【摘要】：烏克蘭自獨(dú)立后的25年來(lái),經(jīng)濟(jì)增長(zhǎng)停滯和衰退是常態(tài)表現(xiàn)。2013~2015年的政局動(dòng)蕩和俄烏沖突,更使烏克蘭的社會(huì)經(jīng)濟(jì)狀況陷入了前所未有的深度危機(jī):投資環(huán)境極度惡化;財(cái)政虧空、欠發(fā)工資使居民生活水平大幅下降;社會(huì)緊張對(duì)立局勢(shì)蔓延。擺脫困境的出路首選要放棄依賴初級(jí)產(chǎn)品出口型經(jīng)濟(jì);要深入和完善私有化體制改革;要擴(kuò)大財(cái)政收入渠道和防止國(guó)有資產(chǎn)進(jìn)一步流失;要調(diào)整產(chǎn)業(yè)結(jié)構(gòu)和加快市場(chǎng)化改革,減少腐敗和行政干擾。要恢復(fù)全民信心和樹(shù)立全球威望創(chuàng)造良好的金融和投資環(huán)境,團(tuán)結(jié)東西部地區(qū)民族一道擺脫困境尤其重要。
[Abstract]:Since the independence of Ukraine 25 years ago, economic growth stagnation and recession is the normal performance of the political turmoil and Russian-Ukrainian conflict from 2013 to 2015, which makes Ukraine's social and economic situation into an unprecedented depth of crisis: the investment environment is extremely deteriorating; The deficit of finance and the underpayment of wages have greatly reduced the living standards of the residents; the social tension has spread. The preferred way out of this predicament is to give up relying on the export-oriented economy of primary products, and to deepen and perfect the reform of the privatization system; It is necessary to expand the channels of fiscal revenue and prevent the further loss of state-owned assets, readjust the industrial structure and speed up market-oriented reforms, reduce corruption and administrative interference, and restore the confidence of the whole people and build up global prestige to create a sound financial and investment environment. It is particularly important to unite the nationalities of the eastern and western regions to extricate themselves from the predicament.
