本文關(guān)鍵詞：世界經(jīng)濟(jì)論壇：緣起與發(fā)展（1971-2007），由筆耕文化傳播整理發(fā)布。

        本文試圖從全球治理的角度出發(fā),運(yùn)用全球化理論與全球治理理論對世界經(jīng)濟(jì)論壇成立的過程進(jìn)行梳理,揭示其與經(jīng)濟(jì)全球化、全球治理機(jī)制之間的關(guān)系;概述世界經(jīng)濟(jì)論壇歷屆年會(huì),重點(diǎn)評述其主要活動(dòng),以探尋其發(fā)展的軌跡;在此基礎(chǔ)上,對世界經(jīng)濟(jì)論壇的影響加以分析,并對世界經(jīng)濟(jì)論壇在全球治理中的作用及其局限性提出一些看法。本文除緒言和結(jié)語外,共分為五章。緒言部分介紹了選題的意義、國內(nèi)外研究動(dòng)態(tài)以及本文的文獻(xiàn)資源。第一章“經(jīng)濟(jì)全球化時(shí)代的到來”論述了世界經(jīng)濟(jì)論壇成立與發(fā)展的背景。在經(jīng)濟(jì)全球化的大背景下,日益困擾人類的全球問題已經(jīng)超出了民族國家治理能力的范圍,任何政府都難于憑借單純自身的力量對付諸如安全、經(jīng)濟(jì)穩(wěn)定、社會(huì)正義與秩序以及生態(tài)環(huán)境保護(hù)等全球性問題。全球治理需要國家間的合作和協(xié)調(diào),所以,在全球治理機(jī)制的形成中,國家和政府間國際組織無疑承擔(dān)著主要的責(zé)任。但是,全球化的歷史進(jìn)程不僅僅表現(xiàn)為國家行為,作為當(dāng)代經(jīng)濟(jì)全球化的主要驅(qū)動(dòng)力并非來自國家,而是來自以跨國公司為代表的非政府的經(jīng)濟(jì)行為體,因此,治理全球問題的動(dòng)力同樣蘊(yùn)含在超越國界的社會(huì)層面,其中,跨國的非政府組織是推進(jìn)全球治理機(jī)制建立的重要力量。正是在全球問題呼喚全球治理機(jī)制的時(shí)代背景下,以非政府組織形式參與全球問題的討論和研究的世界經(jīng)濟(jì)論壇應(yīng)運(yùn)而生。第二章“世界經(jīng)濟(jì)論壇的緣起”簡要介紹了世界經(jīng)濟(jì)論壇的創(chuàng)始人克勞斯·施瓦布教授的經(jīng)歷,概述了世界經(jīng)濟(jì)論壇的發(fā)展演變過程。施瓦布教授的童年記憶以及其青年時(shí)代的求學(xué)和工作經(jīng)歷對于其創(chuàng)立歐洲管理論壇起到了促進(jìn)作用。通過對世界經(jīng)濟(jì)論壇的發(fā)展演變過程的概述,我們可以清楚地看到,論壇如何從一個(gè)適應(yīng)歐洲企業(yè)需要的組織成長為一個(gè)搭建全球性問題解決和治理的多方利益相關(guān)者交流平臺(tái)的機(jī)構(gòu)。第三章“世界經(jīng)濟(jì)論壇的組織架構(gòu)及其活動(dòng)機(jī)制”對世界經(jīng)濟(jì)論壇的組織架構(gòu)和活動(dòng)機(jī)制進(jìn)行了分析。本章第一部分分析了論壇的組織架構(gòu)。論壇由基金會(huì)董事會(huì)領(lǐng)導(dǎo)。其成員來自商界、政界、多邊經(jīng)濟(jì)組織、學(xué)術(shù)界和市民社會(huì)的領(lǐng)導(dǎo)人。管理委員會(huì)是基金會(huì)的執(zhí)行機(jī)構(gòu)。管理委員會(huì)的成員來自世界的不同地區(qū),具有不同的專業(yè)背景和專業(yè)知識領(lǐng)域,這種多樣性是其主要優(yōu)勢之一。本章第二部分分析了論壇的活動(dòng)機(jī)制。包括論壇的參與機(jī)制、資金籌措機(jī)制以及公共信息功能。論壇的主要參與形式為會(huì)員和合作伙伴。論壇成功的資金籌措機(jī)制對于論壇保持其獨(dú)立性,以自身的資源資助需要擴(kuò)展的業(yè)務(wù)是至關(guān)重要的。第四章“世界經(jīng)濟(jì)論壇的主要活動(dòng)”對論壇歷屆年會(huì)的主題進(jìn)行了概述,對與會(huì)者探討的若干重大議題進(jìn)行了分析,并對《全球競爭力報(bào)告》和《全球信息技術(shù)報(bào)告》進(jìn)行了評述。通過對論壇年會(huì)的主題進(jìn)行概述,我們可以看到,這些主題緊緊把握時(shí)代脈搏。通過對與會(huì)者探討的若干重大議題進(jìn)行分析,我們可以從一個(gè)側(cè)面了解世界經(jīng)濟(jì)形勢的起伏。第五章“世界經(jīng)濟(jì)論壇的影響”論述了世人對論壇的肯定性回應(yīng)及對論壇的批評與抗議�？隙ㄐ曰貞�(yīng)表現(xiàn)在三個(gè)方面:一是論壇的規(guī)模不斷擴(kuò)大;二是與會(huì)的政治領(lǐng)導(dǎo)人的重要性穩(wěn)步增加;三是論壇的形式成為效仿的對象。世界經(jīng)濟(jì)論壇的批評與抗議者大致上可分為兩個(gè)層面:一是在“存在主義(existential)”層面質(zhì)疑論壇的批評者,他們從論壇存在的本質(zhì)意義上批判其使命、其會(huì)員及其運(yùn)作方式;二是在“工具主義(instrumental)”層面批評論壇的批評者,他們從論壇運(yùn)作方式著眼,認(rèn)為論壇不是在做它打算做的事情,以及它可能做或應(yīng)該做的事。結(jié)語在總結(jié)全文的基礎(chǔ)上指出,作為一個(gè)全球性的非國家行為體,世界經(jīng)濟(jì)論壇不可能履行其無法或無力履行的責(zé)任,它的形成及發(fā)展只是表達(dá)了人類對自己所處的世界的關(guān)懷已經(jīng)超越了國家管理或國際組織治理的層面,同時(shí)也反映了全球治理需要?jiǎng)訂T人類社會(huì)各個(gè)層次和各個(gè)領(lǐng)域的資源及潛力,需要全世界意義上的相互理解和彼此尊重。因此,提出問題和討論問題是走向解決問題的必要前提。也正是在推動(dòng)人類社會(huì)關(guān)注這些全球性問題的意義上,世界經(jīng)濟(jì)論壇的創(chuàng)設(shè)及其發(fā)揮的功能已經(jīng)為全球治理機(jī)制的形成做出了重要貢獻(xiàn)。

    From the perspective of global governance, this paper hopes to explain the constructive process of the World Economic Forum using globalization theory and the theory of global governance, reflect its relationship with the economic globalization and the mechanisms of global governance, summarize annual meetings of the World Economic Forum, review of its main activities, find the trace of its development. On this basis, analyze the impact of its World Economic Forum, and the role of World Economic Forum in global governance and its limitations.It is divided into five chapters totally in addition to the Introduction and Conclusion. The section of instruction describes the significance of the topic, international and domestic dynamics of the topic and the research resources.The first chapter "Coming of the era of economic globalization," tells us how to the World Economic Forum has been established and its background of development. In the context of economical