【摘要】:我國(guó)1978年開始進(jìn)入經(jīng)濟(jì)轉(zhuǎn)型期,政治、經(jīng)濟(jì)取得了跨越式的發(fā)展,受到世界的矚目。與此相伴隨的是我國(guó)區(qū)域經(jīng)濟(jì)在國(guó)家區(qū)域政策的引導(dǎo)下出現(xiàn)了非均衡的發(fā)展,明顯分成東、中、西三部分,造成了我國(guó)無(wú)論是人均國(guó)內(nèi)生產(chǎn)總值、城鎮(zhèn)化進(jìn)程,還是區(qū)域間的工業(yè)化水平、產(chǎn)業(yè)結(jié)構(gòu),都存在著很大的差異。職業(yè)教育作為一種與當(dāng)?shù)亟?jīng)濟(jì)、社會(huì)發(fā)展特色聯(lián)系緊密的教育類型,在區(qū)域非均衡發(fā)展的大背景下,更是具有明顯的區(qū)域特色,并承擔(dān)著為本地經(jīng)濟(jì)的發(fā)展培養(yǎng)培訓(xùn)符合區(qū)域特色要求的技術(shù)技能型人才和高素質(zhì)勞動(dòng)者。職業(yè)教育這種區(qū)域性的非均衡發(fā)展,造就了地區(qū)間甚至地區(qū)內(nèi)人力資源的差異,同時(shí)也整體提高了區(qū)域人力資源的素質(zhì),為經(jīng)濟(jì)增長(zhǎng)注入旺盛的生命力,區(qū)域職業(yè)教育鏈也逐步融入了區(qū)域經(jīng)濟(jì)產(chǎn)業(yè)鏈。本論文以“提升區(qū)域職業(yè)教育對(duì)經(jīng)濟(jì)增長(zhǎng)貢獻(xiàn)的政策研究”為題,重點(diǎn)研究我國(guó)改革開放以來(lái),進(jìn)入經(jīng)濟(jì)轉(zhuǎn)型期的區(qū)域職業(yè)教育發(fā)展對(duì)經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn),在厘清區(qū)域職業(yè)教育與經(jīng)濟(jì)增長(zhǎng)關(guān)系的基礎(chǔ)上,進(jìn)一步對(duì)區(qū)域職業(yè)教育的政策進(jìn)行了研究。我國(guó)職業(yè)教育的發(fā)展,基本上是在政府主導(dǎo)指引下發(fā)展的,所以從職業(yè)教育發(fā)展的政策角度給出一定的對(duì)策,是有必要的,也是能起到重要作用的。目前已有的研究重點(diǎn)在于政策的內(nèi)容對(duì)策,往往忽略或不重視政策的組織和執(zhí)行過(guò)程,這就對(duì)政策的效果造成了一定的影響。本文在前人研究的基礎(chǔ)上,從政策的內(nèi)容、組織和執(zhí)行三個(gè)維度,對(duì)促進(jìn)區(qū)域職業(yè)教育發(fā)展的政策做了分析、給出對(duì)策建議,希望對(duì)區(qū)域經(jīng)濟(jì)增長(zhǎng)有一定的貢獻(xiàn)。
[Abstract]:In 1978, our country began to enter the economic transition period, and the political and economic development has made leaps and bounds, which has attracted the attention of the world. Along with this, China's regional economy has developed unevenly under the guidance of the national regional policy, and has obviously been divided into the east. The three parts of China and the west have resulted in great differences in China's per capita GDP, urbanization process, industrialization level and industrial structure among regions. As a kind of local economy, vocational education is different from the local economy. The type of education closely linked with the characteristics of social development has obvious regional characteristics under the background of regional unbalanced development. It also undertakes to train technical and technical talents and high-quality laborers who meet the requirements of regional characteristics for the development of local economy. This regional unbalanced development of vocational education has brought up the difference of human resources among regions and even within regions. At the same time, it has also improved the quality of regional human resources as a whole and injected vigorous vitality into economic growth. The regional vocational education chain is also gradually integrated into the regional economic industrial chain. This paper focuses on the policy research on promoting the contribution of regional vocational education to economic growth, focusing on the reform and opening up of China since the reform and opening up. On the basis of clarifying the relationship between regional vocational education and economic growth, the policy of regional vocational education is further studied. Basically, under the guidance of the government, it is necessary and can also play an important role to give some countermeasures from the perspective of the policy of vocational education development. At present, the focus of existing research is on the policy contents and countermeasures. The process of policy organization and implementation is often ignored or ignored, which has a certain impact on the effect of policy. Based on the previous studies, this paper focuses on the three dimensions of policy content, organization and implementation. This paper analyzes the policies to promote the development of regional vocational education, and puts forward some countermeasures and suggestions, hoping to contribute to the regional economic growth.
