【摘要】：微觀個(gè)體的再分配偏好是再分配政策制定以及實(shí)施的核心環(huán)節(jié)。本文利用實(shí)驗(yàn)方法,參照我國(guó)社會(huì)居民收入分配的情況,設(shè)計(jì)了一個(gè)包含不同收入階層的實(shí)驗(yàn)室社會(huì),要求被試在未知和已知自身收入這兩種情況下就社會(huì)稅率水平進(jìn)行表決。實(shí)驗(yàn)設(shè)定了不同的政府效率水平,引入了多數(shù)原則、隨機(jī)選擇社會(huì)決策者以及有中國(guó)背景的"民主集中制"這3種社會(huì)決策機(jī)制,檢驗(yàn)其對(duì)再分配偏好的影響。實(shí)驗(yàn)結(jié)果顯示,隨著政府效率的提高,稅收帶來(lái)社會(huì)凈福利的增加,個(gè)體的再分配偏好隨之提高;與多數(shù)原則相比,隨機(jī)選擇社會(huì)決策者和民主集中制這兩種機(jī)制能誘發(fā)個(gè)體更高的再分配偏好。實(shí)驗(yàn)結(jié)果還表明,在個(gè)體收入揭示之后,個(gè)體的再分配偏好強(qiáng)烈依賴(lài)于其所處的收入等級(jí),呈現(xiàn)明顯的自利動(dòng)機(jī);政府效率和社會(huì)決策機(jī)制對(duì)再分配偏好的影響在高收入群體和低收入群體中也存在顯著的差異。實(shí)驗(yàn)發(fā)現(xiàn),除了自利動(dòng)機(jī)之外,高收入的被試體現(xiàn)出不平等厭惡,低收入被試則體現(xiàn)出對(duì)初始收入不平等的容忍。本文結(jié)論為了解中國(guó)個(gè)體的再分配偏好特征提供了依據(jù)。
[Abstract]:The redistribution preference of micro individuals is the core link in the formulation and implementation of redistribution policy. This paper designs a laboratory society which includes different income classes by using experimental methods and referring to the situation of income distribution of social residents in China. The subjects were asked to vote on the level of social tax rates in both cases of unknown and known income. The experiment set different levels of government efficiency and introduced the principle of majority. Random selection of social decision makers and "democratic centralism", three social decision-making mechanisms with Chinese background, are used to test their influence on redistribution preferences. The experimental results show that with the increase of government efficiency, tax revenue brings about an increase in social net welfare. Compared with the majority principle, the two mechanisms of random selection of social decision makers and democratic centralism can induce higher redistribution preferences of individuals. The experimental results also show that, after the individual income is revealed, The individual's redistribution preference strongly depends on his income grade and presents obvious self-interest motivation. The influence of government efficiency and social decision-making mechanism on redistribution preference was also significantly different between the high-income group and the low-income group. The experiment found that, in addition to self-interest motivation, the high-income subjects showed unequal aversion. Low-income subjects show tolerance to initial income inequality. This conclusion provides a basis for understanding the characteristics of individual redistribution preferences in China.
