【摘要】：改革開放以來,為發(fā)展經(jīng)濟(jì),我國(guó)逐步興建了一批開發(fā)區(qū)。這些開發(fā)區(qū)在拉動(dòng)經(jīng)濟(jì)增長(zhǎng)、行政管理體制改革以及增加社會(huì)就業(yè)方面發(fā)揮了巨大的作用。但是隨著我國(guó)對(duì)外開放的逐步深入,我國(guó)各地為發(fā)展經(jīng)濟(jì)紛紛出臺(tái)相關(guān)的優(yōu)惠政策。相比較其他地區(qū)來說,開發(fā)區(qū)原有的特殊優(yōu)惠政策優(yōu)勢(shì)漸漸消減,其原來的制度優(yōu)勢(shì)逐步弱化甚至消失。在這種形勢(shì)下,如何繼續(xù)保持開發(fā)區(qū)的競(jìng)爭(zhēng)力,將是我們面臨的一個(gè)新問題；除此之外,由于開發(fā)區(qū)的人口增多等原因,開發(fā)區(qū)政府需要承擔(dān)的非經(jīng)濟(jì)事務(wù)大大增加,功能也由原來的單一的經(jīng)濟(jì)功能轉(zhuǎn)化為經(jīng)濟(jì)、政治、社會(huì)等綜合性功能并存,原有的那種開發(fā)區(qū)管理體制已不能適應(yīng)開發(fā)區(qū)的發(fā)展,亟需在管理體制上做出改變。 武城經(jīng)濟(jì)開發(fā)區(qū)成立于1998年,2006年由省政府批文升級(jí)為省級(jí)經(jīng)濟(jì)開發(fā)區(qū),經(jīng)過幾年的發(fā)展,開發(fā)區(qū)人口、機(jī)構(gòu)等不斷擴(kuò)容,開發(fā)區(qū)需要承擔(dān)的社會(huì)事務(wù)增多,原有的簡(jiǎn)單的“小政府、大社會(huì)”的管理模式已不能滿足開發(fā)區(qū)發(fā)展的需要,轉(zhuǎn)變武城經(jīng)濟(jì)開發(fā)區(qū)現(xiàn)有的管理體制成為一個(gè)亟需解決的問題。 本文采用文獻(xiàn)、理論、歸納、對(duì)比等研究方法,運(yùn)用公共管理、行政管理等相關(guān)基本理論,結(jié)合武城經(jīng)濟(jì)開發(fā)區(qū)自身實(shí)際,在借鑒其他發(fā)達(dá)地區(qū)經(jīng)濟(jì)開發(fā)區(qū)管理經(jīng)驗(yàn)的基礎(chǔ)上,分析總結(jié)武城經(jīng)濟(jì)開發(fā)區(qū)管理模式現(xiàn)狀、存在的問題,并針對(duì)存在問題提出相應(yīng)對(duì)策建議。該研究有利于完善開發(fā)區(qū)管理體制及職能轉(zhuǎn)變的相關(guān)基礎(chǔ)理論,進(jìn)一步豐富當(dāng)代中國(guó)公共管理理論。同時(shí),該論文的研究可以為武城縣政府的有關(guān)部門制定經(jīng)濟(jì)發(fā)展政策提供理論參考；而且對(duì)于發(fā)揮武城縣的比較優(yōu)勢(shì)、提升武城縣整體競(jìng)爭(zhēng)力具有重要的積極作用,更具有現(xiàn)實(shí)意義。 同時(shí),作者通過對(duì)武城經(jīng)濟(jì)開發(fā)區(qū)管理體制的研究,從工作實(shí)際出發(fā),提出的一些發(fā)展建議,不僅為武城縣管理體制改革和轉(zhuǎn)變開發(fā)區(qū)管理職能提供借鑒,對(duì)我國(guó)其他開發(fā)區(qū)尤其是省級(jí)開發(fā)區(qū)也能起到很好的借鑒作用,具有重要的意義。 本文的創(chuàng)新點(diǎn)在于一是重視實(shí)踐分析；二是注重理論與實(shí)踐相結(jié)合,將管理理論與具體實(shí)踐相結(jié)合。
[Abstract]:Since the reform and opening up, economic development, China has gradually built a number of development zones. These zones in the economic growth, plays an important role in the reform of the administrative system and increase social employment. But with the deepening of the open policy, our country economic development have introduced the relevant preferential policies. Compared to other regions, the Development Zone original special preferential policy advantages gradually abate, the original system advantage gradually weakened and even disappeared. In this situation, how to maintain the competitiveness of the Development Zone, is a new problem we face; in addition, due to the increase of population and Development Zone, development the district government to undertake non economic affairs greatly increased, functions also changed from the original single economic function for the economic, political, social and other integrated functions coexist, the original kind of The management system of the development zone can not adapt to the development of the Development Zone, and it is urgent to make a change in the management system.
Wucheng economic development zone was established in 1998 2006 by the provincial government for approval to upgrade the provincial Economic Development Zone, after several years of development, the development of population, institutions continued expansion, development zone to undertake social affairs increased, the original simple "small government, big society" management model has been unable to meet the needs of development zone the development of a problem to be solved into the existing management system transformation of Wucheng economic development zone.
This article uses the literature, theory, induction, comparative research methods, the use of public management, administrative management and other related basic theory, combined with their own actual Wucheng Economic Development Zone, Economic Development Zone on the basis of management experience of other developed areas, analyze the current situation of the management mode of the economic development zone of Wucheng, existing problems, and puts forward the corresponding countermeasures suggestions for the problems. This research is helpful to perfect the relevant basic theory of transformation of development zone management system and its functions, to further enrich the contemporary Chinese public management theory. At the same time, the research of this paper can be thought of government departments Wucheng provide theoretical reference for formulating economic development policies; and to play the comparative advantages of Wucheng County, has a positive effect important to enhance the overall competitiveness of Wucheng County, has more practical significance.
At the same time, the author through the research on the management system of Wucheng Economic Development Zone, starting from the practice, some suggestions for the development, not only to provide a reference for the reform of the management system and the transformation of Wucheng County Development Zone Management functions, the development of other areas in China especially the Provincial Development Zone can also play a very good reference, is important the meaning of.
The innovation of this article is that one is to attach importance to practice analysis, and two is to combine theory with practice and combine management theory with concrete practice.
