【摘要】:產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的最終目的是實(shí)現(xiàn)國(guó)民經(jīng)濟(jì)的持續(xù)穩(wěn)定增長(zhǎng)。四川省作為我國(guó)西部經(jīng)濟(jì)的領(lǐng)頭羊,正處于工業(yè)化發(fā)展的上升時(shí)期,產(chǎn)業(yè)結(jié)構(gòu)以高能耗的重工業(yè)為主。近年來(lái),伴隨著四川省“四化”發(fā)展步伐的加速推進(jìn),能源消費(fèi)的“高碳消耗”也在持續(xù)增長(zhǎng),自然環(huán)境和資源承受著巨大的壓力,粗放型經(jīng)濟(jì)模式已成為四川省可持續(xù)發(fā)展的重大阻礙。同時(shí),全球氣候變暖、自然災(zāi)害頻發(fā)、極端異常氣候時(shí)有出現(xiàn)、能源和環(huán)境危機(jī)日益加劇,在此背景下,產(chǎn)業(yè)結(jié)構(gòu)的綠色低碳轉(zhuǎn)型也成為了世界經(jīng)濟(jì)發(fā)展的必然趨勢(shì)。因此,無(wú)論是為實(shí)現(xiàn)地區(qū)經(jīng)濟(jì)可持續(xù)發(fā)展,還是為應(yīng)對(duì)氣候變化、能源危機(jī)所帶來(lái)的減排壓力,四川省都必須高度重視碳排放約束下的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化問(wèn)題研究。促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)的低碳化轉(zhuǎn)型也為四川省經(jīng)濟(jì)方式的根本轉(zhuǎn)變提供了難得的機(jī)遇,以提高碳生產(chǎn)率和碳減排為核心,構(gòu)建激勵(lì)和約束機(jī)制,引導(dǎo)資金、技術(shù)等資源投入減排領(lǐng)域,以促進(jìn)技術(shù)進(jìn)步和產(chǎn)業(yè)升級(jí),形成新的經(jīng)濟(jì)增長(zhǎng)點(diǎn),可以實(shí)現(xiàn)四川省節(jié)能減排與經(jīng)濟(jì)發(fā)展的共贏。本文的研究首先基于低碳發(fā)展模式下產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的影響理論進(jìn)行闡述,接著梳理相關(guān)理論和研究,分析兩種機(jī)制間的相互作用機(jī)理,為后續(xù)研究找尋著力點(diǎn)。然后立足于四川省產(chǎn)業(yè)結(jié)構(gòu)、能源消費(fèi)和碳排放的實(shí)際情況分析。再次重點(diǎn)分析四川省三次產(chǎn)業(yè)與碳排放之間的關(guān)聯(lián)度以及對(duì)具體產(chǎn)業(yè)部門的碳排放和經(jīng)濟(jì)影響力程度進(jìn)行測(cè)算,并從產(chǎn)業(yè)部門的發(fā)展調(diào)整對(duì)策和支持體系構(gòu)建兩方面對(duì)我省的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化提出相應(yīng)建議。研究表明:第一,對(duì)產(chǎn)業(yè)部門的碳排放影響和經(jīng)濟(jì)影響指標(biāo)綜合分析,其中,需要重點(diǎn)發(fā)展的產(chǎn)業(yè)部門集中于高新技術(shù)和新材料,需要重點(diǎn)調(diào)控的產(chǎn)業(yè)部門主要是傳統(tǒng)重化工業(yè)。第二,四川省三大產(chǎn)業(yè)的能源消費(fèi)情況和其碳排放關(guān)聯(lián)度系數(shù)測(cè)算結(jié)果保持一致,特征結(jié)構(gòu)表現(xiàn)為“二三一”。因此,在四川省產(chǎn)業(yè)部門的低碳化發(fā)展過(guò)程中,首先要依據(jù)碳排放水平和經(jīng)濟(jì)影響程度將產(chǎn)業(yè)部門細(xì)分為發(fā)展類和調(diào)控類,統(tǒng)籌規(guī)劃、分類指導(dǎo),有區(qū)別的實(shí)現(xiàn)各產(chǎn)業(yè)部門的低碳發(fā)展。其次要通過(guò)構(gòu)建財(cái)稅支持體系、技術(shù)支持體系和金融支持體系,促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)的低碳化轉(zhuǎn)型。
[Abstract]:The ultimate goal of the optimization of industrial structure is to achieve sustained stable growth of the national economy in Sichuan province. As a leader of China's economy in the west, is in the industrialization development of the rising period, the industrial structure dominated by high energy heavy industry. In recent years, along with the Sichuan province to accelerate the pace of development of the "four modernizations", energy consumption "high carbon consumption continues to grow, the natural environment and resources under enormous pressure, the extensive economic mode has become a major obstacle to sustainable development in Sichuan province. At the same time, global warming, natural disasters, extreme climate anomalies occur from time to time, energy and environment crisis intensified, in this context, the industry the structure of the green low-carbon transformation has become the inevitable trend of world economic development. Therefore, it is in order to realize the sustainable development of the regional economy, or to cope with climate change, energy crisis The pressure to reduce emissions, Sichuan province must attach great importance on Structure Optimization of industrial carbon emission constraints. To promote the low carbon transformation of industrial structure also provides a rare opportunity for a fundamental change in the way the economy of Sichuan Province, in order to improve the productivity of carbon and carbon emission reduction as the core, construct the incentive and restraint mechanisms, guide capital, technology other resources into the field of conservation, in order to promote technological progress and industrial upgrading, the formation of a new economic growth point, can achieve energy saving and emission reduction in Sichuan province and economic development win-win situation. This study based on the effect of the adjustment of industrial structure in low carbon economy theory, then studies the related theory and research, analysis of the interaction mechanism of two a mechanism, find the focal point for subsequent research. Then based on the industrial structure of Sichuan Province, analyses the actual situation of energy consumption and carbon emissions. Again the focus analysis four Sichuan Province between the three industries and the correlation of carbon emissions and carbon emissions of specific sectors and economic influence degree of calculation, and construct from the industrial sector development adjustment measures and support system in two areas to optimize the industrial structure of our province and put forward corresponding suggestions. The research shows: first, the effects of carbon emissions and the economic impact of the industrial sector index, comprehensive analysis, need to focus on the development of the industrial sector focused on high technology and new materials, need to focus on the regulation of the industrial sector is mainly traditional heavy industry. In second, Sichuan Province, the three industrial energy consumption and carbon emissions correlation coefficient calculation results show consistent feature structure "231". Therefore, in Sichuan Province, the industrial sector of low carbon development process, first according to the level of carbon emissions and economic impact of the industrial sector will be subdivided into development We should make overall planning and classification guidance to achieve low carbon development in different industrial sectors. Secondly, we need to build fiscal and tax support system, technology support system and financial support system to promote low-carbon transformation of industrial structure.
