【摘要】：馬克思主義國際合作思想對我國改革開放后的國際合作實踐有重要指導(dǎo)意義。習(xí)近平主席提出的共建“絲綢之路經(jīng)濟(jì)帶”戰(zhàn)略構(gòu)想就是馬克思主義國際合作思想指導(dǎo)我國對外合作實踐的最新成果。在“絲綢之路經(jīng)濟(jì)帶”戰(zhàn)略構(gòu)想建設(shè)中,能源領(lǐng)域的合作又是該構(gòu)想的重中之重。因此,基于馬克思主義國際合作思想對“絲綢之路經(jīng)濟(jì)帶”能源合作機(jī)制進(jìn)行研究具有重大的現(xiàn)實意義。能源問題始終是關(guān)系到我國國家安全的重要問題,建構(gòu)一套完善的“絲綢之路經(jīng)濟(jì)帶”能源合作機(jī)制,可以確�！敖z綢之路經(jīng)濟(jì)帶”區(qū)域內(nèi)相關(guān)國家之間能源合作的順利開展,從而保障我國的能源安全。目前,“絲綢之路經(jīng)濟(jì)帶”能源合作機(jī)制的建構(gòu)已初見成效,但是“絲綢之路經(jīng)濟(jì)帶”能源合作機(jī)制仍需完善。本文以馬克思主義國際合作思想和相關(guān)的能源合作理論為指導(dǎo),遵循歷史唯物主義的根本方法,采用理論研究和實證分析相結(jié)合的一般研究方法,分析了“絲綢之路經(jīng)濟(jì)帶”能源合作機(jī)制建構(gòu)的可行性與現(xiàn)實基礎(chǔ),從中找出了目前能源合作機(jī)制所存在的問題,并深入研究了目前“絲綢之路經(jīng)濟(jì)帶”能源合作機(jī)制存在問題的原因。最后本文結(jié)合相關(guān)理論,提出了完善“絲綢之路經(jīng)濟(jì)帶”能源合作機(jī)制的對策建議。本文提出的對策如下:應(yīng)該在“絲綢之路經(jīng)濟(jì)帶”區(qū)域內(nèi)現(xiàn)有的能源合作機(jī)制基礎(chǔ)上,建立一套更加完善的新絲路能源合作機(jī)制。建構(gòu)新絲路能源合作機(jī)制的途徑包括:成立新絲路能源合作組織并制定新絲路能源合作原則;對合作機(jī)制進(jìn)行頂層設(shè)計與宏觀管理;在合作方式上應(yīng)采取有效的多邊合作機(jī)制;通過建構(gòu)能源戰(zhàn)略儲備機(jī)制和安全應(yīng)急機(jī)制來確保合作中的能源安全;通過簽署合作互信機(jī)制、完善溝通與糾紛解決機(jī)制和定期召開論壇與峰會來減少合作中的溝通障礙;完善資金、人才、能源基礎(chǔ)設(shè)施等方面的保障,確保新絲路能源合作機(jī)制能夠有效運行等。
[Abstract]:The Marxist thought of international cooperation is of great significance to the practice of international cooperation after China's reform and opening up. The strategic conception of "Silk Road Economic Belt" put forward by President Xi Jinping is the Marxist thought of international cooperation. The latest achievements in guiding China's practice of foreign cooperation. In the strategic concept of "Silk Road Economic Belt", Cooperation in the field of energy is also the most important part of the idea. It is of great practical significance to study the energy cooperation mechanism of "Silk Road Economic Belt" based on the Marxist thought of international cooperation. The construction of a set of perfect energy cooperation mechanism of "Silk Road Economic Belt" can ensure the smooth development of energy cooperation among relevant countries in the "Silk Road Economic Belt" region. So as to ensure the energy security of our country. At present, the construction of the energy cooperation mechanism of the "Silk Road Economic Belt" has begun to bear fruit. However, the energy cooperation mechanism of "Silk Road Economic Belt" still needs to be perfected. This paper, guided by Marxist thought of international cooperation and related theories of energy cooperation, follows the fundamental method of historical materialism. This paper analyzes the feasibility and practical basis of the construction of energy cooperation mechanism of "Silk Road Economic Belt" by using the general research method of combining theoretical research with empirical analysis, and finds out the problems existing in the current energy cooperation mechanism. The reasons for the existing problems in the energy cooperation mechanism of "Silk Road Economic Belt" are studied in depth. Finally, this paper combines the relevant theories, The countermeasures and suggestions for perfecting the energy cooperation mechanism of "Silk Road Economic Belt" are put forward. The countermeasures proposed in this paper are as follows: based on the existing energy cooperation mechanism in the "Silk Road Economic Belt" region, The ways to construct the new Silk Road Energy Cooperation Mechanism include: establishing the New Silk Road Energy Cooperation Organization and formulating the New Silk Road Energy Cooperation principle, carrying on the top-level design and macroscopic management to the cooperation mechanism; Effective multilateral cooperation mechanisms should be adopted in the way of cooperation; energy security in cooperation should be ensured through the establishment of a strategic energy reserve mechanism and a security emergency mechanism; and cooperation and mutual trust mechanisms should be signed. Improve communication and dispute resolution mechanisms and hold regular forums and summits to reduce communication barriers; improve funding, talent, energy infrastructure, and other aspects to ensure the effective operation of the new Silk Road energy cooperation mechanism.
