【摘要】：烏克蘭自獨立后的25年來,經(jīng)濟增長停滯和衰退是常態(tài)表現(xiàn)。2013~2015年的政局動蕩和俄烏沖突,更使烏克蘭的社會經(jīng)濟狀況陷入了前所未有的深度危機:投資環(huán)境極度惡化;財政虧空、欠發(fā)工資使居民生活水平大幅下降;社會緊張對立局勢蔓延。擺脫困境的出路首選要放棄依賴初級產(chǎn)品出口型經(jīng)濟;要深入和完善私有化體制改革;要擴大財政收入渠道和防止國有資產(chǎn)進一步流失;要調整產(chǎn)業(yè)結構和加快市場化改革,減少腐敗和行政干擾。要恢復全民信心和樹立全球威望創(chuàng)造良好的金融和投資環(huán)境,團結東西部地區(qū)民族一道擺脫困境尤其重要。
[Abstract]:Since the independence of Ukraine 25 years ago, economic growth stagnation and recession is the normal performance of the political turmoil and Russian-Ukrainian conflict from 2013 to 2015, which makes Ukraine's social and economic situation into an unprecedented depth of crisis: the investment environment is extremely deteriorating; The deficit of finance and the underpayment of wages have greatly reduced the living standards of the residents; the social tension has spread. The preferred way out of this predicament is to give up relying on the export-oriented economy of primary products, and to deepen and perfect the reform of the privatization system; It is necessary to expand the channels of fiscal revenue and prevent the further loss of state-owned assets, readjust the industrial structure and speed up market-oriented reforms, reduce corruption and administrative interference, and restore the confidence of the whole people and build up global prestige to create a sound financial and investment environment. It is particularly important to unite the nationalities of the eastern and western regions to extricate themselves from the predicament.
