【摘要】：近年來，在提倡建設創(chuàng)新型國家的戰(zhàn)略背景下,創(chuàng)新型人才作為科學后備軍的力量顯得越來越重要,國家和政府也高度重視創(chuàng)新型科技人才的培養(yǎng)與管理,并頒布一系列的扶持創(chuàng)新型青年科技人才的各項培養(yǎng)計劃，包括國家“百千萬人才”工程、“973”、“863”、國家自然科學基金等陸續(xù)出臺和實施，部分地方政府也先后實施具有各省特色的青年科技人才管理計劃，如北京市1993年開始頒布并實施的科技新星管理辦法，2009年陜西省開始設立的“青年科技新星”培育專項計劃。 目前，在理論研究中，很多學者關(guān)注于創(chuàng)新型科技人才的管理政策建議和培養(yǎng)方案的研究，在實證研究中，很多學者關(guān)注于創(chuàng)新型科技人才的評價指標體系構(gòu)建與評價方法，鮮有文獻重點研究這一特殊群體的結(jié)構(gòu)維度，以及各維度之間的關(guān)聯(lián)，并以此作為人才培養(yǎng)和管理的理論基礎。為深入研究這個問題，本文綜合運用文獻分析、深度訪談、內(nèi)容分析、問卷調(diào)查等方法，運用結(jié)構(gòu)方程模型等技術(shù)手段進行理論實證研究,提出科技新星內(nèi)涵的四維結(jié)構(gòu),得出結(jié)論職能素質(zhì)和學術(shù)水平、職能素質(zhì)和科研能力之間存在相互影響的關(guān)系，職能素質(zhì)、學術(shù)水平和科研能力都對科研成果正相關(guān)關(guān)系,并以實證研究的科技新星內(nèi)涵結(jié)構(gòu)維度關(guān)系為目標值，從系統(tǒng)論的角度出發(fā)，構(gòu)建出科技新星過程管理路徑圖，提出管理方案應主要從四個方面執(zhí)行：①培養(yǎng)課程體系的優(yōu)化；②人才績效評價體系的優(yōu)化；③彈性管理方案；④完善激勵政策體系。 本研究所做出的創(chuàng)新努力有：目前國內(nèi)外的研究人才主要集中在人才評價的指標確定以及人才評價方法的對比分析階段；或是從宏觀的角度提出人才培養(yǎng)和管理的政策性建議，而如何從人才內(nèi)涵的結(jié)構(gòu)維度出發(fā)，研究其內(nèi)部各維度之間關(guān)系，從內(nèi)涵四維度關(guān)系出發(fā)提出管理方案。
[Abstract]:In recent years , under the strategic background of promoting the construction of innovative countries , the emergence of innovative talents as the power of the scientific reserve army is becoming more and more important , and the state and the government attach great importance to the cultivation and management of innovative scientific and technological talents , and enact a series of training programs to support the innovative young scientific and technological talents , including the national " million talents " project , the " 973 " , " 863 " , the national natural science fund , etc . At present , in the theoretical research , many scholars pay attention to the research of the management policy suggestion and the training scheme of the innovative scientific and technological talents . In the empirical research , many scholars pay close attention to the construction and evaluation method of the evaluation index system of the innovative scientific and technological talents . The paper puts forward the four - dimensional structure of the connotation of science and technology , and points out that the management plan should be implemented mainly from four aspects : 鈶，
