【摘要】：根據(jù)"一帶一路"發(fā)展倡議,我國(guó)基于開(kāi)放包容、合作發(fā)展的宗旨,積極與沿線(xiàn)及其他各國(guó)和組織開(kāi)展共建合作,對(duì)全球經(jīng)濟(jì)格局產(chǎn)生了深刻影響。鑒于以俄羅斯為主導(dǎo)構(gòu)建的歐亞經(jīng)濟(jì)聯(lián)盟,其成員均是絲綢之路經(jīng)濟(jì)帶沿線(xiàn)重要節(jié)點(diǎn)國(guó)家,與我國(guó)政治互信度高,經(jīng)貿(mào)關(guān)系密切,合作基礎(chǔ)牢固,絲綢之路經(jīng)濟(jì)帶與歐亞經(jīng)濟(jì)聯(lián)盟實(shí)現(xiàn)貿(mào)易暢通,既是貿(mào)易對(duì)接,也是戰(zhàn)略協(xié)作,其形成的合力將成為維護(hù)世界貿(mào)易秩序不可或缺的重要力量。因此,我國(guó)應(yīng)以絲綢之路經(jīng)濟(jì)帶核心區(qū)為支點(diǎn),把歐亞經(jīng)濟(jì)聯(lián)盟作為重要對(duì)接伙伴,增強(qiáng)對(duì)接合作企業(yè)競(jìng)爭(zhēng)力,加強(qiáng)人才選拔與留用,加大中央對(duì)絲綢之路經(jīng)濟(jì)帶核心區(qū)建設(shè)支持力度,加強(qiáng)絲綢之路經(jīng)濟(jì)帶核心區(qū)自身建設(shè),基于既有合作基礎(chǔ),以"五通"為對(duì)接實(shí)施路徑,以溝通機(jī)制建設(shè)為基礎(chǔ),通過(guò)建設(shè)資金融通以及設(shè)施聯(lián)通協(xié)同,實(shí)現(xiàn)一國(guó)對(duì)外經(jīng)濟(jì)關(guān)系的核心——貿(mào)易暢通的突破,促進(jìn)"五通"建設(shè)聯(lián)動(dòng),構(gòu)建我國(guó)"一帶一路"海陸結(jié)合、南北呼應(yīng)的國(guó)際貿(mào)易新格局,推動(dòng)歐亞區(qū)域貿(mào)易乃至世界貿(mào)易平衡發(fā)展,構(gòu)建世界貿(mào)易新格局。
[Abstract]:In accordance with the "Belt and Road" development initiative, China, based on the principles of openness, inclusiveness and cooperative development, actively cooperates with other countries and organizations along the route, It has had a profound impact on the global economic situation. In view of the fact that the Eurasian Economic Union, which was constructed under the leadership of Russia, is an important node country along the Silk Road economic belt, it has a high degree of political mutual trust and close economic and trade relations with China. The solid foundation of cooperation and the smooth trade between the Silk Road Economic Belt and the Eurasian Economic Union are not only the docking of trade but also the strategic cooperation, and the resultant force will become an indispensable and important force in maintaining the world trade order. China should take the core area of the Silk Road economic belt as the fulcrum, regard the Eurasian Economic Union as an important docking partner, enhance the competitiveness of the docking cooperative enterprises, and strengthen the selection and retention of talents. To increase the central support for the construction of the Silk Road economic belt core area, and to strengthen the Silk Road economic belt core zone construction itself, based on the existing cooperation basis, the "five links" as the docking implementation path, and the construction of the communication mechanism as the basis. Through the financing of construction and the coordination of facilities, we can achieve a breakthrough in the core of a country's foreign economic relations, that is, smooth trade, promote the linkage of the "five links", and construct a combination of sea and land with "Belt and Road" in our country. The new pattern of international trade echoed by North and South promotes the balanced development of Eurasian regional trade and even world trade, and constructs a new pattern of world trade.
