【摘要】：中國是蒙古國的毗鄰國家，兩國自1949年建交以后，政治、經(jīng)貿(mào)、文化等領(lǐng)域的合作逐漸加強(qiáng)。尤其是近年來，蒙中兩國的的經(jīng)貿(mào)關(guān)系發(fā)展十分迅速，自1998年以來，中國一直是蒙古國的第一大投資國，1999年也晉級為中國的最大貿(mào)易伙伴，中國對蒙古國的直接投資呈現(xiàn)出遞增的趨勢，為蒙古國市場經(jīng)濟(jì)的發(fā)展做出了巨大的貢獻(xiàn)。蒙古國較好的投資環(huán)境為引進(jìn)中國直接投資起到了一定的促進(jìn)作用，另外，蒙中兩國的地緣位置等因素也促進(jìn)了中國對蒙古國的直接投資快速發(fā)展。蒙古國與中國有較強(qiáng)的經(jīng)濟(jì)互補(bǔ)性，這為兩國發(fā)展雙邊經(jīng)貿(mào)合作提供了有利的條件，是兩國促進(jìn)經(jīng)貿(mào)關(guān)系發(fā)展的巨大推動力。1989年，蒙中關(guān)系實現(xiàn)正�；院�，兩國高層領(lǐng)導(dǎo)人互訪頻繁，溝通與交流不斷，雙方簽署了一系列法律和政治性文件。使得蒙中經(jīng)濟(jì)合作近年來也取得了可喜的成績，中國對蒙古國的直接投資數(shù)量以及投資者公司企業(yè)數(shù)中都占據(jù)首要地位。 從目前的發(fā)展現(xiàn)狀來看，，雖然中國對蒙的直接投資形勢高漲，但仍存在一系列的問題，使中國企業(yè)進(jìn)行直接投資受阻。尤其是蒙古國新的礦產(chǎn)法頒布以后，蒙古國政府對礦產(chǎn)投資的過度干預(yù)在一定程度上限制了中國企業(yè)對蒙的直接投資，因此，研究促進(jìn)中國對蒙直接投資的發(fā)展對策具有重要意義。 本文基于對蒙古國投資環(huán)境的分析，指出了中國對蒙直接投資的有利因素，并通過中國對蒙直接投資現(xiàn)狀與特點的分析，探討了投資過程中存在的問題，基于中國對蒙直接投資的問題與不利因素，給出了相應(yīng)的解決對策與建議。
[Abstract]:China is a neighboring country of Mongolia. Since the establishment of diplomatic relations in 1949, cooperation in political, economic, trade, cultural and other fields has been gradually strengthened. In particular, in recent years, the economic and trade relations between Mongolia and China have developed very rapidly. Since 1998, China has always been the largest investor in Mongolia, and in 1999 it was China's largest trading partner. China's direct investment in Mongolia has shown an increasing trend. Mongolia has made great contributions to the development of the market economy of Mongolia. Mongolia's better investment environment has played a certain role in promoting the introduction of Chinese direct investment. The geographical position of Mongolia and China has also promoted the rapid development of China's direct investment in Mongolia. Mongolia and China have strong economic complementarity, which provides favorable conditions for the two countries to develop bilateral economic and trade cooperation. In 1989, after the normalization of relations between Mongolia and China, high-level leaders of the two countries exchanged frequent visits, and communication and exchanges continued. The signing of a series of legal and political documents has made the economic cooperation between Mongolia and China have made gratifying achievements in recent years, and the number of Chinese direct investment in Mongolia as well as the number of investor companies and enterprises occupy a leading position. Judging from the current development situation, although the situation of China's direct investment in Mongolia is running high, there are still a series of problems that hinder Chinese enterprises from making direct investment, especially after the promulgation of Mongolia's new mineral resources law. The excessive intervention of Mongolian government in mineral investment restricts Chinese enterprises' direct investment in Mongolia to some extent. Therefore, it is of great significance to study the countermeasures to promote the development of Chinese direct investment in Mongolia. Based on the analysis of Mongolia's investment environment, this paper points out the favorable factors of China's direct investment in Mongolia, and through the analysis of the present situation and characteristics of China's direct investment in Mongolia, discusses the problems existing in the process of investment. Based on the problems and disadvantages of China's direct investment in Mongolia, the corresponding countermeasures and suggestions are given.
