【摘要】：在構(gòu)建"長江中游城市群綠色化指數(shù)"和"長江中游城市群省際綠色化指數(shù)"的基礎(chǔ)上,采用"定基極差法"和"縱向堆疊數(shù)據(jù)法"對2016年長江中游城市群的綠色化發(fā)展指數(shù)進(jìn)行測度,對長江中游4個(gè)省會城市和4個(gè)省份的綠色化指數(shù)、經(jīng)濟(jì)增長綠化度、資源環(huán)境承載潛力和政府政策支持度進(jìn)行時(shí)空比較分析,結(jié)果表明,長江中游城市群的綠色化發(fā)展水平在不斷提升,綠色發(fā)展前景很好;長江中游城市群綠色化水平體現(xiàn)出明顯的城市差異,長沙發(fā)展水平最高,合肥和武漢居中,南昌發(fā)展水平較弱;長江中游城市群綠色化水平的提升主要依靠經(jīng)濟(jì)增長綠化度和政府政策支持度的拉動(dòng),資源環(huán)境承載潛力有惡化趨勢。為此,提出積極推動(dòng)產(chǎn)業(yè)轉(zhuǎn)型升級、形成區(qū)域均衡的綠色化發(fā)展模式、采取市場化手段推動(dòng)綠色發(fā)展、完善官員晉升的綠色考評體系等對策與建議。
[Abstract]:On the basis of constructing the Green Index of the Yangtze River and the Inter - provincial Green Index of the Middle Reaches of the Yangtze River , the green development index of the urban agglomerations in the middle reaches of the Yangtze River is measured by means of the " fixed base difference method " and the " longitudinal stacking data method " . The results show that the green development level of the middle reaches of the Yangtze River is increasing and the development level of the resources environment is very good ; the promotion of the green level of the middle reaches of the Yangtze River is mainly dependent on the economic growth greening degree and the government policy support degree . Therefore , it is proposed to actively promote the transformation and upgrading of the industry , form the green development mode of regional equilibrium , and adopt the marketization means to promote green development and improve the green assessment system of the promotion of officials .
