山西省人才與產(chǎn)業(yè)協(xié)調(diào)發(fā)展研究

【摘要】:山西省實現(xiàn)經(jīng)濟轉(zhuǎn)型跨越發(fā)展的關(guān)鍵在于人才與產(chǎn)業(yè)之間的協(xié)調(diào)發(fā)展,從而保持并強化其發(fā)展優(yōu)勢。人才與產(chǎn)業(yè)的協(xié)調(diào)發(fā)展程度的高低,直接影響到山西省經(jīng)濟轉(zhuǎn)型發(fā)展的快慢,人才與產(chǎn)業(yè)協(xié)調(diào)發(fā)展的程度不僅反映經(jīng)濟轉(zhuǎn)型發(fā)展的優(yōu)劣,而且為經(jīng)濟轉(zhuǎn)型提供了方向和目標。因此,研究人才與產(chǎn)業(yè)協(xié)調(diào)發(fā)展不僅豐富了人才學、產(chǎn)業(yè)關(guān)聯(lián)理論及區(qū)域經(jīng)濟學等相關(guān)理論,為山西省經(jīng)濟轉(zhuǎn)型發(fā)展提供了系統(tǒng)論的理論基礎(chǔ),具有一定的理論意義;同時,也對山西省做好資源型經(jīng)濟轉(zhuǎn)型的人才儲備和產(chǎn)業(yè)轉(zhuǎn)型工作具有實踐的指導意義。本文研究的主要內(nèi)容包括以下五方面: (1)闡述了山西省人才與產(chǎn)業(yè)發(fā)展現(xiàn)階段所處的背景,提出了山西省人才與產(chǎn)業(yè)協(xié)調(diào)發(fā)展研究的必要性與可行性,在結(jié)合國內(nèi)外人才與產(chǎn)業(yè)關(guān)系的研究背景的基礎(chǔ)上,提出了全文的技術(shù)路線圖。 (2)通過對人才和產(chǎn)業(yè)概念的界定,并基于產(chǎn)業(yè)關(guān)聯(lián)理論、系統(tǒng)理論、協(xié)調(diào)理論及人才理論,對山西省人才與產(chǎn)業(yè)協(xié)調(diào)發(fā)展研究提供了理論支撐,為本文后續(xù)實證研究奠定了理論基礎(chǔ)。 (3)通過對人才與產(chǎn)業(yè)互動關(guān)系的分析,并結(jié)合人才與產(chǎn)業(yè)的發(fā)展現(xiàn)狀,為研究山西省人才與產(chǎn)業(yè)協(xié)調(diào)性提供了理論框架和現(xiàn)實依據(jù)。 (4)構(gòu)建了“人才-產(chǎn)業(yè)”動態(tài)復合系統(tǒng),通過對人才系統(tǒng)與產(chǎn)業(yè)系統(tǒng)的分析,并構(gòu)建了復合系統(tǒng)的指標體系,為人才與產(chǎn)業(yè)協(xié)調(diào)發(fā)展的實證分析提供了理論框架。 (5)基于復合系統(tǒng)的指標體系以及DEA評價模型,對山西省人才與 產(chǎn)業(yè)復合系統(tǒng)進行了協(xié)調(diào)度評價,分別測算了人才系統(tǒng)、產(chǎn)業(yè)系統(tǒng)、人才系統(tǒng)與產(chǎn)業(yè)系統(tǒng)之間的協(xié)調(diào)度,并對“人才-產(chǎn)業(yè)”動態(tài)復合系統(tǒng)協(xié)調(diào)度進行了評價,最后就評價結(jié)果對山西省人才與產(chǎn)業(yè)協(xié)調(diào)發(fā)展提出了相應(yīng)的對策建議。 本文通過構(gòu)建了山西省“人才-產(chǎn)業(yè)”動態(tài)復合系統(tǒng),并對其進行協(xié)調(diào)度評價,得出以下三點結(jié)論:第一,人才對產(chǎn)業(yè)的的支撐力度不夠;第二,在產(chǎn)業(yè)轉(zhuǎn)型升級過程中,產(chǎn)業(yè)對人才的推動力不足;第三,政府在人才與產(chǎn)業(yè)協(xié)調(diào)發(fā)展上的支持力度仍有待加強。本文的創(chuàng)新有以下兩方面:第一,將協(xié)同理論運用到人才與產(chǎn)業(yè)協(xié)調(diào)發(fā)展研究中,并構(gòu)建了“人才-產(chǎn)業(yè)”動態(tài)復合系統(tǒng),從系統(tǒng)論的角度來分析人才與產(chǎn)業(yè)協(xié)調(diào)發(fā)展的問題;第二,將數(shù)據(jù)包絡(luò)分析法(DEA)運用到人才與產(chǎn)業(yè)協(xié)調(diào)發(fā)展研究領(lǐng)域中,通過對“人才-產(chǎn)業(yè)”動態(tài)復合系統(tǒng)的協(xié)調(diào)度進行評價,將所研究的問題量化。
[Abstract]:The key to realize the economic transformation and leapfrogging development of Shanxi Province lies in the coordinated development between talents and industries, so as to maintain and strengthen its development advantages and the level of coordinated development between talent and industry. The degree of coordinated development of talent and industry not only reflects the advantages and disadvantages of economic transformation and development, but also provides the direction and goal for economic transformation. The research on the coordinated development of talent and industry not only enriches the theories of talent theory, industrial association theory and regional economics, but also provides the theoretical basis of system theory for the economic transformation and development of Shanxi Province, which has certain theoretical significance. At the same time, it also has practical guiding significance for Shanxi Province to do a good job in talent reserve and industrial transformation of resource-based economy. The main contents