【摘要】：產(chǎn)業(yè)政策在產(chǎn)業(yè)集群發(fā)展過(guò)程中具有重要作用。改革開放以來(lái)，我國(guó)各級(jí)政府運(yùn)用產(chǎn)業(yè)政策對(duì)產(chǎn)業(yè)發(fā)展進(jìn)行引導(dǎo)，以促進(jìn)產(chǎn)業(yè)成長(zhǎng)和產(chǎn)業(yè)集群發(fā)展。在產(chǎn)業(yè)集群發(fā)展過(guò)程中，產(chǎn)業(yè)政策效應(yīng)如何，怎樣實(shí)施、完善產(chǎn)業(yè)政策，才能促進(jìn)產(chǎn)業(yè)集群的發(fā)展、成熟，保持集群的生命力，是值得思考與研究的問題。政府應(yīng)該考慮到產(chǎn)業(yè)集群不同階段的特征，需要采取不同的政策措施。 湖南作為中部農(nóng)業(yè)大省，近二十幾年裝備制造業(yè)強(qiáng)勢(shì)發(fā)展，帶動(dòng)了相配套行業(yè)的發(fā)展，形成了一個(gè)具有強(qiáng)大競(jìng)爭(zhēng)力的集群。探討湖南省裝備制造業(yè)政府政策實(shí)施的效果，發(fā)現(xiàn)其成功之處和不足之處，然后有針對(duì)性地給出改善政策和建議，對(duì)于湖南省全面貫徹“科教興省”戰(zhàn)略,完善當(dāng)前產(chǎn)業(yè)政策,進(jìn)一步加速產(chǎn)業(yè)發(fā)展具有十分重要的意義。 本文從集群生命周期視角，定性研究成熟階段政府的政策實(shí)施。并以湖南裝備制造業(yè)為例，論證了該產(chǎn)業(yè)集群處于成熟階段。使用熵值法和模糊數(shù)學(xué)法，從時(shí)間和空間的角度對(duì)湖南省裝備制造業(yè)的產(chǎn)業(yè)政策進(jìn)行整體的效果評(píng)價(jià)。橫向上選取了從2007年到2012年的數(shù)據(jù)，縱向上和江蘇省做了詳細(xì)比較，得出：湖南省近幾年的產(chǎn)業(yè)政策保持了這個(gè)集群具有強(qiáng)大的生命力，，具有明顯的效果。同時(shí)，也說(shuō)明成熟階段政府應(yīng)為規(guī)范行業(yè)行為、激發(fā)技術(shù)創(chuàng)新等提供政策支持。借鑒其他國(guó)家和省份裝備制造業(yè)的成功經(jīng)驗(yàn)，結(jié)合本文研究成果，提出了湖南裝備制造業(yè)繼續(xù)發(fā)展的一些建議。
[Abstract]:The industrial policy plays an important role in the development of industrial clusters . Since the reform and opening up , the governments at all levels use industrial policies to guide the development of industrial clusters . In the process of industrial cluster development , how to implement and perfect industrial policies can promote the development , maturity and vitality of industrial clusters . It is worth thinking and research . The government should take into account the characteristics of different stages of industrial clusters , and different policy measures should be adopted . As a major agricultural province in central China , Hunan has developed a strong competitive power industry in recent 20 years . It has formed a cluster with strong competitiveness . The effect of government policy implementation in Hunan ' s equipment manufacturing industry is discussed , its successes and shortcomings are discussed , and the improvement policies and suggestions are put forward . It is of great significance to fully implement the strategy of " Science and Education " in Hunan Province , perfect the current industrial policy and further accelerate the industrial development . From the perspective of the life cycle of the cluster , this paper studies the policy implementation of the mature stage government , and demonstrates that the industrial cluster is in the mature stage by using the entropy value method and the fuzzy mathematics method .
