【摘要】：紅橋區(qū)位于天津中心城區(qū)西北部，，《天津市空間發(fā)展戰(zhàn)略規(guī)劃》于2009年頒布，明確提出了我市中心城區(qū)實(shí)施“一主兩副”的城市發(fā)展戰(zhàn)略。“西站城市副中心”大部分位于紅橋區(qū)，城市副中心的建設(shè)對于紅橋區(qū)區(qū)域經(jīng)濟(jì)社會發(fā)展影響巨大。城市副中心建設(shè)的內(nèi)涵不只是城市形態(tài)、基礎(chǔ)設(shè)施的變化，更重要的是副中心功能和聚集要素層次的變化。本文主要通過梳理國內(nèi)外典型城市副中心建設(shè)的經(jīng)驗(yàn)，探討城市副中心建設(shè)的一般規(guī)律，并結(jié)合紅橋區(qū)發(fā)展現(xiàn)狀，與相關(guān)城市副中心發(fā)展的對比，探索相關(guān)制度創(chuàng)新保障。重點(diǎn)研究天津西站城市副中心建設(shè)特點(diǎn)及對區(qū)域經(jīng)濟(jì)的影響，主要包括高鐵經(jīng)濟(jì)對區(qū)域空間結(jié)構(gòu)和城市經(jīng)濟(jì)的影響、西站城市副中心對天津空間結(jié)構(gòu)的影響、西站城市副中心建設(shè)對紅橋區(qū)在區(qū)域經(jīng)濟(jì)發(fā)展位置的影響以及未來紅橋區(qū)與周邊區(qū)域的分工與合作思路。本文提出紅橋區(qū)圍繞西站城市副中心建設(shè)，充分利用生態(tài)、文化、區(qū)位、土地資源等優(yōu)勢實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)產(chǎn)業(yè)升級，充分發(fā)揮城市副中心的要素聚集和新的經(jīng)濟(jì)聚集點(diǎn)的作用。切實(shí)將紅橋區(qū)建設(shè)成為天津市綜合性城市副中心、現(xiàn)代商務(wù)商貿(mào)都市型產(chǎn)業(yè)基地，和諧宜居的文化生態(tài)城區(qū)。
[Abstract]:Hongqiao district is located in the northwest of Tianjin city center, < > Tianjin space development strategic plan issued in 2009, clearly put forward the implementation of "I downtown a main two" city development strategy. "West City Center" most located in Hongqiao District, Deputy City Center for the construction of regional economic and social development of Hongqiao district great. The connotation construction of the sub center of the city is not only the city form, changes in infrastructure, more important is the change of sub center function and gather the elements levels. This paper mainly through combing the domestic and foreign typical city center construction experience, to explore the general law of the construction of City Center, combined with the development status of Hongqiao District, compared with the related city center development, explore the innovation of guarantee system construction of TianJin West Railway Station. Focusing on the characteristic of city center and its influence on regional economy, including high iron The economic impact on regional spatial structure and city economy, influence of West Point City Center of Tianjin spatial structure, the construction of West City Center of Hongqiao District in the development of regional economy and the future position of Hongqiao district and the surrounding area of the division of labor and cooperation ideas. The proposed building around the West District of Hongqiao city center, make full use of the ecological, cultural, geographical, land resources and other advantages to achieve regional economic industrial upgrading, make full use of elements of the sub center of the city agglomeration and new economic aggregation points. To become the city of Tianjin Hongqiao District Construction Comprehensive deputy city center, a modern business metropolis industrial base, cultural and ecological city harmonious and livable.
