【摘要】：隨著中國(guó)石油化工行業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和全球化工產(chǎn)業(yè)一體化進(jìn)程加速,海外工程項(xiàng)目對(duì)于國(guó)內(nèi)石油化工行業(yè)工程公司越來越重要,而海外EPC項(xiàng)目又是其中的重中之重。海外EPC項(xiàng)目資金金額大,涉及因素眾多,具有較大的風(fēng)險(xiǎn)性,因此對(duì)于投標(biāo)項(xiàng)目開展風(fēng)險(xiǎn)管理是保證項(xiàng)目良好執(zhí)行并盈利的重要措施。本文結(jié)合海外EPC投標(biāo)項(xiàng)目的特點(diǎn),以阿曼OPIC聚烯烴裝置EPC投標(biāo)項(xiàng)目為研究對(duì)象,采用頭腦風(fēng)暴法和檢查表法對(duì)項(xiàng)目風(fēng)險(xiǎn)進(jìn)行了識(shí)別；利用風(fēng)險(xiǎn)坐標(biāo)圖法針對(duì)識(shí)別出的風(fēng)險(xiǎn)繪制風(fēng)險(xiǎn)坐標(biāo)圖,篩選出重要風(fēng)險(xiǎn)；通過分析項(xiàng)目風(fēng)險(xiǎn),建立項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo),構(gòu)建風(fēng)險(xiǎn)評(píng)價(jià)模型,使用層次分析法(AHP)對(duì)于篩選出的重要風(fēng)險(xiǎn)進(jìn)行風(fēng)險(xiǎn)分析,得到各風(fēng)險(xiǎn)的重要性排序,并利用主觀評(píng)價(jià)法對(duì)于項(xiàng)目風(fēng)險(xiǎn)嚴(yán)重性進(jìn)行評(píng)估；對(duì)于分析得到的主要風(fēng)險(xiǎn)制定相關(guān)的控制策略與措施,來消除或降低項(xiàng)目風(fēng)險(xiǎn)的發(fā)生,為項(xiàng)目投標(biāo)價(jià)格的最終決策提供依據(jù),為行業(yè)內(nèi)類似項(xiàng)目的風(fēng)險(xiǎn)管理工作提供了一套行之有效的工作方式,以達(dá)到投標(biāo)項(xiàng)目決策的科學(xué)性,降低企業(yè)經(jīng)營(yíng)風(fēng)險(xiǎn)。
[Abstract]:With the readjustment of the industrial structure of China's petrochemical industry and the acceleration of the process of the integration of the global chemical industry, overseas engineering projects are becoming more and more important to the domestic petrochemical industry engineering companies. And overseas EPC project is one of the most important. Overseas EPC project has a large amount of funds, involving many factors, with a greater risk. Therefore, risk management for bidding projects is an important measure to ensure the good implementation and profitability of the project. This paper combines the characteristics of overseas EPC bidding projects. Taking the EPC bidding project of Oman OPIC polyolefin plant as the research object, the project risk was identified by brainstorming method and checklist method. Using the method of risk coordinate map to draw the risk coordinate map for the identified risk, and screen out the important risk; Through analyzing the project risk, establishing the project risk evaluation index, constructing the risk evaluation model, using the Analytic hierarchy process (AHP) to carry on the risk analysis for the selected important risk, get the ranking of the importance of each risk. And the subjective evaluation method is used to evaluate the severity of project risk. For the analysis of the main risks to formulate relevant control strategies and measures to eliminate or reduce the occurrence of project risks, for the project bidding price final decision basis. It provides a set of effective working methods for the risk management of similar projects in the industry, in order to achieve the scientific decision of bidding project and reduce the risk of enterprise management.
