基于戰(zhàn)略小生境管理的我國綠色技術(shù)創(chuàng)新研究

【摘要】:隨著經(jīng)濟(jì)的快速發(fā)展,環(huán)境惡化已經(jīng)成為全世界所面臨的重大問題,中國經(jīng)歷了30年的經(jīng)濟(jì)的高速增長,也面臨著環(huán)境的巨大挑戰(zhàn)。多年來國內(nèi)外學(xué)者試圖從不同的角度去探尋解決生態(tài)轉(zhuǎn)型的途徑,但收效甚微。近年來,人們逐漸系統(tǒng)的認(rèn)識到環(huán)境問題的產(chǎn)生,不僅僅是來自技術(shù)方面,而且還來自包括消費(fèi)者、政策、基礎(chǔ)設(shè)施、文化等各個(gè)方面。要徹底解決環(huán)境問題,不能單純的對現(xiàn)有技術(shù)進(jìn)行革新,還要從整個(gè)社會系統(tǒng)轉(zhuǎn)型的層面來探究。 戰(zhàn)略小生境管理(Strategic Niche Management, SNM)正是基于這一認(rèn)識論而興起的,該思想起源于演化經(jīng)濟(jì)學(xué)。從學(xué)術(shù)理論聯(lián)系上來看,戰(zhàn)略小生境管理同技術(shù)轉(zhuǎn)型理論(Technological Transions, TT)、多層次視角(The Multi-level Perspective, MLP)有著密切的關(guān)系。其中,小生境(Niche)是創(chuàng)新出現(xiàn)、發(fā)展和走向成熟的地方,是技術(shù)轉(zhuǎn)型系統(tǒng)中的微觀層面。戰(zhàn)略小生境管理的核心思想就是通過對發(fā)展成功的小生境環(huán)境進(jìn)行模擬,加速創(chuàng)新的發(fā)展。在一個(gè)小生境里,創(chuàng)新同用戶實(shí)踐、規(guī)則等元素一起發(fā)展,因此,戰(zhàn)略小生境管理不是一種單純的由技術(shù)升級來推動可持續(xù)發(fā)展的方法,而是技術(shù)與社會共同演化,以實(shí)現(xiàn)社會系統(tǒng)的轉(zhuǎn)型。 自上個(gè)世紀(jì)90年代末以來,戰(zhàn)略小生境管理成為國外學(xué)者在可持續(xù)發(fā)展方面的研究熱點(diǎn)之一。其中,戰(zhàn)略小生境管理內(nèi)部三個(gè)進(jìn)程揭示了在何種小生境環(huán)境下創(chuàng)新可以得以發(fā)展,小生境發(fā)展的內(nèi)部三個(gè)進(jìn)程包括期望的形成、創(chuàng)新網(wǎng)絡(luò)的構(gòu)建和學(xué)習(xí)過程。除此之外,還有學(xué)者研究發(fā)現(xiàn),體制(Regime)同小生境之間的動態(tài)交互也會影響小生境創(chuàng)新的發(fā)展。 通過文獻(xiàn)研究,我發(fā)現(xiàn)國內(nèi)幾乎沒有學(xué)者涉及到戰(zhàn)略小生境管理這一理論的研究,而國外學(xué)者的實(shí)證研究也多數(shù)限于案例。本文嘗試將體制和小生境之間的動態(tài)交互同戰(zhàn)略小生境管理內(nèi)部三個(gè)進(jìn)程結(jié)合起來,試圖解釋小生境創(chuàng)新的發(fā)展機(jī)制。在實(shí)證研究部分,本文以我國綠色技術(shù)創(chuàng)新為研究對象,通過對2003年至2010年的省際綠色技術(shù)創(chuàng)新專利數(shù)據(jù)進(jìn)行分析,找出并確定我國綠色技術(shù)創(chuàng)新的小生境省份。此后,又通過構(gòu)建模型進(jìn)行回歸研究,發(fā)現(xiàn)了這些小生境省份綠色技術(shù)創(chuàng)新成功發(fā)展的影響因素,并深入探討了小生境和體制之間的動態(tài)交互對促進(jìn)創(chuàng)新發(fā)展的機(jī)制,進(jìn)一步解釋了小生境發(fā)展的規(guī)律。實(shí)證研究證明,主流技術(shù)的競爭壓力會降低小生境內(nèi)部分行動者的創(chuàng)新意愿,并且延緩小生境創(chuàng)新的進(jìn)程。然而,主流技術(shù)的競爭也會激勵部分小生境研發(fā)人員的學(xué)習(xí)過程,正是主流技術(shù)的壓力刺激了這些研發(fā)人員的“斗志”,促使他們學(xué)習(xí)以改進(jìn)新技術(shù),使之更有競爭力,推動創(chuàng)新的發(fā)展。
[Abstract]:With the rapid economic development, environmental degradation has become a major problem facing the world. China has experienced rapid economic growth for 30 years. Over the years, scholars at home and abroad have tried to find ways to solve the ecological transformation from different angles, but the results have been very little. In recent years, people have gradually realized the emergence of environmental problems systematically. Not only from technology, but also from consumer, policy, infrastructure, culture and so on. Also from the whole social system transformation level to explore. Strategic Niche Management is based on this epistemology. This idea originates from evolutionary economics. From the point of view of academic theory connection, strategic niche management and technological transition theory (TTT). The Multi-level perspective (MLP) has a close relationship, in which niche niches are the emergence of innovation. The key idea of strategic niche management is to simulate the successful development of niche environment. Accelerate the development of innovation. In a niche, innovation develops with user practice, rules and other elements. Therefore, strategic niche management is not a simple way to promote sustainable development by technology upgrading. But technology and social evolution, to achieve the transformation of the social system. Since the end of -10s, strategic niche management has become one of the research hotspots in the field of sustainable development. The three internal processes of strategic niche management reveal in which niche environment innovation can be developed, and the three internal processes of niche development include the formation of expectations. In addition, some scholars have found that the dynamic interaction between the system and niche can also affect the development of niche innovation. Through the literature research, I found that almost no domestic scholars involved in the study of strategic niche management theory. The empirical studies of foreign scholars are mostly limited to cases. This paper attempts to combine the dynamic interaction between the system and niche with the three internal processes of strategic niche management. This paper tries to explain the development mechanism of niche innovation. In the part of empirical research, this paper focuses on green technological innovation in China. By analyzing the patent data of green technology innovation between 2003 and 2010, the author finds out and determines the niche province of green technology innovation in China. After that, the regression analysis is carried out by building a model. The factors influencing the successful development of green technology innovation in these niche provinces are found, and the mechanism of dynamic interaction between niche and system to promote innovation development is discussed in depth. Further explained the law of niche development. Empirical studies prove that the competitive pressure of mainstream technology will reduce the innovation will of some actors in Xiaosheng territory and delay the process of niche innovation. The competition of mainstream technology will also stimulate the learning process of some niche R & D personnel. It is the pressure of mainstream technology that stimulates the "fighting spirit" of these R & D personnel and urges them to learn to improve the new technology. Make it more competitive, promote the development of innovation.