globalization, the growing global problems afflicting humankind has passed the perspective of the nation-state governance capacity. Any government is difficult to deal with its own problem alone, such as security, economic stability, social justice and social order, and eco-environmental protection, global issues etc. Global governance needs the cooperation and coordination of inter-State. It will undoubtedly bear the primary responsibility that formatting a global governance mechanism, making national and inter-governmental international organizations. However, the historical process of globalization is not only manifested in acts of states, the major driving force of contemporary economic globalization, does not come from the country, but from the economic behavior of non-governmental body, which represented the multinational companies. In order to make non-governmental organizations involved in the discussion and study of global issues, the World Economic Forum came into being, with the background of calling on global issues of the mechanism of global governance.The second chapter, "The Origin of the World Economic Forum," briefly introduce the founder of World Economic Forum—Professor Klaus Schwab, his experience of researching and the development and evolution of the World Economic Forum. It plays a very important role to its creation of the European Management Forum that the childhood memories of Klaus Schwab as well as its experience of school and work in his youth. Through the view of development of the World Economic Forum, we can see clearly how to grow into a global problem-solving structure and governance of multi-stakeholder platform for the exchange institution the World Economic Forum from one organization, to meet the needs of European companies.Chapter III, "World Economic Forum: the activities of the organizational structure and its mechanism " analyze the organization of World Economic Forum, the structure and activities of the mechanism. The first part is about the organizational structure of the Forum, which is led by the Foundation Board of Directors and its members from business, politics, multilateral economic organizations, academia and civil society leaders. Management Committee is the executing agency for the Foundation. Management Committee comprises members from different parts of the world, with different professional backgrounds. The second part of this chapter analyzes the activities of the Forum mechanism: participatory mechanisms, financing mechanisms and public information functions. A major participant in the form of the Forum is members and partners. The special mechanism for gathering funding is essential for its independence of World Economic Forum.Chapter IV, "The main activities of the World Economic Forum," it describes the theme of the annual meetings of World Economic Forum, reviewed of important issues which was discussed by the participants and evaluates "Global Competitiveness Report" and the "Global Information Technology Report". By this way, we can see that these themes are related to the times, from them we can learn changes of situation in the world economic.The final Chapter, "Impacts of the World Economic Forum," shows praise, criticism and protests of World Economic Forum. About the praise, it can be divided in three areas: expanding the size, the increasing importance and been emulated by other forum. Critics and protesters can be divided into two categories: First, They questioned their existence of World Economic Forum, its mission and their mode of operation, from the "existential" level; the second from the " instrumental "level, they critics, that the forum don’t do what it intends to do, and it may do or should do.
