【摘要】：本文首先梳理了科技創(chuàng)新與地區(qū)差距的關系,進而對科技創(chuàng)新驅(qū)動區(qū)域協(xié)調(diào)發(fā)展的模式路徑、動力機制和政策工具進行了論述�；趯χ袊萍紕�(chuàng)新驅(qū)動區(qū)域協(xié)調(diào)發(fā)展的實踐評價,本文提出了關于新時期科技創(chuàng)新驅(qū)動區(qū)域協(xié)調(diào)發(fā)展的戰(zhàn)略思考:應堅持"分區(qū)分級分類"的基本思路,即分區(qū)實施科技創(chuàng)新發(fā)展戰(zhàn)略、分級構(gòu)建城市科技創(chuàng)新體系、分類打造全國性科技創(chuàng)新網(wǎng)絡平臺;合理培育區(qū)域創(chuàng)新增長極點,加強科技創(chuàng)新點線互動,構(gòu)建"弓箭型"科技創(chuàng)新空間網(wǎng)絡體系;在國家宏觀層面實行差別化的引導政策,支持和鼓勵跨區(qū)域科技創(chuàng)新聯(lián)動合作、完善科技策源地龍頭創(chuàng)新的發(fā)展機制、加大對欠發(fā)達落后地區(qū)的科技專項扶持力度、以修復生態(tài)和農(nóng)業(yè)現(xiàn)代化為著力點推動中西部科技創(chuàng)新、加強科技創(chuàng)新能力的區(qū)域動態(tài)監(jiān)測評估。
[Abstract]:This paper firstly combs the relationship between scientific and technological innovation and regional gap, and then the mode path of regional coordinated development driven by scientific and technological innovation. The dynamic mechanism and policy tools are discussed. Based on the practical evaluation of the coordinated regional development driven by scientific and technological innovation in China. This paper puts forward the strategic thinking about the coordinated development of the region driven by scientific and technological innovation in the new period: we should adhere to the basic idea of "regional classification and classification", that is, implement the strategy of scientific and technological innovation development in different districts. Constructing the scientific and technological innovation system of the city at different levels and creating the national scientific and technological innovation network platform by classification; Cultivating the regional innovation growth pole reasonably, strengthening the interaction between the scientific and technological innovation points and lines, and constructing the "bow and arrow" space network system of scientific and technological innovation; We will implement a differentiated guiding policy at the national macro level, support and encourage cross-regional cooperation in scientific and technological innovation, and improve the development mechanism of leading innovation in scientific and technological sources. We should increase the support for science and technology in underdeveloped and backward areas, focus on the restoration of ecology and agricultural modernization, promote scientific and technological innovation in the central and western regions, and strengthen the regional dynamic monitoring and evaluation of scientific and technological innovation capabilities.
