【摘要】：消除貧困、改善民生、逐步實(shí)現(xiàn)共同富裕,既是社會(huì)主義的本質(zhì)要求,也是中國(guó)共產(chǎn)黨的歷史使命。當(dāng)下,這一命題與生態(tài)文明建設(shè)息息相關(guān)。"十三五"時(shí)期是脫貧攻堅(jiān)啃硬骨頭、攻城拔寨的最后關(guān)頭,由于貧困政策遞減效應(yīng)和經(jīng)濟(jì)下行壓力的雙重影響,傳統(tǒng)的扶貧思路亟需轉(zhuǎn)變成供給側(cè)改革理念,以適應(yīng)新形勢(shì)、運(yùn)用新機(jī)制和激發(fā)新動(dòng)力。本文通過(guò)挖掘供給側(cè)結(jié)構(gòu)性改革和精準(zhǔn)扶貧內(nèi)涵,結(jié)合以往扶貧教訓(xùn)和貧困地區(qū)資源獨(dú)特優(yōu)勢(shì),闡述了供給側(cè)結(jié)構(gòu)性改革與精準(zhǔn)扶貧的內(nèi)在關(guān)聯(lián)性,分析了當(dāng)前扶貧工作忽視"供給側(cè)"質(zhì)效并偏離需求的困境,解析了供給側(cè)結(jié)構(gòu)性改革助力精準(zhǔn)扶貧成功實(shí)踐的兩大模式,在此基礎(chǔ)上,指出:從"加減乘除"四則運(yùn)算入手,借助供給側(cè)改革提高扶貧精準(zhǔn)度,這是完成扶貧攻堅(jiān)重大任務(wù)、補(bǔ)齊"三農(nóng)"工作短板、促進(jìn)全面建成小康社會(huì)、實(shí)現(xiàn)中國(guó)夢(mèng)的重要途徑。
[Abstract]:Eliminating poverty, improving people's livelihood, and gradually realizing common prosperity are not only the essential requirements of socialism, but also the historical mission of the Communist Party of China. This proposition is closely related to the construction of ecological civilization. "the 13th Five-Year Plan" period is the last moment when we get rid of poverty and attack hard bones, and attack cities and villages, because of the dual influence of the decreasing effect of poverty policy and the downward pressure of economy. The traditional thinking of poverty alleviation needs to be transformed into the concept of supply-side reform in order to adapt to the new situation, to use new mechanism and to stimulate new power. This paper excavates the connotation of supply-side structural reform and accurate poverty alleviation. Combined with the past poverty alleviation lessons and the unique advantages of resources in poor areas, this paper expounds the inherent relationship between supply-side structural reform and precision poverty alleviation, and analyzes the plight of current poverty alleviation work that neglects the "supply-side" qualitative effect and deviates from demand. On the basis of analyzing the two models of supply-side structural reform to help the successful practice of accurate poverty alleviation, this paper points out that: starting from the four principles of "add, subtract, multiply and divide", the supply-side reform is used to improve the accuracy of poverty alleviation. This is an important way to complete the major task of helping the poor, to fill up the shortcomings of the work of "three rural areas", to promote the building of a well-off society in an all-round way, and to realize Chinese Dream.
