【摘要】：縣域經濟是國民經濟的重要組成部分。近年來,內蒙古自治區(qū)對縣域經濟的發(fā)展高度重視,2013年將“壯大縣域經濟”作為“8337”發(fā)展思路中“三個著力”之一提出,把發(fā)展縣域經濟提到了前所未有的高度�！敖y(tǒng)籌城鄉(xiāng)”是否能實現(xiàn)是發(fā)展縣域經濟的前提和背景,“縣域經濟的可持續(xù)發(fā)展”是實現(xiàn)城鄉(xiāng)統(tǒng)籌的關鍵和突破口,“城鄉(xiāng)統(tǒng)籌”與“縣域經濟可持續(xù)發(fā)展”二者之間是可以實現(xiàn)良性互動的,要實現(xiàn)縣域經濟的可持續(xù)發(fā)展,必須準確把握好兩者之間的關系。敖漢旗作為欠發(fā)達地區(qū),其縣域經濟的發(fā)展存在著可持續(xù)性不足的問題,直接制約了全旗經濟發(fā)展水平的提升和人民生活水平的提高。目前要大力發(fā)展縣域經濟面臨許多困難,要從根本上解決“三農”問題,要將縣域經濟可持續(xù)發(fā)展變?yōu)楝F(xiàn)實,必須將統(tǒng)籌城鄉(xiāng)與縣域經濟緊密結合起來。 本文研究了縣域經濟的基本理論,其中包括縣域經濟的內涵、特點、發(fā)展階段、研究縣域經濟的重要意義,著重論述了統(tǒng)籌城鄉(xiāng)與縣域經濟可持續(xù)發(fā)展之間的關系,結合赤峰市敖漢旗的具體情況,在充分調查、研究、分析、總結、提升的基礎上,深入分析了敖漢旗的自然概況,當前縣域經濟的發(fā)展狀況,存在的問題和原因,最后提出了今后的發(fā)展對策和建議。
[Abstract]:County economy is an important part of national economy. In recent years, Inner Mongolia Autonomous region has attached great importance to the development of county economy. In 2013, "strengthening county economy" was proposed as one of "three efforts" in "8337" development thinking. The development of county economy has been raised to an unprecedented height. Whether or not "overall planning urban and rural areas" can be realized is the prerequisite and background for the development of county economy. "the sustainable development of county economy" is the key and breakthrough point to realize the overall planning of urban and rural areas. It is possible to realize benign interaction between "overall planning" and "sustainable development of county economy". In order to realize the sustainable development of county economy, we must accurately grasp the relationship between the two. It has directly restricted the promotion of the level of economic development and the improvement of the living standards of the people. At present, it is necessary to vigorously develop the county economy and face many difficulties. It is necessary to fundamentally solve the problem of "agriculture, countryside and farmers," and to make the sustainable development of the county economy a reality. We must combine urban and rural areas as a whole and county economies closely. This paper studies the basic theories of county economy, including the connotation, characteristics, development stage of county economy, the significance of county economy, and the relationship between urban and rural areas and the sustainable development of county economy. Combined with the specific situation of Aohan Banner in Chifeng City, on the basis of full investigation, study, analysis, summary and promotion, the natural situation of Aohan Banner, the current situation of the development of the county economy, the existing problems and the reasons are deeply analyzed. Finally, the future development countermeasures and suggestions are put forward.
