【摘要】：“一帶一路”戰(zhàn)略是新時期我國經(jīng)濟新常態(tài)下促進沿線國家和地區(qū)之間經(jīng)貿(mào)往來、區(qū)域協(xié)作的創(chuàng)造性戰(zhàn)略。隨著該戰(zhàn)略的實施與推動,地處東北亞經(jīng)濟圈中心的中國東北地區(qū)也將一定程度上從中受益。為了借助“一帶一路”這一戰(zhàn)略政策,推動本省的對外貿(mào)易,促進省內(nèi)產(chǎn)業(yè)轉型升級,遼、吉、黑三省分別采取相關戰(zhàn)略舉措。本文旨在研究東北三省在融入“一帶一路”戰(zhàn)略所采取的方式、績效、存在的問題的比較分析。本文在第一章整理關于區(qū)域經(jīng)濟增長的理論,確定本文的理論基礎。在第二章,本文對東北三省融入“一帶一路”戰(zhàn)略所采取的相關措施進行比較分析,主要分析比較東北三省在通道建設、產(chǎn)業(yè)發(fā)展、區(qū)域合作三個方面的所采取的措施。在本文第三章,對東北三省融入“一帶一路”戰(zhàn)略所取得的績效進行比較分析,通過比較分析東北三省的對外貿(mào)易、工業(yè)生產(chǎn)、產(chǎn)業(yè)結構、居民可支配收入指標,可發(fā)現(xiàn)遼寧省在對接“一帶一路”戰(zhàn)略所采取的相關措施所取得的效果較其他兩省明顯,吉林省次之。第四章,主要分析比較東北三省在對接“一帶一路”戰(zhàn)略存在的問題,遼、吉、黑三省的舉措存在同質化、激勵政策不健全,缺乏有效性平臺等共性的問題。在本文的第五章,通過前幾章對東北三省所采取的措施,產(chǎn)生績效,存在的問題進行比較后,結合遼寧省的具體情況,為遼寧省借助“一帶一路”戰(zhàn)略的發(fā)展契機,促進自身經(jīng)濟的發(fā)展提出了相關建議。東北老工業(yè)基地曾對我國的經(jīng)濟的發(fā)展做出了重要的貢獻,在新時代背景下,認真了解“一帶一路”戰(zhàn)略的思路構想、深入分析東北經(jīng)濟面臨的現(xiàn)實困境、并針對性地向遼寧省提出可行性建議,對于東北地區(qū)更好地融入“一帶一路”戰(zhàn)略具有至關重要的作用。
[Abstract]:The "Belt and Road" strategy is a creative strategy for promoting economic and trade exchanges and regional cooperation between countries and regions along the route under the new normal state of China's economy in the new period. Northeast China, which is located in the center of the Northeast Asian economic circle, will also benefit to a certain extent. In order to promote the province's foreign trade and promote industrial transformation and upgrading in the province with the help of the strategic policy of "Belt and Road," Liao and Kyrgyzstan, The purpose of this paper is to study the way, performance and existing problems of the three Northeast provinces in the strategy of "Belt and Road". In the first chapter, the author collates the theory of regional economic growth. In the second chapter, this paper makes a comparative analysis of the relative measures taken by the three Northeast provinces in the strategy of "Belt and Road", mainly analyzes and compares the three northeast provinces in the construction of channels and the development of industries. In the third chapter, the paper compares the performance of the three Northeast provinces in the strategy of "Belt and Road", through comparative analysis of the foreign trade, industrial production, industrial structure of the three Northeast provinces, According to the indicator of disposable income of residents, it can be found that the relative measures taken by Liaoning Province in connection with the strategy of "Belt and Road" are more effective than those of the other two provinces, followed by Jilin Province in Chapter 4th. This paper mainly analyzes and compares the problems existing in the strategy of "Belt and Road" in the three provinces of Northeast China. The measures of Liaoning, Jilin and Black provinces are homogenized, the incentive policy is not perfect, and the effective platform is lacking. In the 5th chapter of this paper, After comparing the measures taken by the three Northeast provinces in the previous chapters to produce performance and existing problems, combining with the specific situation of Liaoning Province, this paper provides Liaoning Province with the opportunity to develop with the help of "Belt and Road" strategy. The northeast old industrial base has made important contributions to the economic development of our country. Under the background of the new era, we should carefully understand the thinking of "Belt and Road" strategy. It is very important for Northeast China to better integrate "Belt and Road" strategy by deeply analyzing the realistic predicament of Northeast economy and putting forward some feasible suggestions to Liaoning Province.
