【摘要】：2004年我國開始推行中部崛起戰(zhàn)略,逐步縮小與東部地區(qū)的差距。在這樣的背景下,湖南省抓住經(jīng)濟(jì)發(fā)展的時(shí)機(jī),并且把主要精力放在長株潭區(qū)域經(jīng)濟(jì)一體化的發(fā)展上。長株潭區(qū)域經(jīng)濟(jì)一體化不僅僅關(guān)系區(qū)域內(nèi)部的經(jīng)濟(jì)整合,也能夠成為湖南省經(jīng)濟(jì)發(fā)展的新的增長極,甚至對中部的崛起也可能起到至關(guān)重要的作用。因此,推動長株潭區(qū)域經(jīng)濟(jì)一體化就顯得尤為重要。 本文首先在回顧了區(qū)域經(jīng)濟(jì)一體化理論的前提下,以市場經(jīng)濟(jì)下的區(qū)域經(jīng)濟(jì)發(fā)展為主線,旨在分析了長株潭區(qū)域的發(fā)展問題。其次從長株潭區(qū)域經(jīng)濟(jì)一體化的背景入手,分析了長株潭區(qū)域經(jīng)濟(jì)一體化的歷程與現(xiàn)狀,在此基礎(chǔ)上,考慮在經(jīng)濟(jì)一體化的初始階段,將長沙作為長株潭區(qū)域內(nèi)部的增長極。再次,論文闡述了長沙作為增長極的作用與長沙市經(jīng)濟(jì)發(fā)展成效。這是論文的主體部分。分析方法上將定性與定量相結(jié)合,規(guī)范分析與實(shí)證分析相結(jié)合。長沙作為增長極具備經(jīng)濟(jì)基礎(chǔ)、科技人才等方面的優(yōu)勢。本文分析長沙在長株潭區(qū)域的極化作用、輻射作用、調(diào)節(jié)作用等,來探討長沙在長株潭的中心地位與作用。本文還對一體化進(jìn)程中長沙市經(jīng)濟(jì)發(fā)展成效進(jìn)行了分析。最后論文提出了一體化進(jìn)程中增強(qiáng)長沙市發(fā)展及作用的建議對策。重點(diǎn)討論了強(qiáng)化主導(dǎo)產(chǎn)業(yè)發(fā)展、優(yōu)化投資環(huán)境、做好長沙市規(guī)劃與長株潭區(qū)域規(guī)劃的銜接、實(shí)施聯(lián)席會議制度,建立城市聯(lián)合政府等方面的內(nèi)容。
[Abstract]:In 2004, China began to implement the strategy of the rise of the central region, gradually narrowing the gap with the eastern region. Against this background, Hunan Province seized the opportunity of economic development. And focus on the development of regional economic integration in Changsha-Zhuzhou-Xiangtan region. The regional economic integration of Chang-Zhuzhou-Xiangtan region is not only related to the economic integration within the region, but also can become a new growth pole for the economic development of Hunan Province. Even the rise of the central region may play a vital role, therefore, it is particularly important to promote the regional economic integration of Chang-Zhuzhou-Xiangtan. Based on the review of the theory of regional economic integration and the development of regional economy under market economy, this paper aims to analyze the development of Chang-Zhuzhou-Xiangtan region, and then start with the background of regional economic integration of Chang-Zhuzhou-Xiangtan. This paper analyzes the course and present situation of regional economic integration in Changsha-Zhuzhou-Xiangtan area, and on this basis, considers Changsha as the growth pole within Chang-Zhuzhou-Xiangtan region in the initial stage of economic integration. This paper expounds the role of Changsha as a growth pole and the economic development effect of Changsha. This is the main part of the paper. Changsha, as a growth pole, has the advantages of economic base, scientific and technological talents, etc. This paper analyzes the polarization, radiation and regulation of Changsha in Changsha-Zhuzhou-Xiangtan region. This paper also analyzes the economic development effect of Changsha in the process of integration. Finally, the paper puts forward some suggestions on how to strengthen the development and function of Changsha in the process of integration. Focusing on strengthening the development of leading industries, The investment environment should be optimized, the connection between Changsha city planning and Changsha-Zhuzhou-Xiangtan regional planning should be done, the joint meeting system should be implemented, and the city coalition government should be established.
