【摘要】：在科技經(jīng)濟(jì)全球化日益深入的新形勢(shì)下,協(xié)同創(chuàng)新已成為整合資源、提高創(chuàng)新效率的有效途徑。積極推動(dòng)企業(yè)、高校、科研機(jī)構(gòu)、政府、中介機(jī)構(gòu)的之間的深層次互動(dòng)與合作,提高創(chuàng)新主體的創(chuàng)新水平,是提升我國自主創(chuàng)新能力、建設(shè)創(chuàng)新型國家的關(guān)鍵所在。目前,我國區(qū)域創(chuàng)新中政產(chǎn)學(xué)研等創(chuàng)新主體間尚未建立全方面、常規(guī)化的合作關(guān)系,科技成果市場(chǎng)化和產(chǎn)業(yè)化不足。那么北部灣經(jīng)濟(jì)區(qū)協(xié)同創(chuàng)新的發(fā)展程度如何,政府如何發(fā)揮作用營造良好環(huán)境,協(xié)調(diào)企業(yè)、高校、科研機(jī)構(gòu)之間的互動(dòng)關(guān)系,促進(jìn)協(xié)同創(chuàng)新的順利進(jìn)行?這些是協(xié)同創(chuàng)新中首要面對(duì)的問題。本文正是以此為視角,探討了目前北部灣經(jīng)濟(jì)區(qū)協(xié)同創(chuàng)新的發(fā)展現(xiàn)狀、影響因素及各創(chuàng)新主體存在的問題,提出了提升政府協(xié)同創(chuàng)新能力的對(duì)策。 首先在理論方面敘述了協(xié)同創(chuàng)新的概念、構(gòu)成、理論基礎(chǔ)、運(yùn)行機(jī)理,對(duì)目前北部灣經(jīng)濟(jì)區(qū)協(xié)同創(chuàng)新的發(fā)展現(xiàn)狀及面臨的問題進(jìn)行分析,再以復(fù)合系統(tǒng)協(xié)調(diào)理論為基礎(chǔ),從產(chǎn)業(yè)、高校、科研機(jī)構(gòu)、政府四方面對(duì)廣西北部灣經(jīng)濟(jì)區(qū)2008～2012年創(chuàng)新主體的協(xié)同創(chuàng)新協(xié)調(diào)度進(jìn)行測(cè)算,并從縱向分析北部灣經(jīng)濟(jì)區(qū)4市創(chuàng)新主體協(xié)同創(chuàng)新子系統(tǒng)內(nèi)部的序參量變化和各子系統(tǒng)協(xié)調(diào)變化的趨勢(shì)。實(shí)證結(jié)果顯示,2008～2012年間北部灣經(jīng)濟(jì)區(qū)政產(chǎn)學(xué)研協(xié)同創(chuàng)新系統(tǒng)的協(xié)調(diào)度經(jīng)歷了從不協(xié)調(diào)到逐漸協(xié)調(diào)發(fā)展的過程,但總體上協(xié)同創(chuàng)新程度不高；南寧市政產(chǎn)學(xué)研協(xié)同創(chuàng)新系統(tǒng)協(xié)調(diào)值遠(yuǎn)高于其他三市,北海、欽州、防城港次之,具有城市間發(fā)展不均衡的特征。根據(jù)評(píng)價(jià)結(jié)果,提出提升北部灣經(jīng)濟(jì)區(qū)政府協(xié)同創(chuàng)新能力的對(duì)策,試圖為政府推進(jìn)北部灣經(jīng)濟(jì)區(qū)協(xié)同創(chuàng)新工作提供參考借鑒。
[Abstract]:Under the new situation of deepening the globalization of science, technology and economy, collaborative innovation has become an effective way to integrate resources and improve the efficiency of innovation, and actively promote the deep interaction and cooperation among enterprises, universities, scientific research institutions, government and intermediary organizations. To improve the innovation level of the main body of innovation is the key to improve the ability of independent innovation and build an innovative country. At present, there is not yet a full-scale and regular cooperative relationship between the innovation subjects, such as politics, industry, education and research, in regional innovation in our country. The marketization and industrialization of scientific and technological achievements are insufficient. What is the degree of development of coordinated innovation in the Beibu Gulf Economic Zone? how can the government play its role in creating a good environment to coordinate the interaction among enterprises, universities, and scientific research institutions? Promoting the smooth running of collaborative innovation? These are the most important problems in collaborative innovation. This paper discusses the current situation of cooperative innovation in Beibu Gulf Economic Zone, the influencing factors and the existing problems of each innovation subject. The countermeasures of improving the government's ability of collaborative innovation are put forward. Firstly, the concept, composition, theoretical basis and operation mechanism of cooperative innovation are described in theory. The present situation and problems of cooperative innovation in Beibu Gulf Economic Zone are analyzed, and then based on the coordination theory of composite system. From four aspects of industry, universities, scientific research institutions and government, this paper calculates the degree of coordination and coordination of innovation in Guangxi Beibu Gulf Economic Zone from 2008 to 2012. The change of order parameter and the trend of coordinated change of each subsystem are analyzed from the vertical analysis of the cooperative innovation subsystem of innovation agents in the four cities of Beibu Gulf Economic Zone. The empirical results show that the cooperative innovation department of government, production, university and research in Beibu Gulf Economic Zone from 2008 to 2012. The degree of coordination of the system has gone through a process of uncoordinated to gradual coordinated development. But on the whole, the degree of collaborative innovation is not high, the coordination value of Nanning municipal production, college and research cooperative innovation system is much higher than that of the other three cities, Beihai, Qinzhou and Fangchenggang are the second, which has the characteristics of uneven development among cities. This paper puts forward the countermeasures to promote the cooperative innovation ability of the Beibu Gulf Economic Zone, and tries to provide reference for the government to promote the collaborative innovation in the Beibu Gulf Economic Zone.
