【摘要】：產(chǎn)業(yè)轉(zhuǎn)移是生產(chǎn)力空間轉(zhuǎn)移的一種重要方式，是欠發(fā)達(dá)國家和地區(qū)實(shí)現(xiàn)跨越式發(fā)展的強(qiáng)大外力。產(chǎn)業(yè)轉(zhuǎn)移、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和區(qū)域經(jīng)濟(jì)發(fā)展是緊密聯(lián)系的有機(jī)整體。產(chǎn)業(yè)轉(zhuǎn)移有利于承接地產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)，是提升產(chǎn)業(yè)承接地綜合經(jīng)濟(jì)實(shí)力、推動(dòng)區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展的重要途徑。隨著中國區(qū)域經(jīng)濟(jì)的發(fā)展和國際產(chǎn)業(yè)分工的深化，我國區(qū)域產(chǎn)業(yè)己呈現(xiàn)出梯度轉(zhuǎn)移的傾向。在此背景下，正確認(rèn)識(shí)和把握產(chǎn)業(yè)梯度轉(zhuǎn)移的規(guī)律，研究中國產(chǎn)業(yè)梯度轉(zhuǎn)移的調(diào)控體系，提出推進(jìn)國內(nèi)產(chǎn)業(yè)梯度轉(zhuǎn)移的對(duì)策建議，對(duì)實(shí)現(xiàn)國內(nèi)區(qū)域經(jīng)濟(jì)的持續(xù)、健康、協(xié)調(diào)發(fā)展具有重要的意義。 本文遵循“理論研究—系統(tǒng)研究—實(shí)證研究—應(yīng)用研究”的研究思路，具體的研究內(nèi)容如下。 第1章闡述了對(duì)我國產(chǎn)業(yè)梯度轉(zhuǎn)移及其調(diào)控研究的目的和研究意義。在深入研究國內(nèi)外學(xué)者關(guān)于產(chǎn)業(yè)梯度轉(zhuǎn)移及其調(diào)控的相關(guān)研究的基礎(chǔ)上，提出了本文的研究內(nèi)容、研究方法和研究思路。 第2章介紹了產(chǎn)業(yè)梯度轉(zhuǎn)移的含義和類型劃分；分析了推動(dòng)和制約產(chǎn)業(yè)轉(zhuǎn)移的因素；并總結(jié)了與本文的主要研究方法關(guān)聯(lián)最緊密的產(chǎn)業(yè)梯度轉(zhuǎn)移的相關(guān)理論，為后續(xù)章節(jié)的研究提供理論依據(jù)。 第3章通過選取區(qū)域梯度分布評(píng)價(jià)指標(biāo)，建立了區(qū)域梯度分布評(píng)價(jià)的指標(biāo)體系，并結(jié)合實(shí)際經(jīng)濟(jì)數(shù)據(jù)，測(cè)算和分析了區(qū)域梯度分布綜合指數(shù)，據(jù)此提出產(chǎn)業(yè)梯度轉(zhuǎn)移中的轉(zhuǎn)出區(qū)域和承接區(qū)域，進(jìn)而提出了產(chǎn)業(yè)轉(zhuǎn)移的轉(zhuǎn)移路線規(guī)劃。 第4章構(gòu)建了產(chǎn)業(yè)梯度系數(shù)和產(chǎn)業(yè)動(dòng)態(tài)集聚指數(shù)分析模型，并基于實(shí)際經(jīng)濟(jì)數(shù)據(jù)，，計(jì)算了全國31個(gè)地區(qū)的27個(gè)產(chǎn)業(yè)的產(chǎn)業(yè)梯度系數(shù)和產(chǎn)業(yè)動(dòng)態(tài)集聚指數(shù)，并據(jù)此提出各主要產(chǎn)業(yè)轉(zhuǎn)出地區(qū)的轉(zhuǎn)出產(chǎn)業(yè)選擇。 第5章構(gòu)建了產(chǎn)業(yè)轉(zhuǎn)移承接能力評(píng)價(jià)指標(biāo)體系和基于熵權(quán)的承接能力綜合評(píng)價(jià)模型，并根據(jù)全國31個(gè)地區(qū)的實(shí)際經(jīng)濟(jì)數(shù)據(jù)，計(jì)算和分析各地區(qū)的產(chǎn)業(yè)承接能力，并結(jié)合產(chǎn)業(yè)梯度系數(shù)，提出各轉(zhuǎn)出產(chǎn)業(yè)的承接地選擇。 第6章重點(diǎn)研究了產(chǎn)業(yè)梯度轉(zhuǎn)移調(diào)控體系的構(gòu)建，提出了產(chǎn)業(yè)梯度轉(zhuǎn)移調(diào)控的目標(biāo)；分析了不同的產(chǎn)業(yè)梯度轉(zhuǎn)移調(diào)控主體的目標(biāo)差異，并提出中央政府和地方政府的協(xié)調(diào)機(jī)制；分別從產(chǎn)業(yè)空間發(fā)展規(guī)劃、經(jīng)濟(jì)、人力資源、法律、行政等方面提出了產(chǎn)業(yè)梯度轉(zhuǎn)移的調(diào)控手段；提出了產(chǎn)業(yè)梯度轉(zhuǎn)移調(diào)控中的轉(zhuǎn)移區(qū)域選擇、轉(zhuǎn)移路線規(guī)劃、轉(zhuǎn)移產(chǎn)業(yè)選擇和承接地選擇等主要調(diào)控內(nèi)容。 第7章從宏觀角度提出政府在產(chǎn)業(yè)梯度轉(zhuǎn)移調(diào)控中促進(jìn)我國產(chǎn)業(yè)梯度轉(zhuǎn)移的調(diào)控策略，并針對(duì)不同調(diào)控主體，分別提出中央政府、產(chǎn)業(yè)轉(zhuǎn)出地政府和產(chǎn)業(yè)承接地政府的調(diào)控策略。
[Abstract]:Industrial transfer is an important way of spatial transfer of productive forces. It is a powerful external force to realize leap-forward development in less developed countries and regions. Industrial structure adjustment and regional economic development are closely linked as an organic whole. Industrial transfer is conducive to the optimization and upgrading of the real estate industry structure, is to enhance the comprehensive economic strength of the industry to undertake. With the development of China's regional economy and the deepening of international industrial division, China's regional industry has shown the tendency of gradient transfer. To correctly understand and grasp the law of industrial gradient transfer, to study the regulatory system of industrial gradient transfer in China, and to put forward the countermeasures and suggestions to promote the industrial gradient transfer in China will be beneficial to the sustainable