【摘要】：七臺河市作為全國第二批資源枯竭型城市，正面臨著產(chǎn)業(yè)轉(zhuǎn)型這一緊迫的問題。這是一個涉及城市社會、經(jīng)濟發(fā)展的重大問題，其產(chǎn)業(yè)轉(zhuǎn)型的好壞直接影響國家的社會經(jīng)濟發(fā)展和社會穩(wěn)定。 因此，本文選擇七臺河市的產(chǎn)業(yè)轉(zhuǎn)型政策為研究對象，運用文獻法、調(diào)查法等獲取相關(guān)資料和信息，運用歸納法、比較分析法等多種方法對上述資料和信息進行加工處理。通過分析，本文從產(chǎn)業(yè)轉(zhuǎn)型面臨的環(huán)境、產(chǎn)業(yè)自身及地方政府等方面歸納總結(jié)了七臺河市產(chǎn)業(yè)轉(zhuǎn)型所面臨的一系列問題。在此基礎(chǔ)上，本文并從政策角度分析了七臺河市產(chǎn)業(yè)轉(zhuǎn)型所面臨的政策原因，即政策缺乏系統(tǒng)性、針對性和制約性，并未體現(xiàn)政策本身所具有的“有所為”與“有所不為”性質(zhì)。根據(jù)其產(chǎn)業(yè)政策本身的不足，本文從政策制定的總原則、政策制定的重點及配套政策建設(shè)等方面提出一些針對性建議，以期為七臺河市的產(chǎn)業(yè)轉(zhuǎn)型政策的制定者提供相應(yīng)的參考。
[Abstract]:Qitaihe City, as the second batch of resource-exhausted cities in the country, is facing an urgent problem of industrial transformation. This is a major problem involving urban social and economic development. The quality of its industrial transformation directly affects the country's social and economic development and social stability. Therefore, this article chooses the Qitaihe City's industrial transformation policy as the research object, uses the literature method, the investigation method and so on obtains the related information and the information, uses the induction method, Comparative analysis and other methods to process the above data and information. Through the analysis, this paper from the industrial transformation of the environment, This paper summarizes a series of problems faced by Qitaihe City in terms of industry itself and local government. On this basis, this paper also analyzes the policy reasons of Qitaihe City's industrial transformation from the perspective of policy. That is, the policy is lack of systematicness, pertinence and restriction, and does not reflect the nature of the policy itself. According to the deficiency of its industrial policy itself, this paper starts with the general principle of policy making. In order to provide reference for the policy makers of Qitaihe City, this paper puts forward some specific suggestions on the key points of policy making and supporting policy construction, etc. in order to provide a reference for the policy makers of industrial transformation in Qitaihe City.
