【摘要】：在改革開放的推動(dòng)下,我國的社會(huì)經(jīng)濟(jì)得到了快速發(fā)展。尤其是在加入WTO之后,我國與世界其他各國之間的經(jīng)濟(jì)來往越來越頻繁,招商引資也就逐漸成為了各地政府最關(guān)注的問題。目前,我國產(chǎn)業(yè)結(jié)構(gòu)升級(jí)屬于上升階段,從黨的十六屆三中全會(huì)開始,各級(jí)政府把引進(jìn)先進(jìn)技術(shù)、管理經(jīng)驗(yàn)和高素質(zhì)人才作為產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的三大因素。這三大因素都需要引進(jìn)外資來實(shí)現(xiàn),所以招商引資是帶動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展的重要組成部分。為了使產(chǎn)業(yè)結(jié)構(gòu)穩(wěn)步升級(jí),則需建立健全的招商引資理論與實(shí)踐模式。 招商引資在各地方的經(jīng)濟(jì)發(fā)展中發(fā)揮重要作用,同時(shí)對(duì)我們社會(huì)經(jīng)濟(jì)生活產(chǎn)生深刻影響。雖然對(duì)經(jīng)濟(jì)產(chǎn)生促進(jìn)作用,但是同時(shí)也產(chǎn)生一些問題。因此,我們既要發(fā)揮好招商引資的積極作用,又要減少其消極影響。通過對(duì)盤錦經(jīng)濟(jì)開發(fā)區(qū)的研究,把招商引資的作用體現(xiàn)得更具現(xiàn)實(shí)意義。 本文通過對(duì)盤錦經(jīng)濟(jì)開發(fā)區(qū)招商引資現(xiàn)狀的敘述,進(jìn)行問題分析,總結(jié)出存在的問題以及原因,同時(shí)學(xué)習(xí)國內(nèi)外招商引資的成功經(jīng)驗(yàn),結(jié)合實(shí)際,提出解決問題的對(duì)策以及改進(jìn)的建議。
[Abstract]:In promoting the reform and opening up, China's economy has developed rapidly. Especially after joining WTO, between China and the rest of the world economy with more and more frequent, the investment will gradually become the government's most concerned problems. At present, China's industrial structure upgrade to rise, begin from the party in the third Plenary Session of the 16th CPC Central Committee, governments at all levels to introduce advanced technology, management experience and high-quality talent as the three major factors of industrial structure adjustment. These three factors are needed to achieve the introduction of foreign capital, so the investment is an important part of the regional economic development. In order to make the industrial structure upgrade steadily, is required to establish a sound investment the theory and practice.
Play an important role in attracting investment in the local economic development, also have a profound impact on our social and economic life. Although promotes the economy, but also have some problems. Therefore, we should play the positive role of attracting investments, and reduce its negative influence. Through the study of Panjin economic development zone the investment function is more practical significance.
Based on the description of the current situation of attracting investment in Panjin Economic Development Zone, this paper analyzes the problems, summarizes the existing problems and causes, and studies the successful experience of attracting investment at home and abroad, and puts forward countermeasures and suggestions for improvement based on the actual situation.
