【摘要】：近年來(lái)，在提倡建設(shè)創(chuàng)新型國(guó)家的戰(zhàn)略背景下,創(chuàng)新型人才作為科學(xué)后備軍的力量顯得越來(lái)越重要,國(guó)家和政府也高度重視創(chuàng)新型科技人才的培養(yǎng)與管理,并頒布一系列的扶持創(chuàng)新型青年科技人才的各項(xiàng)培養(yǎng)計(jì)劃，包括國(guó)家“百千萬(wàn)人才”工程、“973”、“863”、國(guó)家自然科學(xué)基金等陸續(xù)出臺(tái)和實(shí)施，部分地方政府也先后實(shí)施具有各省特色的青年科技人才管理計(jì)劃，如北京市1993年開(kāi)始頒布并實(shí)施的科技新星管理辦法，2009年陜西省開(kāi)始設(shè)立的“青年科技新星”培育專項(xiàng)計(jì)劃。 目前，在理論研究中，很多學(xué)者關(guān)注于創(chuàng)新型科技人才的管理政策建議和培養(yǎng)方案的研究，在實(shí)證研究中，很多學(xué)者關(guān)注于創(chuàng)新型科技人才的評(píng)價(jià)指標(biāo)體系構(gòu)建與評(píng)價(jià)方法，鮮有文獻(xiàn)重點(diǎn)研究這一特殊群體的結(jié)構(gòu)維度，以及各維度之間的關(guān)聯(lián)，并以此作為人才培養(yǎng)和管理的理論基礎(chǔ)。為深入研究這個(gè)問(wèn)題，本文綜合運(yùn)用文獻(xiàn)分析、深度訪談、內(nèi)容分析、問(wèn)卷調(diào)查等方法，運(yùn)用結(jié)構(gòu)方程模型等技術(shù)手段進(jìn)行理論實(shí)證研究,提出科技新星內(nèi)涵的四維結(jié)構(gòu),得出結(jié)論職能素質(zhì)和學(xué)術(shù)水平、職能素質(zhì)和科研能力之間存在相互影響的關(guān)系，職能素質(zhì)、學(xué)術(shù)水平和科研能力都對(duì)科研成果正相關(guān)關(guān)系,并以實(shí)證研究的科技新星內(nèi)涵結(jié)構(gòu)維度關(guān)系為目標(biāo)值，從系統(tǒng)論的角度出發(fā)，構(gòu)建出科技新星過(guò)程管理路徑圖，提出管理方案應(yīng)主要從四個(gè)方面執(zhí)行：①培養(yǎng)課程體系的優(yōu)化；②人才績(jī)效評(píng)價(jià)體系的優(yōu)化；③彈性管理方案；④完善激勵(lì)政策體系。 本研究所做出的創(chuàng)新努力有：目前國(guó)內(nèi)外的研究人才主要集中在人才評(píng)價(jià)的指標(biāo)確定以及人才評(píng)價(jià)方法的對(duì)比分析階段；或是從宏觀的角度提出人才培養(yǎng)和管理的政策性建議，而如何從人才內(nèi)涵的結(jié)構(gòu)維度出發(fā)，研究其內(nèi)部各維度之間關(guān)系，從內(nèi)涵四維度關(guān)系出發(fā)提出管理方案。
[Abstract]:In recent years , under the strategic background of promoting the construction of innovative countries , the emergence of innovative talents as the power of the scientific reserve army is becoming more and more important , and the state and the government attach great importance to the cultivation and management of innovative scientific and technological talents , and enact a series of training programs to support the innovative young scientific and technological talents , including the national " million talents " project , the " 973 " , " 863 " , the national natural science fund , etc . At present , in the theoretical research , many scholars pay attention to the research of the management policy suggestion and the training scheme of the innovative scientific and technological talents . In the empirical research , many scholars pay close attention to the construction and evaluation method of the evaluation index system of the innovative scientific and technological talents .
