【摘要】:隨著經(jīng)濟(jì)全球化的不斷深入,以及國(guó)際運(yùn)輸方式的改變,出現(xiàn)了臨空經(jīng)濟(jì)這一新的區(qū)域經(jīng)濟(jì)發(fā)展形態(tài)。臨空經(jīng)濟(jì)自其問(wèn)世以來(lái)便受到了國(guó)內(nèi)外學(xué)者的廣泛關(guān)注,在理論研究和實(shí)踐方面都取得了迅猛發(fā)展。臨空經(jīng)濟(jì)作為區(qū)域經(jīng)濟(jì)發(fā)展新的增長(zhǎng)極,對(duì)所在區(qū)域的經(jīng)濟(jì)開(kāi)放程度、國(guó)際地位、區(qū)域產(chǎn)業(yè)升級(jí)和轉(zhuǎn)型有重大影響力,而區(qū)域經(jīng)濟(jì)實(shí)力的提升又可以進(jìn)一步為臨空經(jīng)濟(jì)的發(fā)展提供更加強(qiáng)勁的支撐,由此可以實(shí)現(xiàn)臨空經(jīng)濟(jì)區(qū)與區(qū)域經(jīng)濟(jì)相互促進(jìn)的聯(lián)動(dòng)式的良性發(fā)展。 鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)是我國(guó)第一個(gè)由國(guó)家批準(zhǔn)的臨空經(jīng)濟(jì)實(shí)驗(yàn)區(qū),具有重要戰(zhàn)略地位,受到了中央和各級(jí)地方政府的強(qiáng)烈關(guān)注和大力支持。鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)既是中部地區(qū)對(duì)外開(kāi)放的新渠道,中原經(jīng)濟(jì)區(qū)建設(shè)的重要突破口和核心支柱,同時(shí)也是鄭州嵌入國(guó)際產(chǎn)業(yè)鏈分工的契機(jī),是助力鄭州邁向國(guó)際化大都市發(fā)展的重要催化劑。因此,分析鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)的發(fā)展條件和發(fā)展現(xiàn)狀,結(jié)合臨空經(jīng)濟(jì)發(fā)展理論,探索鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)發(fā)展路徑對(duì)鄭州臨空經(jīng)濟(jì)的發(fā)展、中原經(jīng)濟(jì)的崛起有重要的指導(dǎo)作用。 本文建立在對(duì)國(guó)內(nèi)外臨空經(jīng)濟(jì)相關(guān)經(jīng)典文獻(xiàn)的大量閱讀、研究、分析和歸納的基礎(chǔ)上,總結(jié)了國(guó)內(nèi)外臨空經(jīng)濟(jì)發(fā)展的理論成果和實(shí)踐經(jīng)驗(yàn),并對(duì)國(guó)內(nèi)外研究、實(shí)踐情況進(jìn)行了對(duì)比分析和評(píng)述。進(jìn)而,本文選擇從四個(gè)方面對(duì)臨空經(jīng)濟(jì)理論進(jìn)行分析研究,試圖尋找其發(fā)展的基本規(guī)律:第一,,利用宏觀、微觀兩個(gè)層次分析了臨空經(jīng)濟(jì)的形成機(jī)制;第二,根據(jù)臨空經(jīng)濟(jì)形成機(jī)理研究和國(guó)內(nèi)外臨空經(jīng)濟(jì)發(fā)展經(jīng)驗(yàn)的借鑒總結(jié)了發(fā)展臨空經(jīng)濟(jì)的五個(gè)基本條件;第三,從機(jī)場(chǎng)、企業(yè)、政府三方面分析了貫穿臨空經(jīng)濟(jì)發(fā)展的三種動(dòng)力:機(jī)場(chǎng)驅(qū)動(dòng)力、內(nèi)部動(dòng)力、外部動(dòng)力,以及這三種力量在臨空經(jīng)濟(jì)發(fā)展的不同階段的強(qiáng)弱變化;第四,從臨空經(jīng)濟(jì)產(chǎn)業(yè)、空間布局和規(guī)劃開(kāi)發(fā)主體三個(gè)層面研究了臨空經(jīng)濟(jì)不同的發(fā)展模式。接著,本文將視角聚集到鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū),對(duì)鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)的發(fā)展現(xiàn)狀、自身?xiàng)l件進(jìn)行研究分析,綜合中原經(jīng)濟(jì)區(qū)發(fā)展現(xiàn)狀、鄭州市概況以及新鄭機(jī)場(chǎng)的發(fā)展情況,討論了鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)發(fā)展臨空經(jīng)濟(jì)的比較優(yōu)勢(shì):良好區(qū)位優(yōu)勢(shì)和發(fā)達(dá)的交通網(wǎng)絡(luò),新鄭國(guó)際機(jī)場(chǎng)的快速發(fā)展以及中央以及地方政府的高度重視;以及來(lái)自中部地區(qū)臨空經(jīng)濟(jì)區(qū)之間的競(jìng)爭(zhēng)和高鐵發(fā)展對(duì)航空運(yùn)輸?shù)臎_擊等因素帶來(lái)的阻力。