影響我國高鐵“走出去”的制度因素研究

【摘要】:我國高鐵質(zhì)優(yōu)價(jià)廉的特點(diǎn)在世界上掀起一陣熱潮。鐵路總公司表示,僅在2015年已有50多個(gè)國家表達(dá)了對我國高鐵的興趣和需求,我國也與其中的20多個(gè)國家進(jìn)行了更詳盡的洽談,高鐵潛在市場國家如美國、俄羅斯、英國、巴西、越南、波蘭、印度、馬來西亞、新加坡、羅馬尼亞等也在其中;2015年中國中車簽訂的高鐵、城軌等各類鐵路出口項(xiàng)目總金額更達(dá)到250億美元左右。除此之外,我國高鐵在“走出去”時(shí),不僅出口了高鐵設(shè)備,還在輸出國家建立了高鐵研發(fā)中心、生產(chǎn)工廠等進(jìn)行投資。從我國高鐵的發(fā)展歷程來看,我國高鐵當(dāng)前的成就離不開國家制度的安排。我國高鐵行業(yè)在政府的幫助下通過對國外高鐵技術(shù)的引進(jìn)、消化、吸收和再創(chuàng)新已經(jīng)全面掌握了高鐵的完整技術(shù)。2009年,我國政府確立高鐵“走出去”戰(zhàn)略之后,高鐵行業(yè)更是受到了中央高層的重視與推動。如“高鐵換資源”、將高鐵模型當(dāng)作國禮送出、國家領(lǐng)導(dǎo)人進(jìn)行高鐵體驗(yàn)式營銷等,這些方式都有效地加速了我國高鐵“走出去”步伐。綜合起來看,目前我國高鐵“走出去”主要以“政府主導(dǎo)”為主,政府實(shí)施的制度政策對我國高鐵“走出去”具有重要影響。因而,探析相關(guān)制度安排對我國高鐵“走出去”的影響即為本論文的主要研究目的。本文將以制度因素對ODI的影響為切入點(diǎn),主要研究經(jīng)濟(jì)制度因素對我國高鐵“走出去”的影響。首先,文章分析了我國高鐵“走出去”發(fā)展?fàn)顩r,論述了我國高鐵“走出去”的相關(guān)制度的變遷過程和發(fā)展特征,力求從現(xiàn)實(shí)角度探索制度因素和我國高鐵“走出去”的關(guān)系。其次,通過鄧寧的“國際生產(chǎn)折衷”理論來構(gòu)建制度因素影響我國高鐵“走出去”的理論框架,從理論層面探究其影響機(jī)制和內(nèi)在機(jī)理。然后,本文從數(shù)據(jù)的可獲得性出發(fā),具體選取了國家信貸政策的支持、金融市場化程度、減輕企業(yè)對外稅費(fèi)負(fù)擔(dān)以及政府的激勵(lì)4個(gè)經(jīng)濟(jì)影響因素并運(yùn)用2009—2015年相關(guān)數(shù)據(jù)進(jìn)行實(shí)證檢驗(yàn),檢驗(yàn)結(jié)果顯示這4個(gè)因素全都對我國高鐵“走出去”發(fā)揮了積極作用。最后,就如何進(jìn)一步完善相關(guān)經(jīng)濟(jì)制度建設(shè),促進(jìn)我國高鐵“走出去”提出了對策建議。
[Abstract]:The high quality and cheap quality of high-speed rail in China has caused a worldwide boom. In 2015 alone, more than 50 countries expressed their interest in and demand for high-speed rail in China, according to the Railway Corporation. China has also held more detailed discussions with more than 20 of these countries, with potential high-speed rail markets such as the United States, Russia, Britain, Brazil, Vietnam, Poland, India, Malaysia and Singapore. Romania and others are among them; In 2015, China signed high-speed rail, urban rail and other rail export projects totaling about $25 billion. In addition, when China's high-speed rail "went out," it not only exported high-speed rail equipment. Also in the exporting countries to establish high-speed rail R & D centers, production plants and other investment. From the development of high-speed rail in China. The current achievements of high-speed rail in China can not be separated from the arrangement of the national system. With the help of the government, the high-speed rail industry in China is digested through the introduction of foreign high-speed rail technology. In 2009, after our government established the "going out" strategy of high-speed rail, we have fully mastered the complete technology of high-speed rail. The high-speed rail industry has been attached importance to and promoted by the central authorities, such as "high-speed rail for resources", the high-speed rail model as a gift, national leaders to conduct high-speed rail experience marketing and so on. All these methods have effectively accelerated the "going out" pace of high-speed rail in China. To sum up, at present, "going out" of high-speed rail in China is mainly "government-led". The institutional policy implemented by the government has an important impact on the "going out" of high-speed railway in China. The main purpose of this paper is to explore the influence of relevant institutional arrangements on the "going out" of high-speed rail in China. This paper will take the impact of institutional factors on ODI as the starting point. This paper mainly studies the impact of economic institutional factors on the "going out" of high-speed rail in China. First of all, the article analyzes the development of high-speed rail "going out" in China. This paper discusses the changing process and development characteristics of the relevant institutions of high-speed rail in China, and tries to explore the relationship between the institutional factors and the "going out" of high-speed rail in China from a realistic point of view. Secondly. Through Deng Ning's theory of "international production compromise" to construct the theoretical framework of institutional factors affecting the "going out" of high-speed rail in China, and explore its influence mechanism and internal mechanism from the theoretical level. Then. Starting from the availability of data, this paper selects the support of national credit policy and the degree of financial marketization. To reduce the burden of external taxes and fees of enterprises and the government incentives of the four economic factors and use 2009-2015 relevant data for empirical testing. The test results show that all of these four factors have played a positive role in the "going out" of high-speed railway in China. Finally, the countermeasures and suggestions on how to further improve the construction of relevant economic system and promote the "going out" of high-speed railway in China are put forward.
