【摘要】：本文從水平差異、垂直差異供給視角構(gòu)建公共服務(wù)水平評(píng)價(jià)指標(biāo)體系,從高效、高級(jí)、綠色、協(xié)調(diào)四維構(gòu)建產(chǎn)業(yè)結(jié)構(gòu)升級(jí)指標(biāo)體系,測(cè)算異質(zhì)性公共服務(wù)與產(chǎn)業(yè)結(jié)構(gòu)升級(jí)得分,分析異質(zhì)性公共服務(wù)對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的影響機(jī)制,并進(jìn)行分位數(shù)回歸檢驗(yàn)。結(jié)果發(fā)現(xiàn),在水平差異供給中,經(jīng)濟(jì)性公共服務(wù)和社會(huì)性公共服務(wù)顯著促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)升級(jí),且經(jīng)濟(jì)性公共服務(wù)的投資效應(yīng)在低層次產(chǎn)業(yè)結(jié)構(gòu)升級(jí)階段更顯著,而社會(huì)性公共服務(wù)的科技效應(yīng)則更利于高層次的產(chǎn)業(yè)結(jié)構(gòu)階段升級(jí);在垂直差異供給中,保障性公共服務(wù)的城市化效應(yīng)阻礙產(chǎn)業(yè)結(jié)構(gòu)升級(jí),發(fā)展性公共服務(wù)更利于高層次的產(chǎn)業(yè)結(jié)構(gòu)升級(jí);在考慮異質(zhì)性公共服務(wù)空間滯后項(xiàng)的分位數(shù)回歸中,經(jīng)濟(jì)性公共服務(wù)和社會(huì)性公共服務(wù)空間滯后項(xiàng)只在高分位產(chǎn)業(yè)結(jié)構(gòu)升級(jí)條件下顯著為正,保障性公共服務(wù)在低分位數(shù)中存在正向溢出效應(yīng),發(fā)展性公共服務(wù)則在高分位數(shù)中存負(fù)向溢出性。
[Abstract]:This article from the level difference, from the perspective of the construction of the vertical difference supply evaluation index system, the level of public services from the advanced, efficient, green, four-dimensional coordination index system construction and upgrading of the industrial structure, upgrade the heterogeneity of public service score calculation and industrial structure and heterogeneity analysis of public service on the influence mechanism of the upgrading of industrial structure, and quantile regression test. The results showed that at the level of difference in the supply of public services, significant economic and social public services to promote the upgrading of industrial structure, investment and economic effect of public services in the low level of industrial structure upgrading is more significant, and the effect of science and technology of the social public service is more conducive to industrial structure upgrade in the stage of high level; the vertical difference in the supply of public services to protect the city effect hinder the upgrading of the industrial structure, the development of public services is more conducive to the upgrading of industrial structure in high level; In consideration of the heterogeneity of public service space lag quantile regression, economic public service and the social public service space lag only in upgrading industrial structure under the condition of high level is significantly positive, there is a positive spillover effect the protection of public services in the low quantile, the development of public services in high digits save the negative spillover.
