【摘要】：臺(tái)灣,因其重要的經(jīng)濟(jì)地位和地理位置,而享有“海上生命線”、“亞太咽喉”、“永不沉沒的航空母艦”之稱。對(duì)臺(tái)工作在我國政府工作中具有全局性、戰(zhàn)略性的重要地位,關(guān)系到我國的核心利益。改善發(fā)展兩岸關(guān)系,安定穩(wěn)固臺(tái)海局勢,既是國家利益不受損害的保證,也是海峽兩岸民眾經(jīng)濟(jì)、文化、生活交流交往的重要環(huán)境依托。本文主要通過探討兩岸經(jīng)濟(jì)主體的發(fā)展走勢及兩岸經(jīng)濟(jì)密切聯(lián)系的現(xiàn)實(shí)需要,并提出兩岸經(jīng)濟(jì)合作具有相同的文化背景做鋪墊,來探討兩岸經(jīng)濟(jì)一體化的可能性與重要性。本文關(guān)注的重點(diǎn)是,臺(tái)灣經(jīng)濟(jì)發(fā)展的走向與大陸有什么關(guān)聯(lián)?中國大陸方面及其地方政府在兩岸經(jīng)濟(jì)交流方面做出了哪些努力和取得了哪些成就?“兩岸經(jīng)濟(jì)一體化”實(shí)現(xiàn)的必要性、重要性與可能性有哪些?當(dāng)前臺(tái)海局勢與全球經(jīng)濟(jì)形勢下,兩岸經(jīng)濟(jì)一體化進(jìn)程可能會(huì)遇到哪些問題或需要注意的方面?如何解決?本文將圍繞以上問題展開探討。針對(duì)以上核心問題,全文共分為五章。在緒論部分,筆者交待了選題的原因與研究意義,對(duì)已有的文獻(xiàn)做了綜述,介紹了本文的研究框架和方法。第二章闡述臺(tái)灣經(jīng)濟(jì)近代發(fā)展歷程,描述臺(tái)灣經(jīng)濟(jì)現(xiàn)狀,通過分析臺(tái)灣經(jīng)濟(jì)特征、優(yōu)劣勢分析及對(duì)大陸經(jīng)濟(jì)的依存,來研判臺(tái)灣經(jīng)濟(jì)發(fā)展的趨向。第三章探討中國大陸經(jīng)濟(jì)發(fā)展及兩岸經(jīng)濟(jì)交流現(xiàn)狀,并通過江蘇省級(jí)、溧陽縣市級(jí)地方政府對(duì)臺(tái)灣經(jīng)濟(jì)交流合作的實(shí)例與數(shù)據(jù),來展現(xiàn)該地區(qū)對(duì)臺(tái)經(jīng)濟(jì)交流的績效、比較與趨勢。第四章闡述與臺(tái)灣文化交流對(duì)深化兩地經(jīng)濟(jì)合作交流,推進(jìn)“兩岸經(jīng)濟(jì)一體化”的重要作用與意義。第五章具體提出“兩岸經(jīng)濟(jì)一體化”構(gòu)思對(duì)促進(jìn)兩岸關(guān)系融洽具有里程碑式的意義,并提出實(shí)施過程中需要注意和解決的問題。本文認(rèn)為,兩岸經(jīng)濟(jì)一體化趨勢是符合經(jīng)濟(jì)全球化和區(qū)域經(jīng)濟(jì)一體化的潮流,兩岸經(jīng)濟(jì)實(shí)體合則有利于兩岸雙方共贏互利,分則有損中華經(jīng)濟(jì)區(qū)中的經(jīng)濟(jì)體特別是臺(tái)灣地區(qū)的經(jīng)濟(jì)長遠(yuǎn)發(fā)展利益。根據(jù)國家“先易后難、先經(jīng)后政、把握節(jié)奏、循序漸進(jìn)”的思路,各級(jí)政府應(yīng)積極建設(shè)經(jīng)濟(jì)文化環(huán)境,適度改善城市基礎(chǔ)設(shè)施設(shè)備,根據(jù)國家政策創(chuàng)建有利于雙方交流交往的運(yùn)行平臺(tái)。本文的新意在于,嘗試通過地方案例與相關(guān)數(shù)據(jù),將對(duì)臺(tái)經(jīng)濟(jì)工作進(jìn)行量化分析,以此來研究了解兩岸經(jīng)濟(jì)文化交流交往情況,推斷“兩岸經(jīng)濟(jì)一體化”實(shí)現(xiàn)的必要性與可能性,提出作者認(rèn)為行之有效的建議措施,并根據(jù)相關(guān)案例與數(shù)據(jù),分析經(jīng)濟(jì)一體化推進(jìn)過程中需要建設(shè)的平臺(tái)與可能存在的需要注意的問題。
[Abstract]:Because of its important economic status and geographical location, Taiwan enjoys the "lifeline at sea", "Asia-Pacific throat", and "unsinkable aircraft carrier". Improving cross-strait relations and stabilizing and stabilizing the situation across the Taiwan Strait are not only the guarantee for the country's interests not to be harmed, but also the economy and culture of the people on both sides of the strait. This paper discusses the development trend of cross-strait economic subjects and the practical needs of close economic ties between the two sides of the strait, and points out that cross-strait economic cooperation has the same cultural background to pave the way. To explore the possibility and importance of cross-strait economic integration, the focus of this article is: what is the relationship between the trend of Taiwan's economic development and that of the mainland? What efforts and achievements have the mainland and its local governments made in cross-strait economic exchanges? What is the necessity, importance and possibility of realizing "cross-strait economic integration"? Under the current situation in the Taiwan Strait and the global economic situation, what problems may be encountered in the process of cross-strait economic integration or what aspects should we pay attention to? How? In the introduction part, the author explains the reasons of the topic and the significance of the research, and makes a summary of the existing literature. The second chapter describes the history of Taiwan's economic development in modern times, describes the current situation of Taiwan's economy, through the analysis of Taiwan's economic characteristics, advantages and disadvantages of the analysis and dependence on the mainland economy. The third chapter discusses the economic development of mainland China and the current situation of cross-strait economic exchanges, and through Jiangsu Province, Liyang County and municipal governments of economic exchanges and cooperation with Taiwan examples and data. In order to show the performance, comparison and trend of the economic exchange between Taiwan and Taiwan, the 4th chapter expounds that the cultural exchange with Taiwan will deepen the economic cooperation and exchange between the two places. Chapter 5th puts forward the conception of "economic integration between the two sides of the strait" which is of milestone significance to promote the harmony between the two sides of the strait. The paper points out that the trend of cross-strait economic integration is in line with the trend of economic globalization and regional economic integration. The combination of economic entities on both sides of the strait is conducive to the mutual benefit of both sides of the strait, and is detrimental to the long-term economic development interests of the economies in the Chinese economic zone, especially in the Taiwan region. Grasp the rhythm, "step by step" thinking, governments at all levels should actively build an economic and cultural environment, moderate improvement of urban infrastructure equipment. According to the national policy to create an operational platform conducive to exchanges and exchanges between the two sides. The new idea of this paper is to try through local cases and relevant data to analyze the economic work of Taiwan in a quantitative way. In order to study and understand cross-strait economic and cultural exchanges and exchanges, infer the necessity and possibility of "cross-strait economic integration", put forward the author thought effective measures, and based on relevant cases and data. This paper analyzes the platform to be built in the process of promoting economic integration and the problems that may be paid attention to.
