中國高鐵外交的特征與實(shí)踐研究——基于雅萬高鐵的案例分析

【摘要】:印尼是東南亞最大的國家和二十國集團(tuán)唯一的東盟成員國,印尼雅萬高鐵采用中國高鐵系統(tǒng)受到世人的矚目。文章綜合運(yùn)用地緣政治經(jīng)濟(jì)學(xué)的理論分析方法,探討了中國高鐵外交的內(nèi)涵、特征、挑戰(zhàn)和路徑選擇;趯τ∧嵫湃f高鐵的案例分析發(fā)現(xiàn),中國高鐵外交具有自主性、兼容性、多元性和復(fù)合性等特征。文章認(rèn)為,在土地征用困難、納土納群島海域爭議、印尼反華情緒增加、非傳統(tǒng)安全、盈利預(yù)期低和印度尼西亞盾可能繼續(xù)貶值等因素的影響下,雅萬高鐵合作的前景將不明朗。文章同時(shí)指出,發(fā)揮中國高鐵外交的比較優(yōu)勢,妥善解決納土納群島海域爭議問題,加大印尼民眾參與建設(shè)雅萬高鐵的力度,力促實(shí)現(xiàn)雅萬高鐵車廂靈活編組等,都有利于中國對印尼高鐵外交的發(fā)展。
[Abstract]:Indonesia is the largest country in Southeast Asia and the only ASEAN member of the Group of 20. Indonesia's Yawan high-speed rail system using China's high-speed rail system has attracted worldwide attention. This paper discusses the connotation, characteristics, challenges and path selection of China's high-speed rail diplomacy. Based on the case study of Yawan High Speed Railway in Indonesia, it is found that China's high-speed rail diplomacy has autonomy and compatibility. The article holds that the land acquisition is difficult, the maritime area of the Natuna Islands is disputed, the anti-Chinese sentiment in Indonesia has increased, and the traditional safety has been increased. The prospects for Yavan high-speed rail cooperation will be uncertain due to low profit expectations and the possibility that the Indonesian shield will continue to depreciate, the article said, noting that China has a comparative advantage in high-speed rail diplomacy. Properly resolving the dispute over the waters of the Natuna Islands, increasing the participation of the Indonesian people in the construction of the Yavan high-speed rail line, and pushing for flexible marshalling of Yavan high-speed rail cars are all conducive to the development of China's diplomatic relations with Indonesia.
