【摘要】:科技潛力是關(guān)系一個區(qū)域科技事業(yè)發(fā)展的決定性因素,是提升經(jīng)濟(jì)競爭力的核心。因此,研究區(qū)域科技潛力問題,對于了解和掌握區(qū)域科技和經(jīng)濟(jì)發(fā)展態(tài)勢,提升區(qū)域科技創(chuàng)新能力和區(qū)域經(jīng)濟(jì)發(fā)展能力,具有重大的戰(zhàn)略意義和現(xiàn)實意義。從深層次看福建省要提高科技潛力應(yīng)該具備什么樣的條件,從哪個角度改進(jìn)可以更高效率促進(jìn)科技潛力的提升,這正是本文所要解決的問題。通過對區(qū)域科技潛力相關(guān)概念的分析,本文闡述了區(qū)域科技潛力的內(nèi)涵和影響因素,把區(qū)域科技潛力定義為用來描述一個區(qū)域在科技發(fā)展過程中所擁有的對科技發(fā)展產(chǎn)生影響的資源存量包括人力、物力、財力以及在特定的環(huán)境支撐下,通過研究、開發(fā)、轉(zhuǎn)化等一定的過程將這些資源轉(zhuǎn)化為未來科技競爭實力的能力。初步認(rèn)為區(qū)域科技潛力來源于科技資源、科技環(huán)境、科技創(chuàng)新效率以及政府管理水平。為了進(jìn)一步解答上述因素對區(qū)域科技潛力的具體作用機(jī)制,本文從系統(tǒng)視角來分析福建省區(qū)域科技潛力。將政府、企業(yè)、高校和科研機(jī)構(gòu)、中介作為系統(tǒng)的行為主體進(jìn)行研究,這些主體之間的互動既包含有資金流的互動,也包含了信息流的互動,這些互動的過程不是獨立存在的,而是在一定的區(qū)域科技環(huán)境下相互影響的,這就構(gòu)成了區(qū)域科技潛力系統(tǒng)的復(fù)雜性。而系統(tǒng)動力學(xué)的學(xué)科優(yōu)勢可以很好地闡明這種互動關(guān)系。因此,以2000-2012年的歷史數(shù)據(jù)為基礎(chǔ),建立了以區(qū)域科技引導(dǎo)系統(tǒng)、區(qū)域科技創(chuàng)造系統(tǒng)、區(qū)域科技成果轉(zhuǎn)化系統(tǒng)、區(qū)域科技服務(wù)系統(tǒng)為子系統(tǒng)的福建省區(qū)域科技系統(tǒng)模型。該模型闡明了變量之間的反饋關(guān)系,以及各個主體之間的影響機(jī)理。區(qū)域科技系統(tǒng)以新產(chǎn)品產(chǎn)值、GDP、技術(shù)市場成交額、專利、高校在校生為主要的輸出變量,通過對這些變量的預(yù)測,可以反映福建省科技潛力情況。然后,根據(jù)系統(tǒng)參數(shù)的調(diào)整,運用靈敏度分析技術(shù)進(jìn)行區(qū)域科技潛力效率的研究,得出科技人員投入、企業(yè)科技經(jīng)費投入、政府科技投入是提高新產(chǎn)品產(chǎn)值的政策杠桿作用點;RD投入是專利申請授權(quán)數(shù)的政策杠桿作用點;科技基礎(chǔ)設(shè)施、金融水平、就業(yè)人員素質(zhì)水平、科技公共服務(wù)平臺是提高技術(shù)市場成交額的政策杠桿作用點;政府行政費用以及政府部門人數(shù)則是影響政府宏觀管理效益的政策杠桿作用點。最后,根據(jù)以上研究結(jié)論,提出提升福建區(qū)域科技潛力的政策建議。
[Abstract]:The potential of science and technology is the decisive factor related to the development of a regional science and technology, and the core of enhancing the economic competitiveness. Therefore, it is necessary to understand and grasp the situation of regional science and technology and economic development by studying the potential of regional science and technology. It is of great strategic and practical significance to enhance the ability of regional scientific and technological innovation and regional economic development. From which point of view can improve the efficiency to promote the potential of science and technology, this is the problem to be solved in this paper. Through the analysis of regional science and technology potential related concepts. This paper expounds the connotation and influencing factors of the regional science and technology potential, and defines the regional science and technology potential as the resource stock including manpower, which is used to describe the impact of a region on the development of science and technology in the process of scientific and technological development. Material resources, financial resources and under the support of a specific environment, through research, development. It is believed that the potential of regional science and technology comes from science and technology resources and the environment of science and technology in a certain process, such as the ability of transforming these resources into the competitive strength of science and technology in the future. Scientific and technological innovation efficiency and the level of government management. In order to further answer the above factors on the specific mechanism of regional science and technology potential, this paper analyzes the potential of regional science and technology in Fujian Province from a systematic perspective. Institutions of higher learning and scientific research institutions, intermediary as the main body of the system of research, the interaction between these subjects not only includes the interaction between the flow of funds, but also includes the interaction of the flow of information, these interactive processes do not exist independently. But in a certain regional environment of science and technology interaction, which constitutes the complexity of the system of regional science and technology potential, and the disciplinary advantages of system dynamics can be a good illustration of this kind of interaction. Based on the historical data from 2000 to 2012, a regional science and technology guidance system, a regional science and technology creation system, and a regional science and technology achievement transformation system are established. The regional science and technology service system is a subsystem of Fujian province regional science and technology system model. The model clarifies the feedback relationship between variables and the influence mechanism among the main bodies. The regional science and technology system takes the output value of new products. GDP, technical market turnover, patent, college students as the main output variables, through the prediction of these variables, can reflect the potential of science and technology in Fujian Province. Then, according to the system parameters adjustment. By using sensitivity analysis technology to study the potential efficiency of regional science and technology, it is concluded that the investment of science and technology personnel, the investment of enterprise science and technology, and the investment of government science and technology are the policy leverage points to increase the output value of new products. Rd input is the policy leverage point of patent application authorization; The scientific and technological infrastructure, the financial level, the quality level of the employed personnel, and the public service platform of science and technology are the policy leverage points to increase the turnover of the technology market; The government administrative expenses and the number of government departments are the policy leverage points that affect the macro management efficiency of the government. Finally, according to the above conclusions, the paper puts forward some policy suggestions to enhance the regional scientific and technological potential of Fujian.
