【摘要】：發(fā)展與東盟國家的經(jīng)貿(mào)關(guān)系是中國在南海地區(qū)推進"一帶一路"倡議的經(jīng)濟基礎(chǔ)。美國和日本以南海問題為抓手與中國展開區(qū)域戰(zhàn)略競爭的政策為"一帶一路"相關(guān)政策實踐附加了政治與安全因素。當(dāng)前,中國與包括越南、菲律賓等南海聲索國在內(nèi)的東盟國家商品貿(mào)易及投資關(guān)系的穩(wěn)定發(fā)展為"一帶一路"推進提供了戰(zhàn)略可能性。然而,中國與東盟國家經(jīng)貿(mào)關(guān)系的單向順差和直接投資不足等問題也限制了其經(jīng)濟政策轉(zhuǎn)化為良性社會政治效應(yīng)的拓展空間。在"一帶一路"推進過程中,中國國內(nèi)產(chǎn)業(yè)升級與中國—東盟商品貿(mào)易結(jié)構(gòu)的平衡將使中國得以拓展南海地區(qū)經(jīng)濟政策的社會政治效應(yīng),并使該地區(qū)經(jīng)濟、政治和安全領(lǐng)域的多邊合作機制愈加完善。
[Abstract]:The development of economic and trade relations with ASEAN countries is the economic foundation for China to push forward Belt and Road's initiative in the South China Sea. The United States and Japan take the South China Sea issue as their starting point for regional strategic competition with China. Political and security factors are added to relevant policy practices. The steady development of commodity trade and investment relations between China and ASEAN countries, including Vietnam, the Philippines and other South China Sea claimants, provides a strategic possibility for Belt and Road to advance. The one-way surplus and insufficient direct investment in economic and trade relations between China and ASEAN countries have also restricted the expansion of their economic policies into positive social and political effects. The balance between China's domestic industrial upgrading and China-ASEAN commodity trade structure will enable China to expand the social and political effects of economic policies in the South China Sea and improve the multilateral cooperation mechanism in the economic, political and security fields in the region.
