西安市科技進(jìn)步對經(jīng)濟發(fā)展的貢獻(xiàn)率研究

【摘要】:西安市作為陜西的省會城市,高校和科研院所林立,享有全省一半以上的科技資源,GDP占全省的三分之一以上,研究科技進(jìn)步對西安市經(jīng)濟發(fā)展的貢獻(xiàn)率,對保障西安乃至全省在科學(xué)技術(shù)創(chuàng)新引領(lǐng)下的持續(xù)健康發(fā)展,解決科技大省和經(jīng)濟弱省的“陜西現(xiàn)象”起到了重要的支撐作用。本文在對國內(nèi)外相關(guān)研究現(xiàn)狀進(jìn)行綜述的基礎(chǔ)上,運用生產(chǎn)函數(shù)法對西安市科技進(jìn)步貢獻(xiàn)率進(jìn)行了測度,并預(yù)測了“十三五”西安市科技進(jìn)步貢獻(xiàn)率。主要研究工作和結(jié)論如下: (1)確定了基于生產(chǎn)函數(shù)法的科技進(jìn)步貢獻(xiàn)率測度模型。從產(chǎn)出指標(biāo)、勞動投入指標(biāo)、資本投入指標(biāo)、資本產(chǎn)出彈性系數(shù)、勞動產(chǎn)出彈性和測度期等方面,研究分析了基于生產(chǎn)函數(shù)法測度科技進(jìn)步貢獻(xiàn)率存在的問題,并通過參考大量的文獻(xiàn)和實證研究,提出模型參數(shù)選取的建議。 (2)測度和預(yù)測了西安市科技進(jìn)步對經(jīng)濟發(fā)展的貢獻(xiàn)率;谏a(chǎn)函數(shù)模型對西安市科技進(jìn)步貢獻(xiàn)率進(jìn)行測度,并基于情景法對西安市“十三五”科技進(jìn)步貢獻(xiàn)率進(jìn)行了預(yù)測。由測度和預(yù)測結(jié)果來看,從2009年開始,西安市科技進(jìn)步貢獻(xiàn)率保持在60%以上,并以穩(wěn)定的速度持續(xù)增長,西安已經(jīng)進(jìn)入內(nèi)涵式的經(jīng)濟增長階段。 (3)提出了西安市科技進(jìn)步促進(jìn)經(jīng)濟發(fā)展的對策,主要包括:樹立科技創(chuàng)新意識,創(chuàng)造科技創(chuàng)新氛圍;堅持重點突破,使科技產(chǎn)業(yè)實現(xiàn)快速發(fā)展;加強激勵引導(dǎo),使科技成果向產(chǎn)業(yè)流動更加順暢;深化科技與金融結(jié)合,使企業(yè)融資難題得到緩解;統(tǒng)籌科技資源,解決資源地區(qū)分布不均;培養(yǎng)專門人才,,促進(jìn)自主創(chuàng)新;加快管理創(chuàng)新,提升科研水平;加強知識產(chǎn)權(quán)保護(hù),增強市場競爭能力;強化合作交流,促進(jìn)技術(shù)發(fā)展。 本文的研究成果對政府相關(guān)部門測算和預(yù)測西安市科技進(jìn)步貢獻(xiàn)率,制定西安市科技進(jìn)步促進(jìn)經(jīng)濟發(fā)展的相關(guān)政策具有借鑒價值。
[Abstract]:Xi'an city as the capital city of Shaanxi Province, universities and research institutes in more than half of the province's forest, enjoy the resources of science and technology, more than GDP accounted for 1/3 of the province, the research of scientific and technological progress to the economic development of Xi'an City, the contribution rate of security and the Province of Xi'an in science and technology innovation to lead the sustained and healthy development of science and technology and solutions weak economic province "Shaanxi phenomenon" has played an important supporting role. Based on reviewing the related research at home and abroad, using the production function method of Xi'an science and technology progress contribution rate of the measure, and forecast the contribution to the progress of science and technology in 13th Five-Year in Xi'an city "rate. The main research work and conclusions are as follows:
(1) to determine the model to measure the contribution rate of scientific and technological progress of the production function. Based on the output from the index, index of labor input, capital input index, capital output elasticity, labor output elasticity and measure period, research and analysis of the production function method to measure the contribution rate of scientific and technological progress based on the existing problems, and through the reference and a lot of empirical research, put forward proposals for the selection of model parameters.
(2) to measure and forecast the contribution of Xi'an science and technology progress to economic development rate. The production function model to measure the contribution rate of Xi'an science and technology progress based on, and based on the situation in Xi'an city with the method of "13th Five-Year" the contribution rate of technological progress is predicted. By measuring and forecasting results to see, from the beginning of 2009, with the progress of Xi'an science and technology city rate remained above 60%, and with a steady growth rate, economic growth has entered the stage of Xi'an connotation.
(3) put forward the Countermeasures of Xi'an science and technology progress to promote economic development mainly includes: establish the consciousness of innovation of science and technology, science and technology to create innovative atmosphere; adhere to the key breakthrough, to achieve the rapid development of science and technology industry; strengthen the motivation, make achievement of science and technology industry to flow more smoothly; deepen the combination of technology and finance, the financing problems of enterprises ease; science and technology resources, solve the resources uneven distribution; cultivate specialized talents, promote independent innovation; accelerate management innovation, enhance the level of scientific research; strengthen the protection of intellectual property rights, enhance market competition ability; to strengthen cooperation and exchanges, promote the development of technology.
The research results in this paper can be referential value for the relevant government departments to calculate and predict the contribution rate of technological progress in Xi'an, and formulate relevant policies for Xi'an's technological progress to promote economic development.
