【摘要】：創(chuàng)新科技產(chǎn)業(yè)是香港第三次產(chǎn)業(yè)轉(zhuǎn)型的主要方向,也是回歸以來特區(qū)政府培育的重點(diǎn)產(chǎn)業(yè)領(lǐng)域�；貧w近20年來,CEPA的簽訂促進(jìn)了香港與內(nèi)地更緊密的經(jīng)貿(mào)合作,粵港合作平臺的構(gòu)建以及“一帶一路”戰(zhàn)略的提出為深港創(chuàng)新科技產(chǎn)業(yè)的合作提供了前所未有的機(jī)遇。然而,近年來,廣東尤其是深圳的科技產(chǎn)業(yè)發(fā)展迅猛,在某些方面發(fā)展水平已超越了香港。香港創(chuàng)新科技產(chǎn)業(yè)的投入,包括研發(fā)經(jīng)費(fèi)投入和研發(fā)人員的數(shù)量都有待增加;香港科研能力強(qiáng),但是科技產(chǎn)品市場轉(zhuǎn)化能力不足;重商意識以及本地制造業(yè)基礎(chǔ)薄弱,不利于科技創(chuàng)新服務(wù)業(yè)的發(fā)展,來自周邊及國際上其他創(chuàng)新能力較強(qiáng)的地區(qū)的競爭,使香港科技在對接內(nèi)地市場方面已不存在優(yōu)勢。但在粵港合作平臺建設(shè)不斷推進(jìn)、合作的制度框架不斷完善,以及“一帶一路”戰(zhàn)略實(shí)施所提供的機(jī)遇下,香港仍具備發(fā)展創(chuàng)新科技產(chǎn)業(yè)的優(yōu)勢。加強(qiáng)與廣東,尤其是與深圳的科技合作,將對香港創(chuàng)新科技產(chǎn)業(yè)發(fā)展發(fā)揮重要作用。
[Abstract]:Innovation and technology industry is the main direction of Hong Kong's third industrial transformation. It is also a key industrial area cultivated by the SAR government since the return of the motherland. The signing of CEPA has promoted closer economic and trade cooperation between Hong Kong and the mainland. The construction of Guangdong-Hong Kong cooperation platform and the proposal of "Belt and Road" strategy provide unprecedented opportunities for the cooperation of Shenzhen-Hong Kong innovative science and technology industry. However, in recent years, the scientific and technological industry in Guangdong, especially Shenzhen, has developed rapidly. Hong Kong's investment in the innovation and technology industry, including R & D spending and the number of R & D personnel, has yet to be increased; Hong Kong has a strong scientific research capability, but the market transformation ability of scientific and technological products is insufficient; The sense of mercantilism and the weak base of the local manufacturing industry are not conducive to the development of the science and technology innovation service industry, and come from the competition from the surrounding and other regions with strong innovation capability. Hong Kong technology has no advantage in docking the mainland market. However, with the continuous development of the Guangdong-Hong Kong cooperation platform, the continuous improvement of the institutional framework for cooperation, and the opportunities provided by the implementation of the "Belt and Road" strategy. Hong Kong still has the advantage of developing the innovative technology industry. Strengthening technological cooperation with Guangdong, especially with Shenzhen, will play an important role in the development of Hong Kong's innovation and technology industry.