在已有的分析研究基礎(chǔ)上,本文對(duì)鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)進(jìn)行了動(dòng)力機(jī)制和發(fā)展模式分析:處于臨空經(jīng)濟(jì)發(fā)展形成期的鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)其臨空產(chǎn)業(yè)尚未形成規(guī)模集聚,產(chǎn)生的外部經(jīng)濟(jì)影響力有限,因此這一時(shí)期的主導(dǎo)動(dòng)力是來(lái)自政府引導(dǎo)的外部動(dòng)力以及來(lái)自機(jī)場(chǎng)自身的發(fā)展驅(qū)動(dòng)力;鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)適宜發(fā)展以高端制造業(yè)和現(xiàn)代服務(wù)業(yè)為代表的航空關(guān)聯(lián)產(chǎn)業(yè)為主導(dǎo),與以航空運(yùn)輸業(yè)為代表的航空核心產(chǎn)業(yè)聯(lián)動(dòng)發(fā)展的臨空經(jīng)濟(jì)發(fā)展模式。最后,本文從基礎(chǔ)設(shè)施、臨空產(chǎn)業(yè)、政府政策、區(qū)域經(jīng)濟(jì)互動(dòng)四個(gè)方面對(duì)鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)的發(fā)展提出了幾點(diǎn)建議。 本文正文部分的結(jié)構(gòu)和主要內(nèi)容包括:第一章導(dǎo)論部分主要介紹了臨空經(jīng)濟(jì)發(fā)展的背景、臨空經(jīng)濟(jì)相關(guān)概念的界定與辨析、本文的研究意義、研究目的、研究方法以及論文框架等內(nèi)容。第二章是對(duì)國(guó)內(nèi)外臨空經(jīng)濟(jì)研究和實(shí)踐的綜述,分別對(duì)國(guó)內(nèi)外臨空經(jīng)濟(jì)理論研究成果以及國(guó)內(nèi)外臨空經(jīng)濟(jì)實(shí)踐經(jīng)驗(yàn)這兩個(gè)層面進(jìn)行綜述,并對(duì)其進(jìn)行對(duì)比分析和評(píng)論。第三章分別從形成機(jī)理、發(fā)展條件、發(fā)展動(dòng)力機(jī)制以及發(fā)展模式四個(gè)方面總結(jié)并探索了臨空經(jīng)濟(jì)發(fā)展的基本規(guī)律。第四章從多個(gè)角度分析了鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)的發(fā)展現(xiàn)狀、發(fā)展條件以及未來(lái)發(fā)展所面臨的阻力和挑戰(zhàn)。第五章結(jié)合臨空經(jīng)濟(jì)發(fā)展理論,分析了鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)發(fā)展的動(dòng)力機(jī)制,探索其發(fā)展模式,并從基礎(chǔ)設(shè)施、臨空產(chǎn)業(yè)、政府政策、區(qū)域經(jīng)濟(jì)互動(dòng)四個(gè)方面對(duì)鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)今后的發(fā)展提出一些建議。第六章內(nèi)容是對(duì)本文的總結(jié)和展望。
[Abstract]:With the deepening of economic globalization, and the change of international transportation, the airport economy is a new form of regional economic development. The airport economy since its inception it has aroused wide attention of scholars at home and abroad, in terms of theoretical research and practice have achieved rapid development. The airport economy as a regional economic development new a growth pole of the regional economic opening degree, international status, regional industrial upgrading has significant influence and transformation, and enhance the strength of regional economy and provide more support to further strengthen the strength of airport economy development, thus can realize the benign development of the linkage of airport economic zone and regional economy and promote each other.
