【摘要】：加快推進洞庭湖生態(tài)經(jīng)濟區(qū)建設(shè)的步伐,體現(xiàn)了推進生態(tài)文明建設(shè)的戰(zhàn)略要求,體現(xiàn)了保障國家糧食、生態(tài)、民生的現(xiàn)實要求,也體現(xiàn)了完善區(qū)域發(fā)展戰(zhàn)略的內(nèi)在要求。洞庭湖生態(tài)經(jīng)濟區(qū)的建設(shè)必須以生態(tài)承載力為基礎(chǔ)和保障,以遵循自然、經(jīng)濟和社會發(fā)展規(guī)律為前提。通過對洞庭湖生態(tài)經(jīng)濟區(qū)生態(tài)承載力的綜合評價研究,以促進區(qū)域內(nèi)人口、資源、環(huán)境、社會、經(jīng)濟的協(xié)調(diào)發(fā)展,為洞庭湖生態(tài)經(jīng)濟區(qū)的建設(shè)提供決策參考,從而推動湖南兩型社會的建設(shè)進程。 在對國內(nèi)外生態(tài)承載力研究現(xiàn)狀進行深入研究的基礎(chǔ)上,本文主要內(nèi)容有：(1)結(jié)合自然地理、生態(tài)環(huán)境、社會經(jīng)濟發(fā)展的現(xiàn)狀,參考國內(nèi)有關(guān)生態(tài)承載力研究的評價指標(biāo)體系,從生態(tài)彈性力,資源承載力、環(huán)境承載力和人類支持力四個方面構(gòu)建了洞庭湖生態(tài)經(jīng)濟區(qū)生態(tài)承載力綜合評價指標(biāo)體系；(2)采用指標(biāo)體系綜合評價方法,根據(jù)主成分分析法原理,對洞庭湖生態(tài)經(jīng)濟區(qū)2008年—2012年生態(tài)承載力各子系統(tǒng)的情況進行計算和分析；(3)運用層次分析法確定各子系統(tǒng)承載力的權(quán)重,采用區(qū)域生態(tài)承載力的綜合評價的分級方法,對洞庭湖生態(tài)經(jīng)濟區(qū)2008年—2012年的生態(tài)承載力的發(fā)展?fàn)顩r進行綜合評價。(4)根據(jù)評價研究結(jié)果,探討了提升洞庭湖生態(tài)經(jīng)濟區(qū)生態(tài)承載力的基本對策。 通過研究分析,得出以下基本結(jié)論：(1)2008年—2012年洞庭湖生態(tài)經(jīng)濟區(qū)的生態(tài)承載力總體變化趨勢可分為兩個階段：2008年—2010年生態(tài)承載狀況總體呈現(xiàn)緩慢上升趨勢,但2010年—2012年呈現(xiàn)出下降趨勢,到2011年底下降趨勢有所緩和；(2)2010年—2012年洞庭湖生態(tài)經(jīng)濟區(qū)綜合評價指標(biāo)體系中的四個子系統(tǒng)的變化趨勢：生態(tài)彈性力、資源承載力的變化趨勢與生態(tài)承載力整體變化趨勢較一致,三項指數(shù)均是2011年下降到最低值后,開始回升的趨勢；人類支持力指數(shù)2008年—2012年逐年上升；而環(huán)境承載力指數(shù)2008年—2012年整體上呈明顯下降趨勢；(3)洞庭湖生態(tài)經(jīng)濟區(qū)生態(tài)承載力2008年—2012年整體狀況不容樂觀,特別是環(huán)境承載力子系統(tǒng)的現(xiàn)狀,值得高度關(guān)注；(4)水資源的利用效率、土地資源的利用的現(xiàn)狀以及區(qū)域農(nóng)業(yè)、工業(yè)發(fā)展對生態(tài)環(huán)境的污染狀況是洞庭湖生態(tài)經(jīng)濟區(qū)生態(tài)承載力狀況的主要影響因素。
[Abstract]:Speeding up the pace of promoting the construction of the ecological economic zone of Dongting Lake reflects the strategic requirements for promoting the construction of ecological civilization and the realistic requirements for ensuring the national grain, ecology and people's livelihood. The construction of ecological economic zone of Dongting Lake must be based on ecological carrying capacity and guarantee, in order to follow the nature, Based on the comprehensive evaluation of ecological carrying capacity of ecological economic zone of Dongting Lake, in order to promote the coordinated development of population, resources, environment, society and economy in the region, This paper provides a decision-making reference for the construction of Dongting Lake ecological economic zone and promotes the construction process of Hunan two-type society. On the basis of deep research on the research status of ecological carrying capacity at home and abroad, the main contents of this paper are as follows: (1) combining the present situation of natural geography, ecological environment, and social and economic development, referring to the domestic evaluation index system of ecological carrying capacity research. The comprehensive evaluation index system of ecological carrying capacity of Dongting Lake Ecological Economic Zone is constructed from four aspects of ecological elasticity, carrying capacity of resources, carrying capacity of environment and support of human beings. The comprehensive evaluation method of index system is adopted, and the principle of principal component analysis is used according to the principle of principal component analysis. Based on the calculation and analysis of the subsystems of ecological carrying capacity in Dongting Lake Ecological Economic Zone from 2008 to 2012, the weight of each subsystem is determined by analytic hierarchy process (AHP), and the classification method of comprehensive evaluation of regional ecological carrying capacity is adopted. The development of ecological carrying capacity of Dongting Lake Eco-Economic Zone from 2008 to 2012 was comprehensively evaluated. (4) based on the evaluation results, the basic countermeasures to enhance the ecological carrying capacity of Dongting Lake Eco-Economic Zone were discussed. Through research and analysis, the following basic conclusions are drawn: from 2008 to 2012, the ecological carrying capacity of Dongting Lake Eco-Economic Zone can be divided into two stages: from 2008 to 2008, the overall ecological carrying capacity of Dongting Lake shows a slow upward trend. However, from 2010 to 2012 there was a downward trend, and by end of 2011 the downward trend was somewhat moderated.) the four subsystems in the comprehensive evaluation index system of ecological economic zone of Dongting Lake from end of 2011 to end of 2011 showed a trend of change: ecological elasticity, ecological elasticity, ecological elasticity, ecological elasticity, ecological elasticity, ecological elasticity and ecological elasticity. The change trend of resource carrying capacity is consistent with the overall change trend of ecological carrying capacity. The three indexes are all the ones that began to rise after falling to the lowest value in 2011, and the human support index increased year by year from 2008 to 2012. The environmental carrying capacity index of Dongting Lake Ecological Economic Zone from 2008 to 2008 is not optimistic, especially the present situation of the environmental carrying capacity subsystem. It is worth paying close attention to the utilization efficiency of water resources, the present situation of land resources utilization and the pollution of ecological environment caused by regional agriculture and industrial development, which are the main influencing factors of ecological carrying capacity of ecological economic zone of Dongting Lake.
