我國技術(shù)進(jìn)步對低碳經(jīng)濟(jì)的影響分析

【摘要】:本文通過理論分析,認(rèn)為我國發(fā)展低碳經(jīng)濟(jì)的實(shí)質(zhì)是要求將經(jīng)濟(jì)增長速度與碳排放增長速度維持一定的比例上,此外,通過分析碳排放與經(jīng)濟(jì)增長的影響因素,從理論上認(rèn)可了技術(shù)進(jìn)步對抑制碳排放與促進(jìn)經(jīng)濟(jì)增長起主導(dǎo)作用,從而認(rèn)為技術(shù)進(jìn)步是我國發(fā)展低碳經(jīng)濟(jì)的關(guān)鍵力量。 在此基礎(chǔ)上,從實(shí)證的角度上分析了我國技術(shù)進(jìn)步是否可以承擔(dān)這一重要角色,即需要驗(yàn)證技術(shù)進(jìn)步是否可以促進(jìn)我國的經(jīng)濟(jì)增長和技術(shù)進(jìn)步是否可以有效的抑制碳排放。在考慮了回彈效應(yīng)作用之后,通過模型的估計,,得出的結(jié)論是肯定的,即我國的經(jīng)濟(jì)增長中有技術(shù)進(jìn)步的因子,與此同時,我國的技術(shù)進(jìn)步也可以抑制碳排放的增長。 既然如此,本文就對我國技術(shù)進(jìn)步對低碳經(jīng)濟(jì)的影響程度與這一機(jī)制的影響因素作了實(shí)證分析。分析結(jié)果認(rèn)為,技術(shù)進(jìn)步對低碳經(jīng)濟(jì)的促進(jìn)作用是肯定的,但存在技術(shù)效率水平低下,即在已有的技術(shù)條件下,沒有充分的利用技術(shù)因素來發(fā)展低碳經(jīng)濟(jì),也就表明提高技術(shù)效率是我國發(fā)展低碳經(jīng)濟(jì)的重要潛力。 因此,需繼續(xù)分析影響我國低碳經(jīng)濟(jì)技術(shù)效率低下的原因有那些,本文從產(chǎn)業(yè)結(jié)構(gòu)方面、能源要素方面、科技投入的有效性方面、經(jīng)濟(jì)制度改革方面和政策制定方面分析了它們對我國低碳經(jīng)濟(jì)技術(shù)效率的影響作用,最后,針對以上所得結(jié)論并結(jié)合我國實(shí)情,提出相關(guān)的政策建議。
[Abstract]:Through theoretical analysis, this paper thinks that the essence of developing low-carbon economy in China is to maintain a certain proportion of economic growth rate and carbon emission growth rate, in addition, through the analysis of carbon emissions and economic growth factors. It is recognized theoretically that technological progress plays a leading role in controlling carbon emissions and promoting economic growth, and that technological progress is the key force for the development of low-carbon economy in China. On this basis, from the perspective of empirical analysis of China's technological progress can take on this important role. That is, it is necessary to verify whether technological progress can promote economic growth and whether technological progress can effectively restrain carbon emissions. After considering the springback effect, the model is estimated. The conclusion is certain that there are factors of technological progress in the economic growth of our country, at the same time, the technological progress of our country can also restrain the growth of carbon emissions. In this case, this paper makes an empirical analysis on the impact of technological progress on low-carbon economy and the influencing factors of this mechanism. The results show that the promotion of technological progress to low-carbon economy is positive. However, there is a low level of technical efficiency, that is, under the existing technological conditions, there is no full use of technological factors to develop low-carbon economy, which indicates that improving technical efficiency is an important potential for the development of low-carbon economy in China. Therefore, we need to continue to analyze the reasons that affect the low efficiency of low-carbon economic technology in China, this paper from the industrial structure, energy elements, the effectiveness of scientific and technological input. In the aspect of economic system reform and policy making, this paper analyzes their influence on the technical efficiency of low-carbon economy in China. Finally, according to the above conclusions and combined with the facts of our country, the paper puts forward some relevant policy suggestions.
