【摘要】：貧困治理的核心問題是提高扶貧資源的使用效率,這包含了三個要素:精確的目標瞄準、明細的扶貧責任和有效的扶貧措施。中國在1986年開始大規(guī)模反貧困以來,已經(jīng)逐漸形成了以貧困群體為目標、政府主導、開發(fā)式扶貧的貧困治理機制。精準扶貧通過壓力傳導和政治動員完善了中國特色的貧困治理機制,并為2020年實現(xiàn)現(xiàn)有標準下貧困人口脫貧提供了堅實的保障。然而這種貧困治理機制也面臨著一系列問題,如目標群體識別困難以及目標群體與收入相近群體的不平衡,扶貧中貧困人群主體意識不強和貧困人群的標簽化,在扶貧攻堅中巨大的人力物力投入的可持續(xù)性和扶貧效果難于評估,等等。在2020年現(xiàn)有貧困標準下的貧困人口實現(xiàn)全部脫貧以后,中國的扶貧政策需要深化精準扶貧中的五個一批策略,完善以解決社會問題為導向的公共政策,強調發(fā)展增進社會公平,通過貧困影響評估等手段,推動益貧的發(fā)展。
[Abstract]:The core issue of poverty governance is to improve the efficiency of the use of pro-poor resources, which consists of three elements: precise targeting. Since China began to fight poverty on a large scale in 1986, it has gradually become a target for poor groups and led by the government. Through pressure transmission and political mobilization, the poverty management mechanism with Chinese characteristics has been improved. And in 2020 to achieve the existing standards of poverty relief from poverty to provide a solid guarantee. However, this poverty governance mechanism is also facing a series of problems. Such as the difficulty of target group identification and the imbalance between target group and income group, the poor people's awareness of the main body in poverty alleviation and the labelling of the poor people. It is difficult to evaluate the sustainability of huge manpower and material resources and the effect of poverty alleviation in poverty alleviation. In 2020, the poor population under the existing poverty standard achieved all poverty eradication. China's poverty alleviation policy needs to deepen the five strategies of precision poverty alleviation, improve the public policy oriented to solve social problems, emphasize development and promote social equity, and through poverty impact assessment and other means. Promote the development of poverty.
