【摘要】：產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟是產(chǎn)學(xué)研結(jié)合的新型技術(shù)創(chuàng)新組織。政府在促進(jìn)產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟的構(gòu)建和發(fā)展時(shí)要定位于“推動(dòng)”,通過(guò)轉(zhuǎn)變職能,發(fā)揮牽線(xiàn)搭橋、協(xié)調(diào)引導(dǎo)的作用,為聯(lián)盟合作提供有效的資源、政策、制度等公共服務(wù)。近幾年,沈陽(yáng)市為創(chuàng)建國(guó)家創(chuàng)新型城市、建設(shè)國(guó)家中心城市、振興東北地區(qū)等老工業(yè)基地,對(duì)產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟的認(rèn)識(shí)和重視程度逐漸提高。從2011年始,相繼出臺(tái)的政府文件中,都明確將“推進(jìn)產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟建設(shè)”作為沈陽(yáng)市培育創(chuàng)新主體、提升自主創(chuàng)新能力、加強(qiáng)創(chuàng)新體系建設(shè)的舉措之一。市政府研究制定了有關(guān)科技創(chuàng)新的一系列的規(guī)劃、政策、法規(guī),以引導(dǎo)、支持產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟的發(fā)展。本研究通過(guò)中國(guó)沈陽(yáng)政府網(wǎng),查找了大量的沈陽(yáng)市的政府文件、政府公告、部門(mén)文件和法規(guī)規(guī)章等,從紛繁的公文法規(guī)中歸納總結(jié)出沈陽(yáng)市有關(guān)聯(lián)盟建設(shè)的政策法規(guī)。以此為依據(jù),本文首先界定了產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟、聯(lián)盟政策和政策工具的內(nèi)涵,重點(diǎn)分析了沈陽(yáng)市產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟既有政策及其存在的問(wèn)題。雖然沈陽(yáng)市為推進(jìn)聯(lián)盟建設(shè)已經(jīng)出臺(tái)了相關(guān)的財(cái)政、知識(shí)產(chǎn)權(quán)保護(hù)、中介服務(wù)等政策,但仍存在聯(lián)盟政策目標(biāo)不明確、專(zhuān)項(xiàng)聯(lián)盟政策缺乏、政策法規(guī)協(xié)調(diào)不足等問(wèn)題,而且本文從政策主體、政策客體和政策環(huán)境的角度出發(fā),分析了造成以上問(wèn)題的主要原因。因此,結(jié)合沈陽(yáng)市聯(lián)盟政策存在的問(wèn)題和原因,本文提出加深政府對(duì)聯(lián)盟的認(rèn)識(shí)和重視,完善聯(lián)盟相關(guān)的政策法規(guī),深化聯(lián)盟政策工具的內(nèi)涵等改進(jìn)聯(lián)盟政策的建議。
[Abstract]:The industrial technology innovation strategic alliance is a new technological innovation organization. With the combination of the government in building and promoting the development of industrial technology innovation strategic alliance should be located in the "push", through the transformation of functions, play a matchmaking role to coordinate, guide, provide effective resources for alliance policy, system and other public services. In recent years, Shenyang city to create a national innovation oriented city, the construction of National Central City, the revitalization of old industrial bases in Northeast China, the strategic alliance of industrial technology innovation awareness and attention gradually improved. From the beginning of 2011, the government promulgated the document, explicitly promote the construction of industrial technology innovation strategic alliance as Shenyang the cultivation of innovation subject, to enhance the capability of independent innovation, strengthen the construction of innovation system. One of the initiatives of municipal government formulated a series of related science and technology innovation planning, policy , regulations, to guide, support the development of the industrial technology innovation and strategic alliances. The China Shenyang government network, to find a large number of Shenyang city government documents, government departments and regulations of announcement, documents, documents from the numerous regulations summarized relevant policies and regulations of alliance construction in Shenyang city as a basis. In this paper, firstly defines the connotation of industrial technology innovation strategic alliance, alliance policy and policy tools, focus on the analysis of the Shenyang city industry technology innovation strategic alliance both policy and its problems. Although Shenyang city is pushed into the league construction has introduced the related finance, intellectual property protection, intermediary services and other policies, but still exist policy objectives are not clear, the lack of special policy issues, policies and regulations such as lack of coordination, and the policy subject, policy object and policy environment point of view, divided This paper analyzes the main reasons for the above problems. Therefore, combined with the problems and reasons of Shenyang alliance policy, this paper proposes deepening the government's recognition and attention to the alliance, improving the related policies and regulations, deepening the connotations of the alliance policy tools, and improving the proposal of the alliance policy.
