【摘要】：反貧困在本質(zhì)上屬于區(qū)域經(jīng)濟(jì)發(fā)展和地方治理范疇,在形式上是國家治理情境下一種經(jīng)濟(jì)政策目標(biāo),在過程上是通過推進(jìn)經(jīng)濟(jì)發(fā)展,優(yōu)化國家治理能力,實(shí)現(xiàn)資源的合理配置。經(jīng)濟(jì)學(xué)視角下的反貧困過多強(qiáng)調(diào)國家和市場作用;社會(huì)學(xué)視野更多強(qiáng)調(diào)社會(huì)保護(hù)意義;公共管理學(xué)要從地方政府治理的角度研究反貧困的競爭與合作模式。綜觀我國現(xiàn)行反貧困策略仍然具有無序性對抗和理性對抗特點(diǎn),但是區(qū)域經(jīng)濟(jì)發(fā)展與治理的本質(zhì)是追求合作,未來地方政府反貧困策略必然從對抗走向合作。本文基于反貧困是區(qū)域經(jīng)濟(jì)發(fā)展與地方治理的能力的體現(xiàn)的視角,首先,在厘清反貧困研究典型的基礎(chǔ)上提出基于地方治理過程的反貧困,而后解析地方政府反貧困的三種競合模式,最后,從地方政府反貧困的合作治理模式探尋區(qū)域經(jīng)濟(jì)及國家發(fā)展之道。本文以經(jīng)濟(jì)發(fā)展為抓手,以治理合作為契機(jī)、以市場、社會(huì)、非政府組織及個(gè)人的通力配合為基礎(chǔ),構(gòu)建地方政府反貧困的競合治理模式,該模式從政治、經(jīng)濟(jì)、市場、體制、社會(huì)、經(jīng)驗(yàn)六個(gè)方面統(tǒng)籌規(guī)劃,科學(xué)發(fā)展,最終為國家區(qū)域經(jīng)濟(jì)發(fā)展注入動(dòng)力,為地方治理的多元、多層合作格局奠定基礎(chǔ)。
[Abstract]:Anti-poverty in essence belongs to the category of regional economic development and local governance. In form, it is an economic policy goal in the context of national governance. In the process, it is to promote economic development and optimize the ability of national governance. To realize the rational allocation of resources. The anti-poverty from the perspective of economics emphasizes too much the role of the state and the market; The sociological perspective emphasizes the significance of social protection more; Public management should study the competition and cooperation mode of anti-poverty from the angle of local government governance. The present anti-poverty strategy of our country still has the characteristics of disorderly confrontation and rational confrontation. However, the essence of regional economic development and governance is the pursuit of cooperation, the future anti-poverty strategy of local governments will inevitably move from confrontation to cooperation. First of all, on the basis of clarifying the typical anti-poverty research, put forward the anti-poverty based on the process of local governance, and then analyze the local government anti-poverty three competing models, finally. From the local government anti-poverty cooperative governance model to explore the regional economy and national development. This paper takes economic development as the starting point, governance cooperation as the opportunity, market, society. On the basis of the cooperation of non-governmental organizations and individuals, this paper constructs the local government's anti-poverty governance model, which plans scientifically from six aspects of politics, economy, market, system, society and experience. Finally, the national regional economic development is injected with power, and the multi-level cooperation pattern of local governance is laid the foundation.
