湛江經(jīng)濟(jì)技術(shù)開發(fā)區(qū)大部制改革實(shí)踐研究

【摘要】:“大部制”是市場經(jīng)濟(jì)發(fā)展到一定階段及構(gòu)建服務(wù)型政府的產(chǎn)物,也是我國當(dāng)前行政體制改革的必然選擇。隨著國務(wù)院大部制改革的開展,各級(jí)地方政府特別是走在改革發(fā)展前列的開發(fā)區(qū)如何進(jìn)行相應(yīng)改革成為各界關(guān)注的焦點(diǎn)。作者以湛江經(jīng)濟(jì)技術(shù)開發(fā)區(qū)為例,通過走訪該區(qū)管委會(huì)多個(gè)部門的工作人員、實(shí)際操作大部制改革的改革辦人員以及管委會(huì)的服務(wù)對象——群眾和企業(yè),掌握第一手資料,梳理總結(jié)湛江開發(fā)區(qū)大部制改革的內(nèi)容、成效,以及改革后在實(shí)際工作中存在的問題,并探究原因。同時(shí)借鑒其他地區(qū)深化大部制改革的經(jīng)驗(yàn)做法,對開發(fā)區(qū)貫徹落實(shí)十八大關(guān)于進(jìn)一步深化大部制改革的指導(dǎo)思想,深入推進(jìn)大部制改革提出對策建議,也為其他開發(fā)區(qū)或地方政府開展大部制改革提供經(jīng)驗(yàn)。 本研究通過對湛江經(jīng)濟(jì)技術(shù)開發(fā)區(qū)大部制改革實(shí)踐的實(shí)證分析,發(fā)現(xiàn)通過大部制改革,管委會(huì)精簡了機(jī)構(gòu)、優(yōu)化了人才隊(duì)伍、提高了行政效能、推動(dòng)了服務(wù)型政府的構(gòu)建、促進(jìn)了經(jīng)濟(jì)的蓬勃發(fā)展、提升了公眾對政府的滿意度。同時(shí)發(fā)現(xiàn),大部制改革后的機(jī)構(gòu)運(yùn)作,也存在一些問題未能解決,如改革分流人員未能發(fā)揮余熱、新部門內(nèi)部凝聚力不足、工作人手緊缺、上下級(jí)對接不暢、腐敗案件多發(fā)等問題。研究認(rèn)為,產(chǎn)生這些問題的原因是部門利益難破除、第三方組織不成熟、政府職能轉(zhuǎn)化不到位、權(quán)力集中難監(jiān)督等。最后,為進(jìn)一步深化大部制改革,研究認(rèn)為可從以下幾個(gè)方面著手:規(guī)范政府部門權(quán)力,清除利益障礙;消除權(quán)力監(jiān)督難點(diǎn),創(chuàng)新監(jiān)督機(jī)制;健全協(xié)調(diào)機(jī)制,實(shí)現(xiàn)部門內(nèi)外良好的溝通協(xié)調(diào);完善干部職工建設(shè)體系,妥善安置分流人員;完善配套政策,加強(qiáng)大部制保障機(jī)制;切實(shí)轉(zhuǎn)變政府職能、完善政府職能體系;大力發(fā)展第三方組織,增強(qiáng)社會(huì)自我管理能力,實(shí)現(xiàn)政府職能轉(zhuǎn)移等。
[Abstract]:The "large department system" is the product of the development of market economy to a certain stage and the construction of a service-oriented government, as well as the inevitable choice of the current administrative system reform of our country. Local governments at all levels, especially the development zones at the forefront of reform and development, have paid close attention to how to carry out the corresponding reforms. The author takes Zhanjiang Economic and technological Development Zone as an example, by visiting the staff of many departments of the District Management Committee. The personnel of the reform office who actually operate the reform of the large department system, as well as the people and enterprises served by the management committee, have first-hand information, sort out and sum up the contents and results of the reform of the large department system in Zhanjiang Development Zone. And the problems existing in the practical work after the reform, and the reasons for it. At the same time, drawing lessons from the experience and practices of other regions in deepening the reform of the large department system, we will carry out the guiding ideology of the 18 National Congress on further deepening the reform of the large department system in the development zone. It also provides experience for other development zones or local governments to carry out the reform. Through the empirical analysis of Zhanjiang Economic and technological Development Zone's reform practice, it is found that through the reform of the large department system, the management committee has streamlined the organization, optimized the talent team, improved the administrative efficiency, and promoted the construction of the service-oriented government. It has boosted economic growth and increased public satisfaction with the government. At the same time, it has been found that there are still some problems in the functioning of the institutions after the reform, such as the failure of the reform to divert staff from giving full play to the remaining heat. Problems such as insufficient cohesion within the new department, shortage of staff, poor docking between the upper and lower levels, frequent corruption cases, and so on. The study believes that the reasons for these problems are that the interests of the departments are difficult to break down, and that third-party organizations are not mature. Finally, in order to further deepen the reform of the large department system, the author thinks that we can start from the following aspects: standardizing the power of government departments, removing the obstacles of interests, eliminating the difficulties of power supervision, and so on. Innovate the supervision mechanism, perfect the coordination mechanism, realize the good communication and coordination inside and outside the department, perfect the construction system of cadres and workers, properly arrange the personnel diverting personnel, perfect the supporting policies, strengthen the large department system guarantee mechanism, and transform the government function conscientiously, Improve the system of government functions, vigorously develop third-party organizations, strengthen the ability of social self-management, and realize the transfer of government functions.