of this paper include the following five aspects: 1) this paper expounds the background of the development of talents and industries in Shanxi Province at present, and puts forward the necessity and feasibility of the research on the coordinated development of talents and industries in Shanxi Province. Based on the research background of the relationship between talent and industry at home and abroad, this paper puts forward the technical roadmap of the full text. Through the definition of the concept of talent and industry, and based on industrial relevance theory, system theory, coordination theory and talent theory, this paper provides theoretical support for the study of the coordinated development of talent and industry in Shanxi Province. It lays a theoretical foundation for the following empirical research. Through the analysis of the interaction between talent and industry and the development of talent and industry, this paper provides a theoretical framework and practical basis for the study of the coordination between talent and industry in Shanxi Province. Finally, the dynamic composite system of "talent and industry" is constructed, and the index system of the composite system is constructed by analyzing the talent system and the industrial system. It provides a theoretical framework for the empirical analysis of the coordinated development of talent and industry. Based on the index system of compound system and the evaluation model of DEA, this paper analyzes the relationship between talents and human resources in Shanxi Province. The coordination degree of industrial composite system is evaluated, and the coordination degree of talent system, industrial system, talent system and industrial system are calculated respectively. The coordination degree of "talent industry" dynamic composite system is evaluated. Finally, the corresponding countermeasures and suggestions are put forward for the coordinated development of talent and industry in Shanxi Province. This paper constructs the "talent industry" dynamic compound system of Shanxi Province, and evaluates its coordination degree, and draws the following three conclusions: first, the talent support to the industry is not strong enough; Second, in the process of industrial transformation and upgrading, the industry has insufficient impetus to talents; Third, the government's support for the coordinated development of talent and industry still needs to be strengthened. The innovation of this paper has the following two aspects: first, the synergy theory will be applied to the study of coordinated development of talent and industry. The dynamic compound system of "talent and industry" is constructed to analyze the problem of the coordinated development of talent and industry from the angle of system theory. Secondly, the data Envelopment Analysis method (DEAA) is applied to the research field of the coordinated development of talent and industry. Through the evaluation of the coordination degree of the "talent industry" dynamic composite system, the problems studied are quantified.
