【摘要】：縣級(jí)科技創(chuàng)新是推動(dòng)縣域經(jīng)濟(jì)轉(zhuǎn)型升級(jí)和社會(huì)協(xié)調(diào)發(fā)展的內(nèi)在動(dòng)力和重要支撐,縣域創(chuàng)新體系是國家創(chuàng)新體系建設(shè)的基礎(chǔ),是科技惠民的重要渠道。深化科技管理體制改革是創(chuàng)新驅(qū)動(dòng)發(fā)展的關(guān)鍵,推動(dòng)縣域科技創(chuàng)新必須深化縣級(jí)科技管理體制的改革創(chuàng)新�？h級(jí)科技管理體制處于科技體制的最基層,由于各種因素的變化和制約,已不能很好的適應(yīng)區(qū)域經(jīng)濟(jì)轉(zhuǎn)型和社會(huì)發(fā)展的需要。因此,研究縣級(jí)科技管理體制中存在的問題,并提出針對(duì)性對(duì)策建議,對(duì)于推進(jìn)縣級(jí)科技管理體制的改革創(chuàng)新,進(jìn)而推動(dòng)創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略的深入實(shí)施意義重大。鄒平縣作為中國綜合實(shí)力百強(qiáng)縣、全國科技進(jìn)步考核示范縣,既是經(jīng)濟(jì)強(qiáng)縣,又是科技大縣。因此,討論鄒平縣科技管理體制問題是有價(jià)值的,既可以為解決鄒平縣自身問題提供對(duì)策性建議,也可以為全國縣域地區(qū)的科技管理體制改革提供借鑒。本文從鄒平縣科技創(chuàng)新工作實(shí)際出發(fā),通過分析研究鄒平縣科技管理體制的歷史沿革及存在的問題,提出了完善縣級(jí)科技管理體制的對(duì)策。首先概述了本課題的研究目的和意義,對(duì)國內(nèi)外關(guān)于科技管理體制的研究成果進(jìn)行了綜述和評(píng)價(jià),探究總結(jié)了本課題的理論基礎(chǔ)。其次,分析了縣級(jí)科技管理體制的歷史沿革,重點(diǎn)分析了鄒平縣科技管理體制存在的問題和原因。鄒平縣科技管理體制存在科技管理機(jī)構(gòu)職能邊緣化,內(nèi)部機(jī)構(gòu)設(shè)置不全;人員配備不足,結(jié)構(gòu)不夠合理;科技投入不足,科技資源支配力有限;企業(yè)自主創(chuàng)新能力不足;科技管理運(yùn)行機(jī)制不完善等問題。造成這些問題的原因主要是科技管理體制固有弊端的影響,對(duì)科技管理和科技創(chuàng)新的認(rèn)識(shí)不夠,科技參與經(jīng)濟(jì)的作用不明顯等。再次,以問題為導(dǎo)向,明確完善鄒平縣科技管理體制的價(jià)值指向,即促進(jìn)科技與當(dāng)?shù)亟?jīng)濟(jì)的深度融合。提出改革的對(duì)策,主要包括完善縣級(jí)科技管理部門的機(jī)構(gòu)職能和人才結(jié)構(gòu)、提高資源支配力、完善科技綜合協(xié)調(diào)機(jī)制、健全科技管理運(yùn)行機(jī)制等。最后是結(jié)語,為完善縣級(jí)科技管理體制提供一些經(jīng)驗(yàn)借鑒。本文以縣級(jí)科技管理體制為視角,運(yùn)用調(diào)查分析、文獻(xiàn)研究等方法,對(duì)主要問題進(jìn)行了分析,提出較有針對(duì)性的對(duì)策。但鄒平縣科技管理體制問題畢竟只是個(gè)例,帶有特殊性和區(qū)域性,很難體現(xiàn)我國縣域普遍情況,存在一定的局限性。
[Abstract]:Scientific and technological innovation at the county level is the internal motive force and important support to promote the transformation and upgrading of the county economy and the coordinated development of the society, and the county innovation system is the foundation of the construction of the national innovation system. It is an important channel for science and technology to benefit the people. Deepening the reform of science and technology management system is the key to drive the development of innovation. To promote scientific and technological innovation at county level, we must deepen the reform and innovation of science and technology management system at the county level. Because of the change and restriction of various factors, it can not adapt to the needs of the regional economic transformation and social development. Therefore, the problems existing in the county-level science and technology management system are studied, and the corresponding countermeasures and suggestions are put forward. It is of great significance to promote the reform and innovation of science and technology management system at the county level and further promote the implementation of the innovation-driven development strategy. Zouping County, as a hundred strong counties in China's comprehensive strength and a demonstration county for the examination of national scientific and technological progress, is both a strong county with a strong economy, It is also a big county of science and technology. Therefore, it is valuable to discuss the problems of the management system of science and technology in Zouping County, which can provide strategic suggestions for solving the problems of Zouping County itself. It can also be used as a reference for the reform of science and technology management system in the county area of the whole country. Based on the practice of scientific and technological innovation in Zouping County, this paper analyzes the historical evolution and existing problems of the scientific and technological management system in Zouping County. This paper puts forward the countermeasures to perfect the scientific and technological management system at county level. Firstly, it summarizes the research purpose and significance of this subject, summarizes and evaluates the research results of the science and technology management system at home and abroad, probes into and summarizes the theoretical basis of this subject. This paper analyzes the historical evolution of the scientific and technological management system at the county level, and emphatically analyzes the problems and causes of the scientific and technological management system in Zouping County. Inadequate staffing, inadequate structure, insufficient investment in science and technology, limited dominance of scientific and technological resources, insufficient ability of independent innovation of enterprises; The main causes of these problems are the influence of the inherent drawbacks of the scientific and technological management system, the insufficient understanding of scientific and technological management and scientific and technological innovation, and the indistinct role of science and technology in participating in the economy. Third, Take the problem as the direction, clear and perfect Zouping county science and technology management system value direction, namely promotes the science and technology and the local economy deep fusion, proposes the reform countermeasure, mainly includes consummates the county level science and technology management department's organization function and the talented person structure, The last part is the conclusion, which provides some experience for improving the county level science and technology management system. This paper takes the county level science and technology management system as the angle of view. By means of investigation and analysis, literature research and other methods, this paper analyzes the main problems and puts forward more targeted countermeasures. However, the problems of the scientific and technological management system in Zouping County are after all only examples, with particularity and regionality. It is very difficult to reflect the general situation in our country, and there are some limitations.
