【摘要】：改革開放以來(lái),隨著經(jīng)濟(jì)社會(huì)不斷向前發(fā)展,政府經(jīng)濟(jì)績(jī)效成為學(xué)術(shù)界重要研究課題,同時(shí)也是政府績(jī)效考評(píng)中的重要組成部分,經(jīng)濟(jì)績(jī)效指標(biāo)體系是分析一個(gè)地區(qū)經(jīng)濟(jì)運(yùn)行情況主要工具。本文通過(guò)闡述政府績(jī)效的內(nèi)涵和研究背景為切入點(diǎn),介紹國(guó)內(nèi)外研究現(xiàn)狀和成果,重點(diǎn)闡述選擇經(jīng)濟(jì)績(jī)效指標(biāo)體系來(lái)分析經(jīng)濟(jì)績(jī)效的原因。接著介紹政府績(jī)效考評(píng)的含義,政府績(jī)效包括政治績(jī)效和文化績(jī)效以及經(jīng)濟(jì)績(jī)效,將政府績(jī)效中的政治績(jī)效和文化績(jī)效剝離,經(jīng)濟(jì)績(jī)效是對(duì)一個(gè)地區(qū)經(jīng)濟(jì)運(yùn)行情況的綜合評(píng)價(jià)。闡述經(jīng)濟(jì)績(jī)效中帕累托最優(yōu)態(tài)理論、投入產(chǎn)出理論以及經(jīng)濟(jì)增長(zhǎng)理論,為本文經(jīng)濟(jì)績(jī)效分析研究奠定理論基礎(chǔ)。并詳細(xì)說(shuō)明龍井市經(jīng)濟(jì)績(jī)效指標(biāo)體系的具體內(nèi)容和特點(diǎn)。 介紹龍井市經(jīng)濟(jì)發(fā)展現(xiàn)狀,通過(guò)分析龍井市近五年來(lái)16個(gè)經(jīng)濟(jì)指標(biāo)運(yùn)行情況,對(duì)龍井市經(jīng)濟(jì)績(jī)效進(jìn)行總體分析。通過(guò)總體分析,發(fā)現(xiàn)其中規(guī)模以上工業(yè)發(fā)展質(zhì)量、全社會(huì)固定資產(chǎn)投資、地區(qū)生產(chǎn)總值增量和增速變化率、公共財(cái)政預(yù)算收入增量和增速變化率、社會(huì)消費(fèi)品零售總額增量和增速變化率、外貿(mào)進(jìn)出口總額增量和增速變化率這六6個(gè)指標(biāo)是促使經(jīng)濟(jì)績(jī)效較低的主要指標(biāo),接下來(lái)對(duì)這6個(gè)指標(biāo)縣市間的比較分析,深入分析龍井市政府經(jīng)濟(jì)績(jī)效存在不足。通過(guò)以上分析工作,查找出龍井市經(jīng)濟(jì)績(jī)效存在的問(wèn)題,一是經(jīng)濟(jì)發(fā)展的動(dòng)力不足,二是缺少重大項(xiàng)目支撐經(jīng)濟(jì)發(fā)展,三是對(duì)外開發(fā)開放的水平較低。通過(guò)分析出現(xiàn)的問(wèn)題成因,發(fā)現(xiàn)一是由于龍井市本身經(jīng)濟(jì)總量小和人口逐年縮減,導(dǎo)致經(jīng)濟(jì)發(fā)展動(dòng)力不足,二是由于資源的匱乏和政府管理項(xiàng)目能力不足導(dǎo)致缺少重大項(xiàng)目支撐,三是由于把握對(duì)外開發(fā)開政策的能力和效率的不足導(dǎo)致對(duì)外開放水平低。最后,本文對(duì)提高龍井市經(jīng)濟(jì)績(jī)效提出如下建議,一是把握國(guó)家農(nóng)業(yè)科技園區(qū)批復(fù)的機(jī)遇,提高工業(yè)運(yùn)行質(zhì)量,加大招商引資力度,引進(jìn)重大項(xiàng)目作為經(jīng)濟(jì)發(fā)展的有力支撐；二是把握國(guó)家擴(kuò)大沿邊開發(fā)開放的契機(jī),建設(shè)邊境經(jīng)濟(jì)合作區(qū),充分利用區(qū)位優(yōu)勢(shì)促進(jìn)經(jīng)濟(jì)發(fā)展。
[Abstract]:Since the reform and opening up, with the constant development of economy and society, government economic performance has become an important research topic in the academic circles, but also the government performance evaluation is an important component in the economic performance index system is to analyze the economic situation in a region of the main tool. This paper describes the research background and connotation of government performance as the starting point, introduces the status quo and the domestic and foreign research results, focusing on the reasons for choosing the economic performance index system to analyze the economic performance. Then it introduces the meaning of government performance evaluation of government performance, including political performance and cultural performance and economic performance, will be stripped of political performance and cultural performance in the government performance, economic performance is a comprehensive evaluation on the economic situation of a region the Pareto state theory are described. The optimal economic performance, input-output theory and economic growth theory, the economic performance The theoretical basis of the analysis and research is laid, and the specific content and characteristics of the economic performance index system in Longjing are described in detail.
Introduces the status quo of the economic development of Longjing city in recent five years, through the analysis of 16 indicators of economic operation situation of Longjing City, the general analysis of the economic performance of Longjing city. Through overall analysis, found that the development of the quality of the above scale industrial the total social investment in fixed assets, the total value of production increment and growth rate of change, the public budget revenue increment the growth rate and the rate of change of total retail sales of social consumer goods incremental growth rate, the total import and export growth rate of the six incremental and 6 indicators is the main index to promote economic performance is low, next to the 6 indexes between counties comparative analysis, in-depth analysis of the Longjing municipal government economic performance analysis problems. Through the above, to find out the existing problems of the economic performance of Longjing City, is a lack of the power of economic development, the two is the lack of major projects to support the development of economy, the three is the foreign development On the lower level. The cause of the problem through the analysis of the findings is due to a small amount of Longjing City, economic and population reduced year by year, resulting in a lack of power and economic development, two is due to the shortage of resources and lack of government project management ability of major projects leading to a lack of support, three is due to lack of understanding of foreign policy and development ability the efficiency of the resulting low level of opening-up. Finally, to improve the economic performance of Longjing city the paper made the following suggestions, one is to grasp the national agricultural science and technology park approved opportunities, improving the quality of industrial operation, increase investment, the introduction of major projects as a strong support for economic development; two is to grasp the national expansion of border development and opening up the opportunity of construction border economic cooperation zone, make full use of its advantages in promoting economic development.
