【摘要】：中國對(duì)外投資在2016年超過了引進(jìn)外資,成為資本凈流出國。中國對(duì)外直接投資快速增長的原因是外商直接投資增量提前趨緩、中國對(duì)外直接投資的超常規(guī)劇增以及人民幣對(duì)美元貶值預(yù)期刺激企業(yè)在海外配置資產(chǎn)的需求。為了加強(qiáng)對(duì)外投資與引進(jìn)外資政策協(xié)調(diào),應(yīng)該進(jìn)一步完善政策和市場(chǎng)環(huán)境,留住外商已有投資并吸引更多新投資;加強(qiáng)國內(nèi)資金投資的引導(dǎo),保證資金需求,促進(jìn)產(chǎn)業(yè)發(fā)展;以"一帶一路"戰(zhàn)略為重點(diǎn),科學(xué)引導(dǎo)資本輸出的區(qū)域和行業(yè)流向,提高對(duì)外投資的宏觀效益。
[Abstract]:In 2016, China overtook foreign investment to become a net outflow of capital. The reason for the rapid growth of China's foreign direct investment is that the increase in foreign direct investment has slowed down ahead of schedule. The extraordinary increase in China's foreign direct investment and the expectation of the depreciation of the renminbi against the US dollar stimulate the demand of enterprises to allocate assets overseas. In order to strengthen the coordination between foreign investment and foreign investment, we should further improve the policy and market environment. To retain existing foreign investment and attract more new investment; to strengthen the guidance of domestic capital investment, to ensure the capital demand, and to promote industrial development; and to scientifically guide the regional and industrial flows of capital exports with the focus of "Belt and Road" strategy. We will improve the macro efficiency of overseas investment.