and healthy development of domestic regional economy. Coordinated development is of great significance. This paper follows the research idea of "theoretical research-system research-empirical research-applied research", the specific research contents are as follows. Chapter 1 describes the purpose and significance of the research on industrial gradient transfer and its regulation in China. On the basis of in-depth study of domestic and foreign scholars on industrial gradient transfer and its regulation and control of the relevant research. The research contents, research methods and research ideas are put forward. Chapter 2 introduces the meaning and classification of industrial gradient transfer. The factors that promote and restrict the industrial transfer are analyzed. The related theories of industrial gradient transfer, which are most closely related to the main research methods of this paper, are summarized, which provide the theoretical basis for the following chapters. In chapter 3, the index system of regional gradient distribution evaluation is established by selecting the evaluation index of regional gradient distribution, and the comprehensive index of regional gradient distribution is calculated and analyzed according to the actual economic data. On the basis of this, the paper puts forward the transfer region and the undertaking region in the industrial gradient transfer, and then puts forward the transfer route planning of the industrial transfer. The fourth chapter constructs the industrial gradient coefficient and the industry dynamic agglomeration index analysis model, and based on the actual economic data, calculates the industrial gradient coefficient and industry dynamic agglomeration index of 27 industries in 31 regions of China. According to this, the paper puts forward the choice of the main industries. Chapter 5 sets up the evaluation index system of industry transfer undertaking ability and the comprehensive evaluation model of undertaking ability based on entropy weight, and according to the actual economic data of 31 regions in China. This paper calculates and analyzes the industrial undertaking capacity of each region, and puts forward the choice of the undertaking place of each industry in combination with the industrial gradient coefficient. Chapter 6 focuses on the construction of industrial gradient transfer control system and puts forward the goal of industrial gradient transfer regulation. This paper analyzes the different objectives of different industrial gradient transfer control subjects, and puts forward the coordination mechanism between central government and local government. From the aspects of industrial spatial development planning, economy, human resources, law, administration and so on, the paper puts forward the adjustment and control means of industrial gradient transfer; The paper puts forward the main regulation and control contents such as the choice of transfer region, the plan of transfer route, the choice of transfer industry and the choice of place of acceptance in the regulation of industrial gradient transfer. The seventh chapter from the macro point of view of the government in the industrial gradient transfer regulation and control strategy to promote the industrial gradient transfer in China, and for different control subjects, respectively proposed the central government. The control strategy of the local government and the local government.
