【摘要】：隨著經(jīng)濟(jì)社會的發(fā)展,地區(qū)之間的經(jīng)濟(jì)狀況差距逐漸拉大,想要縮小地區(qū)與地區(qū)之間的發(fā)展差距,就需要吸引外部的資金、技術(shù)、項目、人才等生產(chǎn)要素來改變目前的發(fā)展?fàn)顩r。2010年,昆明市下轄的134個鄉(xiāng)鎮(zhèn)(街道)也被安排招商引資任務(wù),實行招商引資實績考核與干部任用、提拔及年終考核、兌現(xiàn)獎懲掛鉤。因此,本文對昆明市鄉(xiāng)鎮(zhèn)招商引資相關(guān)內(nèi)容做了研究。 本論文首先通過招商引資對鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)發(fā)展、地方財政稅收、農(nóng)村勞動力轉(zhuǎn)移就業(yè)及鄉(xiāng)鎮(zhèn)基礎(chǔ)設(shè)施建設(shè)的作用和影響,分析了招商引資在鄉(xiāng)鎮(zhèn)發(fā)揮的效益。然后從昆明市鄉(xiāng)鎮(zhèn)招商引資現(xiàn)行運行模式、招商引資的規(guī)模和質(zhì)量方面,分析了昆明鄉(xiāng)鎮(zhèn)招商引資的現(xiàn)狀,并發(fā)現(xiàn)其面臨的問題和困難。同時,總結(jié)分析了國內(nèi)外招商引資的經(jīng)典模式和好的經(jīng)驗做法。最后運用公共政策分析理論,從政治維度、經(jīng)濟(jì)維度、社會效益維度、生態(tài)效益維度重新定位昆明市鄉(xiāng)鎮(zhèn)招商引資的選擇取向,并通過舉例類比分析不同類型鄉(xiāng)鎮(zhèn)選擇不同招商引資方式的差異化結(jié)果,從而探索出創(chuàng)新昆明市鄉(xiāng)鎮(zhèn)招商引資的新模式。 研究發(fā)現(xiàn),昆明鄉(xiāng)鎮(zhèn)自開展招商引資工作以來,取得了一定的經(jīng)驗,也為鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)社會發(fā)展發(fā)揮出了一些積極作用,但是卻普遍存在上級政府盲目下達(dá)考核任務(wù)、招商引資成效不高、管理機(jī)制混亂、盲目招商、為考核而招商、甚至造假資料應(yīng)對招商考核等問題,鑒于鄉(xiāng)鎮(zhèn)招商引資存在的諸多問題,建議完善管理機(jī)制及考核機(jī)制,依據(jù)不同鄉(xiāng)鎮(zhèn)的特色優(yōu)勢因地制宜地創(chuàng)新鄉(xiāng)鎮(zhèn)招商引資模式。
[Abstract]:With the development of economy and society, the economic situation gap between regions is gradually widening. In order to narrow the development gap between regions, we need to attract external funds, technologies and projects. In 2010, 134 villages and towns (streets) under the jurisdiction of Kunming were also arranged to attract business and investment. Promotion and year-end examination, reward and punishment linked. Therefore, this paper makes a study on the related contents of investment promotion in Kunming township. This paper first of all through attracting investment to township economic development, local finance and taxation, rural labor transfer employment and township infrastructure construction role and impact. This paper analyzes the benefits of attracting investment in villages and towns, and then analyzes the present situation of investment attraction in Kunming from the aspects of the current operation mode, the scale and quality of investment in Kunming. And found its problems and difficulties. At the same time, summarized and analyzed the domestic and foreign classic mode of attracting investment and good experience. Finally, using the theory of public policy analysis, from the political dimension, the economic dimension. Social benefit dimension, ecological benefit dimension re-positioning of Kunming township investment investment selection orientation, and through an analogy analysis of different types of towns to select different ways of investment differentiation results. In order to explore the innovation of Kunming township investment model. The study found that since the development of the town of Kunming, it has gained some experience and played a positive role in the development of the township economy and society. However, there are many problems such as blindly sending out the assessment task by the higher government, the effect of attracting investment is not high, the management mechanism is chaotic, the investment is blindly invited for the purpose of the examination, and even the fake information should be applied to the examination of the investment invitation and so on. In view of the problems existing in attracting investment in towns and townships, it is suggested to improve the management mechanism and examination mechanism, and to innovate the mode of investment attraction in villages and towns according to the local conditions according to the special advantages of different villages and towns.
