【摘要】：基于1995—2014年河南省財政科技投入數(shù)據(jù),借助知識函數(shù)和VAR模型,實證分析財政科技投入與區(qū)域創(chuàng)新產(chǎn)出間的時滯現(xiàn)象。分析結(jié)果顯示,財政投入對提升河南省區(qū)域自主創(chuàng)新能力影響顯著,但存在明顯的時滯現(xiàn)象。不同來源的經(jīng)費(fèi)在使用效率上差異很大,因此,政府應(yīng)關(guān)注知識存量對區(qū)域創(chuàng)新的推動作用,正視區(qū)域創(chuàng)新的時滯現(xiàn)象,將創(chuàng)新資金盡量投向基礎(chǔ)研究領(lǐng)域,以長期、穩(wěn)定的科技財政支持,彌補(bǔ)企業(yè)資金和金融資金的短期化傾向,財政投入應(yīng)在區(qū)域創(chuàng)新的長期效應(yīng)上發(fā)揮更大的作用。
[Abstract]:Based on the data of financial investment in science and technology in Henan Province from 1995 to 2014, this paper empirically analyzes the lag phenomenon between financial science and technology input and regional innovation output with the help of knowledge function and VAR model. Financial input has a significant impact on the enhancement of regional independent innovation ability in Henan Province, but there is a significant delay phenomenon. Different sources of funds in the use of efficiency is very different, so. The government should pay attention to the role of knowledge stock in promoting regional innovation, face the delay phenomenon of regional innovation, invest innovation funds in basic research field as far as possible, and provide long-term and stable financial support for science and technology. To make up for the short-term tendency of enterprise capital and financial capital, financial investment should play a greater role in the long-term effect of regional innovation.
