【摘要】：長期以來,招商引資不僅是我國經(jīng)濟(jì)發(fā)展的重要抓手,而且是各個(gè)開發(fā)區(qū)實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)快速發(fā)展的重要途徑。然而,隨著全球經(jīng)濟(jì)一體化和市場經(jīng)濟(jì)體制的不斷完善,江都經(jīng)濟(jì)開發(fā)區(qū)以政府為主導(dǎo)的招商引資模式已不能適應(yīng)時(shí)代發(fā)展的要求,其弊端日益凸顯。江都經(jīng)濟(jì)開發(fā)區(qū)地處上海都市圈和南京經(jīng)濟(jì)圈的節(jié)點(diǎn),區(qū)位優(yōu)勢十分明顯。隨著江蘇省沿江開發(fā)戰(zhàn)略的不斷深入和一系列交通設(shè)施的相繼建成,江都經(jīng)濟(jì)開發(fā)區(qū)迎來了大好的發(fā)展時(shí)機(jī)。在國內(nèi)外產(chǎn)業(yè)資本轉(zhuǎn)移和蘇中蘇南融合發(fā)展的背景下,江都經(jīng)濟(jì)開發(fā)區(qū)如何放大區(qū)位優(yōu)勢、抓住歷史機(jī)遇、加速招商引資是當(dāng)前開發(fā)區(qū)實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)持續(xù)發(fā)展所面臨的重大課題。 本文從招商引資的一般理論概述出發(fā),梳理了先進(jìn)地區(qū)招商引資工作的成功經(jīng)驗(yàn),總結(jié)了江都經(jīng)濟(jì)開發(fā)區(qū)招商引資現(xiàn)狀,從戰(zhàn)略定位、工作基礎(chǔ)、方法措施等方面闡述了江都經(jīng)濟(jì)開發(fā)區(qū)招商引資策略經(jīng)驗(yàn),深入剖析江都經(jīng)開區(qū)招商引資存在資源浪費(fèi)、手段單一、結(jié)構(gòu)失衡、隊(duì)伍老化、環(huán)境失范等一系列問題。這些問題的存在,不僅沒能吸引高質(zhì)量的項(xiàng)目,而且造成了工作效率不高、經(jīng)濟(jì)效益不佳等現(xiàn)象,甚至影響了江都開發(fā)區(qū)的持續(xù)、穩(wěn)定、健康發(fā)展。然后針對(duì)上述問題,指出績效評(píng)價(jià)體系不合理、約束機(jī)制不健全、市場機(jī)制不完善、招商隊(duì)伍不合理、環(huán)境構(gòu)建不到位是造成上述問題的主要原因。并通過SWOT分析原理和方法,對(duì)江都開發(fā)區(qū)招商引資工作面臨的優(yōu)勢、劣勢、機(jī)遇和挑戰(zhàn)作出分析。最后,提出從創(chuàng)新工作體制、強(qiáng)化考核機(jī)制、明確招商重點(diǎn)、培育市場主體、加強(qiáng)隊(duì)伍建設(shè)、優(yōu)化投資環(huán)境六個(gè)方面進(jìn)一步完善江都經(jīng)濟(jì)開發(fā)區(qū)招商引資策略的建議。
[Abstract]:For a long time, the investment is not only an important starting point for China's economic development, but also is an important way to realize the rapid economic and social development in various development zones. However, with the global economic integration and the continuous improvement of the market economy, Jiangdu Economic Development Zone, mainly by the government guided investment model has been unable to meet the requirements of the times, the problems have become increasingly prominent. The node of Jiangdu economic development zone is located in the Shanghai metropolitan area and the Nanjing economic circle, the advantage is obvious. With the deepening of Jiangsu coastal development strategy and a series of traffic facilities have been built, Jiangdu Economic Development Zone ushered in the great development of the time. In the domestic and foreign industrial capital transfer and the Soviet Union in South of Jiangsu the integration of the development of the background, Jiangdu economic development zone how to enlarge regional advantages, seize the historic opportunity to accelerate investment is to achieve economic and social development of the region The major issues that will continue to develop.
This paper summarizes the general theory of the investment of the successful experience of combing the investment of advanced area, summed up the Jiangdu Economic Development Zone investment status, from strategic positioning, work based method measures on the Jiangdu Economic Development Zone investment strategy experience, in-depth analysis of Jiangdu Economic Development Zone investment there is a waste of resources that means a single, structural imbalance, aging team, anomie and other issues. These problems not only failed to attract high quality projects, and cause the work efficiency is not high, poor economic phenomenon, and even affect the development zone of Jiangdu sustained, stable and healthy development, and in view of the above. The problem, pointed out that the performance evaluation system is not reasonable, the constraint mechanism is not perfect, imperfect market mechanism, unreasonable investment team, build environment is not in place is the main cause of the problem And through the analysis of the SWOT principle and method, the disadvantage of facing the Jiangdu Development Zone investment advantages, opportunities and challenges are analysed. Finally, put forward from system innovation, strengthen the assessment mechanism, clear focus, cultivate market subjects, strengthen team construction, to further improve the Jiangdu Economic Development Zone investment strategy advice six a better investment environment.
