【摘要】：絲綢之路經(jīng)濟(jì)帶是2013年中國國家主席習(xí)近平提出的"西進(jìn)戰(zhàn)略",陜西是這一戰(zhàn)略的起點(diǎn),具有得天獨(dú)厚的發(fā)展優(yōu)勢。陜西與絲綢之路經(jīng)濟(jì)帶沿線地區(qū)共同面臨經(jīng)濟(jì)發(fā)展與生態(tài)環(huán)境相矛盾的問題,發(fā)展綠色產(chǎn)業(yè)就可以解決這一問題。面對建設(shè)絲綢之路經(jīng)濟(jì)帶的戰(zhàn)略機(jī)遇,陜西要保證較高產(chǎn)出的同時把對生態(tài)環(huán)境的影響控制在最低水平,必須優(yōu)化其綠色產(chǎn)業(yè)結(jié)構(gòu),不僅能提升區(qū)域經(jīng)濟(jì)實(shí)力,更能提升與絲綢之路經(jīng)濟(jì)帶沿線地區(qū)經(jīng)濟(jì)合作空間。本文通過梳理國內(nèi)外綠色產(chǎn)業(yè)及絲綢之路經(jīng)濟(jì)帶研究文獻(xiàn),以綠色產(chǎn)業(yè)理論、產(chǎn)業(yè)機(jī)構(gòu)優(yōu)化理論及SWOT分析理論為研究的理論基礎(chǔ),進(jìn)一步分析了馬克思與恩格斯生態(tài)思想理論對綠色產(chǎn)業(yè)發(fā)展的啟示,結(jié)合陜西綠色產(chǎn)業(yè)現(xiàn)狀及存在問題分析,從絲綢之路經(jīng)濟(jì)帶視域?qū)﹃兾骶G色產(chǎn)業(yè)發(fā)展進(jìn)行SWOT分析,為絲綢之路經(jīng)濟(jì)帶陜西綠色產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化提出對策建議。論文研究的具體思路是,首先,以綠色產(chǎn)業(yè)及產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化理論為基礎(chǔ),提出了馬克思與恩格斯的生態(tài)思想觀點(diǎn)對綠色產(chǎn)業(yè)發(fā)展的啟示。其次,分析了陜西綠色產(chǎn)業(yè)發(fā)展現(xiàn)狀,并指出了對陜西綠色產(chǎn)業(yè)發(fā)展所存在的問題。再次,運(yùn)用SWOT分析法,系統(tǒng)分析了絲綢之路經(jīng)濟(jì)帶視域下陜西綠色產(chǎn)業(yè)的戰(zhàn)略影響因素。最后,從戰(zhàn)略視角提出絲綢之路經(jīng)濟(jì)帶建設(shè)中陜西綠色產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的對策建議,一是深化拓展綠色產(chǎn)業(yè)體系,強(qiáng)化三次產(chǎn)業(yè)融合聯(lián)動;二是消除經(jīng)濟(jì)帶中區(qū)域壁壘,尋找綠色產(chǎn)業(yè)合作發(fā)展模式;三是規(guī)范完善陜西綠色產(chǎn)業(yè)標(biāo)準(zhǔn);四是加大相關(guān)政策力度支持,發(fā)揮政府主導(dǎo);五是大力發(fā)展綠色服務(wù)業(yè)推動產(chǎn)業(yè)結(jié)構(gòu)高度化;六是實(shí)行綠色產(chǎn)業(yè)融資多元化。
[Abstract]:The Silk Road Economic Belt is a "westward strategy" put forward by Chinese President Xi Jinping in 2013, and Shaanxi is the starting point of this strategy. Shaanxi and the areas along the Silk Road economic belt face the contradiction between economic development and ecological environment. The development of green industry can solve this problem. Facing the strategic opportunity of constructing Silk Road economic belt, Shaanxi should ensure higher output and keep the impact on ecological environment to the lowest level. Must optimize its green industrial structure, not only can enhance the regional economic strength. Through combing the domestic and foreign green industry and Silk Road economic belt research literature, green industry theory. Industrial organization optimization theory and SWOT analysis theory as the theoretical basis, further analysis of Marx and Engels ecological theory on the development of green industry. Based on the analysis of the present situation and existing problems of Shaanxi green industry, this paper analyzes the development of Shaanxi green industry by SWOT from the view of Silk Road economic belt. For the Silk Road economic belt Shaanxi green industrial structure optimization countermeasures and suggestions. The specific ideas of this paper are: firstly, based on the theory of green industry and industrial structure optimization. Put forward the ecological ideas of Marx and Engels on the development of green industry enlightenment. Secondly, analyze the current situation of Shaanxi green industry development, and point out the problems of Shaanxi green industry development. Using SWOT analysis, the paper systematically analyzes the strategic influence factors of Shaanxi green industry under the view of Silk Road economic belt. Finally. From the strategic angle of view, this paper puts forward the countermeasures and suggestions for the optimization of Shaanxi green industrial structure in the construction of the Silk Road economic belt. The first is to deepen and expand the green industrial system and strengthen the linkage of three industries; Second, to eliminate the regional barriers in the economic belt, and to find the green industrial cooperation development model; Third, standardize and perfect the standard of Shaanxi green industry; Fourth, increase the relevant policy support, play the leading role of the government; Fifth, vigorously develop green service industry to promote the upgrading of industrial structure; Sixth, the implementation of green industry financing diversification.