Zhengzhou airport economic comprehensive experimentation area is the first approved by the state of the airport economic experimentation area, has an important strategic position, has been a strong focus on the central and local governments at all levels and support. The new channel central airport economic comprehensive experimentation area is the Zhengzhou area open, and an important breakthrough in the core pillar of the construction of Central Plains Economic Zone at the same time, Zhengzhou is also embedded in the international industrial chain division of labor opportunity, is an important catalyst to help Zhengzhou into an international metropolis development. Therefore, the analysis of Zhengzhou airport economic comprehensive experimentation area development conditions and development, combined with the theory of Airport economy, explore the development of Zhengzhou airport economic comprehensive experimentation area of Zhengzhou airport economic development path, the rise of Central Plains the economy has an important guiding role.
This research in reading a lot of domestic and international airport economy relevant classical literature, analyzes and summarizes the domestic and abroad, summarizes the development of airport economy theoretical results and practical experience, and the domestic and foreign research and practice are analyzed and reviewed. Then, this paper carries on the analysis of the airport economy the theory from four aspects, trying to find the basic rules of its development: first, the use of macro, micro two levels of analysis, the formation mechanism of airport economy; second, according to the development experience economy is facing the formation of airport economy mechanism and studies from domestic and abroad summarized five basic conditions for the development of Airport economy; third from the airport. The government, enterprises, three aspects of the three kinds of power through the development of airport economy: Airport driving force, internal power, external power, and the three forces in the airport economic development is not Changes in the strength of the same stage; fourth, from the airport economic planning, space layout and the development of the main three aspects of the development of airport economy in different mode. Then, this perspective will be gathered in Zhengzhou airport economic comprehensive experimentation area, the development status of the Zhengzhou airport economic comprehensive experimentation area, research and analysis of the current situation of the development of their own conditions, the comprehensive economic zone of the Central Plains, Zhengzhou city and Xinzheng airport development, discusses the comparative advantage of Zhengzhou airport economic comprehensive experimentation area airport economic development: good location advantages and developed transportation network, Xinzheng International Airport and the rapid development of the central and local governments attach great importance; and from the central area of the airport economic zone competition and the development of high-speed rail on air transportation impact resistance. The main part of the structure and the main contents include: the first chapter introduces the background of the development of airport economy and airport economic definition and analysis of related concepts, research significance, research purpose, research methods and thesis framework. The second chapter is the summary of the domestic and international airport economy research and practice, the level of the two of airport economy at home and abroad theoretical research results and practical experience of airport economy at home and abroad are reviewed, and a comparative analysis and comment on it. The third chapter respectively from the formation mechanism, development conditions, development dynamic mechanism and development mode of four aspects and explores the basic rules of the development of airport economy. The fourth chapter analyzes the development of the status quo of Zhengzhou airport economic comprehensive experimentation area from multiple perspectives, facing the development conditions and future development. The fifth chapter discusses the obstacles and challenges The theory of airport economic development, analyzes the dynamic mechanism of Zhengzhou airport economic comprehensive experimentation area development, explore the development model, and from the airport industry, infrastructure, government policy, regional economic development put forward some suggestions on the Zhengzhou airport economic comprehensive experimentation area, the future development of four aspects. The sixth chapter is a summary and outlook.
