in order to speed up the development of collective economy, we need to adapt measures to local conditions and formulate a policy guarantee system that is in line with the pace of development of the times. The paper mainly investigates deeply the Hang Zi Office of Pingshan New District, and makes an in-depth analysis of the development of community collective economy in Pingshan New area in recent years, with emphasis on the assets and liabilities of the collective economic development in Pingshan New area in recent years. Income and expenditure, the survey of residents' dividends and satisfaction, the situation of workshop area and reserves, the introduction and training of talents, and the analysis of these economic phenomena, combined with the development of local community collective economy, On the basis of analyzing the successful experience of collective economic development in Pingshan New area and the problems and causes in economic development, and combining with the new trend of national macroeconomic development, This paper puts forward the four goals of strengthening the policy guarantee of community collective economic development, that is, while continuously perfecting the policy, we should comprehensively strengthen the policy guarantee measures so as to continuously develop the collective economy. To achieve the overall goal of promoting social development. It has also put forward the principles of adhering to the principles of "borrowing" development, "quality" development, financing development, and intellectual development, relying on active policy, institutional measures, paying attention to the quality of development, and integrating funds. And actively develop science and technology to guide the development of community collective economy. At the same time, the author synthesizes the development of domestic collective economy, and on the basis of investigation and analysis, The concrete measures to strengthen the policy guarantee of community collective economy development are put forward: deepening the system policy, breaking through the reform of mechanism, strengthening the collective asset management, implementing the independent accounting system of finance, and perfecting the management organization of collective assets; Strengthen the technical policy, change the mode of economic growth, make the property economy bigger and stronger, pay attention to promoting the transformation and upgrading of the existing property, change from a single type of rent collection to a path that can provide professional property management and services. Intervening in the development of industrial economy with low investment risk, gradually realizing the transition from "property economy" to "property economy" and "property economy and industrial economy" walking on both legs, paying attention to fiscal policy, strengthening the circulation of funds, To establish a guarantee mechanism for government financial subsidies and community collective economy to share the burden of social security for residents with household registration, and to reduce and reduce land taxes, housing rental fees, and other related taxes and fees; to introduce talent policies, to pay attention to the talent effect, and to improve the talent training mechanism, It is necessary to perfect the mechanism of introducing talents, adapt measures to local conditions, do not ignore other policies, each region has its own advantages, and make full use of its own resources to establish policies in line with the development of the local collective economy.
